A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROHNERT PARK ADOPTING CITY COUNCIL DISTRICT BOUNDARIES
WHEREAS, on February 25, 2021 adopted Ordinance No. 944 (codified in Rohnert Park
Municipal Code Chapter 2.66) to establish the district boundaries through adoption of Map 112
specifying the district boundaries and the sequencing of the elections commencing with the general
municipal election in November of 2020 and thereafter the voters in districts 1, 3 and 4 elected
members of the City Council by district for full four(4) year terms and in 2022 and thereafter, the
voters in districts 2 and 5 are to elect members of the City Council by district for full four(4)year
terms; and
WHEREAS, California Elections Code section 21600 et seq., requires, among other
things, that following each decennial federal census, and using that census as a basis, the city
council by ordinance or resolution, adopt boundaries for any or all of the council districts of the
city so that the council districts shall be substantially equal in population as required by the United
States Constitution("redistricting"); and
WHEREAS, on January 25, 2022, the Council adopted Ordinance No. 957, amending
Rohnert Park Municipal Code Chapter 2.66 to allow adoption of the new district boundaries via
resolution after the City Council has completed the redistricting process; and
WHEREAS, pursuant to Elections Code section 21607.1(a)(1) and (2), four public
hearings were conducted on the following dates: October 26, 2021, January 11, 2022, February 8,
2022 and March 8, 2022, two of which were held before the draft maps or maps of the proposed
Council boundaries were drawn and two of which were held after the draft maps or maps of the
proposed Council boundaries were drawn; and
WHEREAS, in compliance with Elections Code section 21607.1(b)(c)and (d), all of the
public hearings were commenced at a fixed time after 5:30 p.m., on a weekday, and were
accessible to persons with disabilities; and
WHEREAS, in compliance with Elections Code section 21608(a), the Council took steps
to encourage residents, including those in underrepresented communities and non-English
speaking communities, to participate in the redistricting public review process. These steps
include, but are not limited to the following:
• Dedicated webpage for the redistricting process: www.rpcity.org/redistricting
• Emails to Redistricting Newsletter website subscribers
• Social media content
o Posted weekly in English & Spanish
o Two boosted posts to date, reaching 5,077
• Direct phone/email outreach
o More than 80 community groups
• Two press releases
o Including flyers in English& Spanish outlining process
• Community Workshop (December 4, 2021)
o 21 community participants
• Public Submissions
o 19 Redistricting Plans
o 10 Communities of Interest; and
WHEREAS, in addition to the public engagement process described above, the City also
noticed each public hearing on the City's Adjudicated Newspaper, The Community Voice in
both English and Spanish. The City has also posted each bilingual notice in the City's website
and at City Hall, Department of Public Safety, Community Center, Senior Center and the
Sonoma County Library. In addition, the City utilized "La Voz," a Spanish/English community
publication serving Sonoma, Mann,Napa, Mendocino and Lake Counties, to advertise its third
and fourth hearings. The City also made informational flyers, in both English and Spanish,
available throughout City's facilities; and
WHEREAS, pursuant to Elections Code section 21608(c), the City established a
redistricting website which provided a schedule with the date, time, and location for any public
hearing relating to redistricting on the interne at least five days before the hearing and also
provided access to redistricting data and software for the purposes of drawing draft maps; and
WHEREAS, pursuant to Elections Code section 21608(d)(I) all draft maps considered
by the Council were published on the City's redistricting website at least seven days before being
adopted as a final map by the Council.
NOW THEREFORE,THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. Recitals. The City Council hereby finds that the foregoing recitals are a
true and accurate and are incorporated herein by reference.
Section 2. California Environmental Ouality Act (CEQA) Determination. This
action is exempt from environmental review as the adoption of City Council district boundaries
does not qualify as a "project" pursuant to Public Resource Code section 21065 and CEQA
Guidelines Sections 15320, 15378 and 15061(b)(3), since it can be seen with certainty that there
is no possibility that adoption of the City Council district boundaries would cause either a direct
physical change in the environment, or a reasonably foreseeable indirect physical change in the
environment.
Section 3. Adoption of City Council District Boundaries. Pursuant to Rohnert Park
Municipal Code Section 2.66.025 and in compliance with California Elections Code 21607(a),the
City Council hereby adopts the boundary lines set forth in Map 11 A for the City Council general
municipal election in November, 2022 and for every general municipal election thereafter, as
depicted in Attachment A, attached hereto and hereinafter incorporated by reference.
Section 4. Census Blocks and Tracts. The listing of the census blocks and tracts in
each Council district shall be based on the boundaries in Map 1 IA (as depicted in Attachment A),
attached hereto as Attachment B and hereinafter incorporated by reference.
Section 5. Authorization for Technical Adjustments. The City's demographer,
Wagaman Strategies, is hereby authorized to make non-substantive technical adjustments to Map
11 A to finalize Map 11 A and as necessary to prepare a GIS shapefile which identifies the Council
district boundaries consistent with Map 11A as well as the census blocks and tracts in Attachment
Resolution 2022-032

B attached hereto. The final Map I I A, the census blocks and tracts and the GIS shapefile shall be
in a form approved by the City Clerk and City Attorney.
Section 6. Direction to File Map 11A. The City Clerk is authorized and directed to
file this resolution, Map 1 IA, the census blocks and tracts, the GIS shapefile, and any other
documents necessary to effectuate the adoption of Map I 1 A with the Sonoma County Clerk-
Recorder-Assessor-Registrar of Voters. In the case of any parcels that are split across Council
district boundaries,the County Clerk-Recorder-Assessor-Registrar of Voters shall apply a uniform
methodology to adjust the boundary line to a border of the parcel without materially affecting the
population within each affected district.
Section 7. Effective Date of Resolution. "I his Resolution shall take effect
immediately upon its adoption.
Section 8. Severability. If any section,subsection,sentence,clause,phrase,or portion
of this Resolution is for any reason held to be invalid or unenforceable by a court of competent
jurisdiction, the remaining portions of this Resolution shall nonetheless remain in full force and
effect. The Council hereby declares that it would have adopted each section, subsection, sentence,
clause, phrase, or portion of this Resolution, irrespective of the fact that any one or more sections,
subsections, sentences, clauses, phrases, or portions of this Resolution be declared invalid or
unenforceable.
