RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
AUTHORIZING THE EXPENDITURE OF FUNDS ALLOCATED FOR THE
ESSENTIAL HOMES FOR THE WORKFORCE PILOT PROJECT TO CREATE
HOMEOWNERSHIP UNITS FOR LOW-INCOME HOUSEHOLDS AND TO
PRESERVE EXISTING AFFORDABLE HOMEOWNERSHIP UNITS IN THE
CITY, IN PARTNERSHIP WITH THE HOUSING LAND TRUST
WHEREAS, on September 24, 2019, the City Council approved Resolution No.
2019-20 authorizing the expenditure of$200,000 in Affordable Housing Linkage fee funds
to create four moderate-income affordable housing ownership units in partnership with the
Housing Land Trust of Sonoma County (HLT) and creating a pilot project known as
"Essential Homes for the Workforce"; and
WHEREAS, the first home in the pilot project closed escrow in July 2020 and the
City expended $114,000 to close the affordability gap on the previously market-rate home
and make the home affordable to moderate-income households in perpetuity; and
WHEREAS, median home prices in Rohnert Park have increased substantially in
the past few years which has temporarily paused adding new homes to this pilot project; and
WHEREAS, the need for homeownership opportunities for low-income households
is just as significant as those for moderate-income households; and
WHEREAS, in addition to creating new affordable homes, it is imperative that the
City preserve existing affordable homes.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Rohnert
Park that the purpose of the Essential Homes for the Workforce pilot project shall include the
creation and preservation of homeownership units for low-income and moderate-income
households in the City, and that the expenditure of the funds that have already been allocated
for the Essential Homes for the Workforce pilot project is authorized for such purposes.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized and
directed to execute any documents and to take any other actions necessary to implement the
Essential Homes for the Workforce pilot project, as further modified by this resolution.
