MEETING - CALL TO ORDER/ROLL CALL
Mayor Elward called the joint regular meeting to order at 5:00 p.m., the notice for which
being legally noticed on March 17, 2022.

A. Consider Authorizing the City's Representative to the Water Advisory
Committee to Recommend Approval of the Proposed Fiscal Year 2022-23 Budget for
City of Rohnert Park Joint Regular Meeting Minutes for City Council March 22,2022

Sonoma Water. Director of Development Services Pawson and Lynne Rosselli, Sonoma
Water Administrative Services Division Manager, presented this item. Recommended
Action(s): Receive presentation from Sonoma Water staff and by minute order, authorize
the City's representative to the Water Advisory Committee to recommend approval of the
Sonoma Water's Proposed Fiscal Year 2022-23 Budget.
PUBLIC COMMENTS: None.
ACTION: By consensus (none opposed, Stafford absent), Council directed the
City's representative to the Water Advisory Committee to
recommend approval of the Sonoma Water's Proposed Fiscal Year
2022-23 Budget.
B. Discussion and Direction on Local Requirements for Electric Vehicle
Infrastructure Training Programs. Director of Development Services presented this
item. Recommended Action(s): Provide direction to staff on options for imposing local
requirements for Electric Vehicle Infrastructure Training Programs (EVITPs) on projects
that install electric vehicle charging infrastructure with City funding.
PUBLIC COMMENTS: Natalie Higley spoke about this item.
ACTION: By majority (Hollingsworth-Adams opposed, Stafford absent),
Council directed staff to implement the EVITP requirements in the
Municipal Code and standard specifications prior to completing the
planned feasibility study.
C. Acceptance of Part I and II Crimes Public Safety Report for the Year of 2021.
Director of Public Safety Mattos presented this item. Recommended Action(s): Staff
recommends Council acknowledge receipt of the 2021 Part I and II Crime Report from the
Rohnert Park Department of Public Safety.

D. Discussion and Direction on the 2023 Housing Element Update and Potential
Policy Options. Director of Development Services Pawson and Elliott Pickett, Associate
Planner with 4LEAF, presented this item. Recommended Action(s): Receive a presentation
and provide input on the potential policy options to be included in the 2023 Housing Element
Update.
PUBLIC COMMENTS: None.
ACTION: By consensus (Stafford absent), Council directed staff to continue
working on the recommended potential policies.

E. Consider Introducing By Title Only,and Waiving Reading of Ordinance No.962,
an Ordinance Amending Rohnert Park Municipal Code Sections 2.32.010 and 2.32.040
Regarding Powers of the Parks and Recreation Commission Regarding Cultural Arts.
Director of Community Services Bagley presented this item. Recommended Action(s):
Introduce, by title only, and waive first reading of, Ordinance No. 962, An Ordinance of the
City of Rohnert Park amending sections 2.32.010 and 2.32.040 to add the definition of cultural
arts development and to remove specific functions of the Parks and Recreation Commission
regarding Cultural Arts.
PUBLIC COMMENTS: None.
ACTION: Moved/seconded (Giudice/Hollingsworth-Adams) to introduce by
title only and waive first reading of Ordinance No. 962. Title read by
Mayor Elward.

F. Consideration of a Resolution Amending the City Council Protocols (the
Established Procedural Rules for the Conduct of City Council Meetings and Council
Business). City Manager Jenkins presented this item. Recommended Action(s): Adopt a
resolution amending the current City Council Protocols (Protocols) following Council
direction at the January 11, 2022 City Council meeting.

directed to add an item to a future agenda to discuss cancelling the 1st
City Council Meeting in August, 2022.
