CITY COUNCIL/RPFAJSUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Elward called the joint regular meeting to order at 5:02 p.m., the notice for which being legally noticed on February 3, 2022. There was no physical location for this meeting but the agenda included language on how to observe and attend the meeting as well as how to submit live public comment. Present and also attending via Zoom Video Communications: Jackie Elward, Mayor Willy Linares, Vice Mayor Gerard Giudice, Councilmember Susan Hollingsworth-Adams, Councilmember Pam Stafford, Councilmember Absent: None Staff present and also attending via Zoom Video Communications: City Manager Jenkins, City Attorney Kenyon and Information Systems Operations Manager Rowley. Staff attending via Zoom Video Communications: Development Services Director Pawson, Finance Director Bali, Human Resources Director Perrault, Public Safety Director Mattos, Director of Public Works Garrett, Director of Community Services Bagley, Finance Manager Tacata, Senior Code Compliance Officer Kirk, Accounting Supervisor Hawkins, Senior Accounting Technician Piotrkowski, Deputy City Clerk Machado and City Clerk Lopez Cuevas. 2. PLEDGE OF ALLEGIANCE Led by Madison Walton, 7th Grade, Technology Middle School. 3. PRESENTATIONS A. Mayor's Proclamation: Proclaiming February 2022 as Black History Month in the City of Rohnert Park Mayor Elward read the Proclamation and presented it to Andre Bailey, SSU Advisor, Educational Opportunity Program and Mr. Rubin Scott, former NAACP President. SSU STUDENT REPORT Charles Bordy, Director of Legislative Affairs, Sonoma State University Associated Students, Inc. (SSU ASI), presented the report and informed that there was 560 graduations in the Fall of 2021 and graduating numbers are being calculated for Spring 2022. A survey was sent out to our student community regarding the upcoming graduation ceremony. The advancement team has received a gift to their pantry program—the program provides food relief to 60 students per week. SSU will be requiring students to show proof of vaccination and booster or an exemption by February 28th. 5. DEPARTMENT HEAD BRIEFING City Manager Jenkins announced that the community survey for 2022 is now available and that over 1,500 people have completed the survey to date. The survery will be open for another 10 days and it can be accessed at rpcity.org/survey 6. PUBLIC COMMENTS Christina Meyer spoke of public participation at meetings. Anne Marcalo spoke about water rates increase. Mayor Elward declared a recess at 5:34 p.m. and reconvened the meeting at 5:39 p.m. 7. PUBLIC HEARING (Noticed: December 16, 2021): Consideration of Proposed Five-Year Water Rate Schedule and Temporary Water Shortage Surcharge Structure, and Adoption of Proposed Water Rates for the City of Rohnert Park. Finance Director Bali and Mark Hildebrand from Reed Group, Inc. /Hildebrand Consulting presented this item. Recommended Action(s): Hold a public hearing to consider the adoption of the proposed water rate schedule for years 2022 through 2026, effective on March 1, 2022, and to receive protests, if any, from public on the proposed changes to water rates in accordance with requirements under Proposition 218 and adopt Resolution 2022-020 Adopting Five-Year Water Rate Schedule and Temporary Water Shortage Surcharge Structure. Hearing Opened: 5:49 p.m. PUBLIC COMMENTS: Ana Marcalo spoke about this item. Hearing Closed: 6:06 p.m. Mayor Elward reviewed the process for this public hearing reminding everyone that if they wished to file a written protest against the proposed increases in water rate they must deliver it to the City Clerk before the close of this hearing. The requirements for a valid written protest were sent to all the City's water customers in February, with additional copies of that notice at the back of the room. Only written protests received by the clerk before closing this hearing tonight will be counted. If written protests are received for a majority of the parcels that would be subject to the new rates, we will not proceed further. Report from City Clerk Lopez Cuevas: 24 (twenty-four) written protests were received. The number of protests is less than one-half of the parcels that would be subject to the new and/or increased rates. Rohnert Park has over 12,000 parcels. Therefore, a majority protest has not been filed. ACTION: Moved/seconded (Stafford/Giudice) to adopt Resolution 2022-020. Motion carried by the following 5-0-0 unanimous roll call vote: AYES: Giudice, Hollingsworth-Adams, Stafford, Linares and Elward NOES: None, ABSTAINS: None, ABSENT: None. B. Discussion and Direction Regarding Town Hall Meetings. City Manager Jenkins presented this item. Recommended Action(s): Discuss and provide direction on whether and how to hold town hall meetings in 2022. PUBLIC COMMENTS: None. ACTION: By majority consensus, Council directed staff to schedule one panelist style town hall meeting inside the Community Center on a weekend day in April 2022, with all Councilmembers present and a short staff City of Rohnert Park Joint Regular Meeting Minutes for City Council February 8,2022 RPFA/CDC Successor Agency Page 4 of 5 presentation. Staff will come back at a later date to discuss the details of a second town hall meeting. C. PUBLIC HEARING (Noticed on January 28, 2022): Time Certain 6:30 p.m. Third Public Hearing to Review, Discuss and Revise Draft Maps and Receive Direction from City Council on District Boundaries. Jennifer Nentwig, Tripepi Smith Director and Demographer Michael Wagaman presented this item. Recommended Action(s): Conduct the third public hearing to receive input from the public on draft maps. Review, discuss and revise draft maps and provide direction on district boundaries. Public Hearing Opened: 7:36 p.m. PUBLIC COMMENTS: Christina Meyer and Jim Duffy spoke about this item. Public Hearing Closed: 7:40 p.m. Council received the report and provided comments regarding draft maps submitted by the the demographer and community members. ACTION: By consensus (none opposed), council directed demographer and outreach conultant to coordinate with staff to obtain public feedback on four (4) selected focus maps. 9. COMMUNICATIONS Councilmember Giudice stated that the Rotary Club will be doing beautification at the Burton Recreation Center on February 12 and a creek clean up on February 19 and the community is welcome to attend. 11. MATTERS FROM/FOR COUNCIL A. Revisit Community Center Sign Minimum Message Duration of 30 Seconds. ACTION: At the request of Councilmember Stafford, Hollingsworth-Adams and Giudice, staff is directed to add an item to a future agenda to revisit the Community Center sign message duration. B. Electric Vehicle Infrastructure Training Program ACTION: At the request of Councilmember Elward, Stafford and Giudice, staff is directed to add an item to a future agenda to discuss Electric Vehicle Infrastructure Training Program. C. Resolution of Support for SB 237 Dyslexia RiskScreening ACTION: At the request of Councilmember Elward and Giudice, staff is directed to add an item to a future agenda to discuss a resolution in Support for SB 237. 12.
