1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Elward called the joint regular meeting to order at 5:00 p.m., the notice for which
being legally noticed on February 17, 2022.
Present: Jackie Elward, Mayor
Willy Linares, Vice Mayor
Gerard Giudice, Councilmember
Susan Hollingsworth-Adams, Councilmember
Pam Stafford, Councilmember
Absent. None.

A. Mayor's Recognition: Recognizing Technology High School for Receiving the 2021
National Blue Ribbon Award
Mayor Elward read the Proclamation and presented it to Michelle Spencer, Principal,
Technology High School; Hollie Campos, Teacher and Activities Director, Technology
High School; Amy Alvarez, Yearbook Advisor, Technology High School; and Dr. Mayra
Perez, Superintendent, Cotati-Rohnert Park Unified School District.

Voter Authority, Restricting Local Fee Authority, Limiting Penalties for Violations
of Law, and Restricting Tax Authority
ACTION: Moved/seconded (Stafford/Linares)to approve the consent calendar.
Motion carried by the following 5-0-0 unanimous roll call vote:

7. REGULAR ITEMS
A. Discussion and Direction Regarding Campaign Contribution Limit Review
Established by Rohnert Park Municipal Code §2.65.030.
City Clerk Lopez Cuevas indicated that any City Councilmember who will be running at
either the November 2022 or November 2024 municipal election should recuse from
participating on this item since it could have a"personal financial effect."
Disclosure of potential conflict of interest:
Councilmember Giudice stated he intends to run for City Council and therefore has a
potential financial conflict of interest and will recuse himself from this item.
Councilmember Hollingsworth-Adams stated she intends to run for City Council and
therefore has a potential financial conflict of interest and will recuse herself from this item.

Councilmember Stafford stated she intends to run for City Council and therefore has a
potential financial conflict of interest and will recuse herself from this item.
Random selection of disqualified council members:
Pursuant to the rule of necessity to establish a quorum, City Manager Jenkins
randomly selected Councilmember Hollingsworth-Adams to participate in this matter
by drawing her name out of a box.
Councilmembers Giudice and Stafford left the dais at 5:16 p.m.
City Clerk Lopez Cuevas presented this item. Recommended Action(s): Review the
established $500.00 (five hundred dollar) campaign contribution limit and determine if the
limitation shall remain the same, be increased, or decreased. Staff recommends maintaining
the current $500 limit.
PUBLIC COMMENTS: None.
ACTION: Moved/seconded (Hollingsworth-Adams/Linares) to move forward
with staff recommendation to maintain the current $500 campaign
contribution limit.

Hollingsworth-Adams, Linares and Elward NOES: None, ABSENT:
None, ABSTAINS: Giudice and Stafford.
Councilmembers Giudice and Stafford returned to the dais 5:23 p.m.
B. Discussion and Direction Regarding the Addition of a City Council Strategic
Priority Related to Community Services. Director of Community Services Bagley
presented this item. Recommended Action(s): Receive a report and provide staff with
direction regarding the addition of a City Council strategic priority related to Community
Services.
PUBLIC COMMENTS: Joshua Digman spoke about this item.
ACTION: By consensus (none opposed), Council directed staff to add the tenth
strategic priority of"Memorable Community Experiences for All."
C. Discussion and Direction Regarding the Powers of the Parks and Recreation
Commission Regarding Cultural Arts in the City's Municipal Code. Director of
Community Services Bagley presented this item. Recommended Action(s): Receive a
report and provide staff with direction regarding the Parks and Recreation Commission's
powers as they relate to cultural arts in the City's Municipal Code.

ACTION: By consensus (none opposed), Council directed staff to return with an
ordinance to amend sections 2.32.010 and 2.32.040 to remove the
listed cultural arts functions and replace it with a definition of cultural
arts.
D. Discussion and Direction Regarding a Fee Waiver Request by the Miss Sonoma
County Scholarship Program for Rental of the Performing Arts Center. Director of
Community Services Bagley presented this item. Recommended Action(s): Provide staff
with direction regarding a fee waiver request by the Miss Sonoma County Scholarship
Program for rental of the Performing Arts Center.

ACTION: Moved/seconded (Stafford/Hollingsworth-Adams) to waive some
fees and charge a flat rate of$2,800 for three year (2022, 2023, and
2024).

E. Discussion and Direction Regarding Copeland Creek Interpretive Sign Proposal
from the Laguna Foundation. Environmental Coordinator Bennett presented this item.
Recommended Action(s): Discussion and direction regarding Copeland Creek interpretive
sign proposal from the Laguna Foundation.

ACTION: Moved/seconded (Hollingsworth-Adams/Stafford) to move forward
with implementing the plan to install interpretive signage in Copeland
Creek in coordination with the Laguna Foundation and Federated
Indians of Graton Rancheria.
