CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Elward called the joint regular meeting to order at 5:01 p.m., the notice for which being legally noticed on March 3, 2022. Present: Jackie Elward, Mayor Willy Linares, Vice Mayor Gerard Giudice, Councilmember Susan Hollingsworth-Adams, Councilmember Pam Stafford, Councilmember Absent: None Staff present: City Manager Jenkins, City Attorney Kenyon, Information Systems Operations Manager Rowley, Development Services Director Pawson, Finance Director Bali, Public Safety Director Mattos, Director of Public Works Garrett, Director of Community Services Bagley, Senior Code Compliance Officer Kirk, and City Clerk Lopez Cuevas. 2. PLEDGE OF ALLEGIANCE Led by Ella and Alyssa Bradshaw, Girl Scouts, Troop 11359. 3. PRESENTATIONS A. Mayor's Proclamation: Proclaiming March 2022 as American Red Cross Month Mayor Elward read the proclamation and presented it to Andy Witthohn, Red Cross External Relations Coordinator& Dave Simmons, Red Cross Logistics Coordinator. 4. SSU STUDENT REPORT Charles Bordy, Director of Legislative Affairs, Sonoma State University Associated Students, Inc. (SSU ASI), informed that SSU ASI does not have full data on Covid-19 numbers and booster rates at Sonoma State yet. The SSU ASI's philanthropy wing had a creek cleanup on March 5th., they will be working with Redwood Empire Food Bank, and have partnered with The Living Room to assemble hygiene kits for the homeless. SSU ASI is working to provide alcohol and drug free entertainment to students on campus such as a drive-in movie night. Charles also informed that he and SSU ASI President, Elliott, lead a team called Lobby Corps, which will be engaging in conversation with State Legislators and as of now they have a meeting scheduled with Assemblymembers Cecilia Aguiar-Curry and Jim Wood. Update on Homekey RP Project Housing Administrator Garcia provided background information on Homekey, shared that the City was awarded the grant in December, and the funding agreement was executed on February 23, 2022. Staff and the project partners have been actively working to implement Homekey RP and have completed the draft site plans and conducted outreach and engagemet with stakeholders. Groundbreaking is expected to happen in late April or early May 2022. 6. PUBLIC COMMENTS Nancy Kent spoke about Providence Home. Chris Borr spoke about the use of Nixle. 7. CONSENT CALENDAR 7.A Acceptance of Reports from Finance Department: City Bills/Demands for Payment dated January 19 through February 25, 2022 7.B Approval of Minutes for City Council/RPFA/Successor Agency Joint Regular Meeting, February 22, 2022 7.0 Adopt Resolution 2022-027 Accepting Various Surface Improvements within the Vast Oak Phase 1 Project 7.D Adopt Resolution 2022-028 Approving a Master Services Agreement and Task Order 2022-01 with Deborah Yacobellis for Technical Support of the City's Permitting and Financial Systems 7.E Adopt Resolution 2022-029 Establishing a Budget and Approving Appropriations for the Bristol Services CFD Fund and Amending the Budget and Increasing Appropriations for the Westside Residential Services CFD Fund 7.F Adopt Resolution 2022-030 to Recognize Juneteenth National Independence Day as a City Observed Holiday and Approve Amendment One to All Memorandum of Agreements and Outlines of Certain Conditions of Employment, Fringe Benefits, and Salary to Include Said Holiday 7.G Authorize the City Manager to Execute a Master Services Agreement with MC Engineering, Inc. 7.H Receive Report on Vision Zero Action Plan for Improved Traffic Safety and Authorize Staff to Return with a Resolution to Approve and Adopt the Vision Zero Action Plan 7.1 Authorize the City Manager to Execute Amendment No. 2 to Task Order 2019-05 with WLC Architects, Inc. for Additional Design Professional Services in the Amount of $49,842 for the Honeybee Pool Renovation Project (Project 2019-31) ACTION: Moved/seconded (Stafford/Giudice) to approve the consent calendar Motion carried by the following 5-0-0 unanimous vote: AYES: Giudice, Hollingsworth-Adams, Stafford, Linares and Elward NOES: None, ABSENT: None , ABSTAINS: None. 8. PUBLIC HEARING (Noticed: February 25,2022): Introduction of Ordinance Amending the Wilfred-Dowdell Specific Plan and the Northwest Specific Plan, and Amending Section 17.06.840 (Permitted Land Uses, Article XV.A Sonoma Village Planned City of Rohnert Park Joint Regular Meeting Minutes for City Council March 8,2022 RPFA/CDC Successor Agency Page 3 of 6 Development) and Section 17.07.020 (Footnotes) and of the Rohnert Park Municipal Code to Prohibit New or Expanded Fueling Facilities. Recommended Action(s): Hold a public hearing and introduce by title only, and waive first reading of Ordinance No. 960 Amending the Northwest Specific Plan and Wilfred Dowdell Specific Plan, Amending Section 17.06.840 (Permitted Land Uses) and Glossary to Chapter 17.06, Article XV.A (Sonoma Mountain Village Planned Development Zoning District) of the Rohnert Park Municipal Code; and Amending Section 17.07.020 (Footnotes) of the Rohnert Park Municipal Code to Prohibit New or Expanded Fueling Facilities. ACTION: By majority consensus, Council directed staff to move forward with their recommended option number 2 to continue to receive in-person and emailed public comments. 9. COMMITTEE /LIAISON/OTHER REPORTS A. Standing Committees: 1. Education Committee and Cotati-Rohnert Park Unified School District 2x2x2 Committee Joint Special Meeting (2/23) Mayor Elward informed that there was a presentation on dyslexia by Ronit Glickman. Updates from each jurisdiction were discussed. City of Cotati informed that they are working on their budget, they had a ribbon cutting event for seven affordable units, and they adquired a new electric police car. The Cotati-Rohnert Park Unified School District reported that they have been working on mentoring programs and scholarships.They received an award from SSU for their extended learning program. They are also working on a summer program that will begin at the end of May. They adopted EA-AD to help students to access educational materials. SSU informed that they are back in person. The student attendance rate is not known at this time but dorms are occupied at 60%. SSU is currently working on their district element and budget sessions. Commencement ceremonies will be in person this year and Council is invited to attend. B. Liaison Reports: None. C. Outside Agency Appointments: 1. Sonoma Clean Power(3/3) Councilmember Hollingsworth-Adams reported on this meeting. D. Other Reports: 1. Golden Gate Bridge, Highway & Transportation District (2/25) Councilmember Guidice reported on this meeting. 2. Sonoma County Local Agency Formation Commission (LAFCO) (3/2) Councilmember Stafford reported on this meeting. 10. COMMUNICATIONS Vice Mayor Linares stated that Mayor Elward was named `Woman of the Year' by Assemblymember Cecilia Aguiar-Curry. 11. MATTERS FROM/FOR COUNCIL A.
