ROHNERT PARK FOUNDATION JOINT SPECIAL MEETING - CALL TO
ORDER/ROLL CALL
Mayor Elward called the Joint Special Meeting to order at 12:01 p.m. the notice for which
being legally noticed on April 15, 2022.

Staff present: City Manager Jenkins, City Attorney Kenyon, Assistant City Manager

Pawson, Director of Public Works Garrett, Finance Director Bali, Housing Administrator
Garcia, Homeless Service Coordinator Quig, Senior Code Compliance Officer Kirk,
Deputy Chief Johnson, Finance Manager L. Tacata, Management Analyst II Valencia,
Utilities Operations Manager Hendersen, IT Analyst Son, Deputy City Clerk Machado and
City Clerk Lopez Cuevas.
2. BUDGET STUDY SESSION #1 FOR REVIEW OF BUDGET FY 2021-22

Steve Keith spoke of climate change, environmental action and science.
2.B General Fund Overview
City Manager Jenkins presented this item.
2.0 Other Funds
Finance Director Bali and City Manager Jenkins presented this item.
DIRECTION: By consensus (none apposed), Council directed staff to review and
revise City Council's Department Budget page to correctly reflect
the proposed budget amount.

2.D Homeless Mitigation Program
Assistant City Manager Schwartz presented this item. Director of Public Works
Garrett and Housing Administrator Garcia answered questions of the Council.
Mayor Elward declared a recess at 12:52 p.m. and reconvened the meeting at 1:02
p.m.
DIRECTION: By consensus (none apposed), Council directed staff to increase the
UFO/contract to $36,000 using Foundation Funds or other available
Funds as approved by the City Manager.
2.E Human Resources
Human Resources Director Perrault presented this item.
DIRECTION: By consensus (none apposed), Council directed staff to move
forward with the Human Resources budget as presented, including
their recommendation to promote HR Analyst to Senior HR
Analyst.
2.F City Administration (City Manager's Office, City Clerk's Office, Economic
Development & City Attorney)
City Manager Jenkins, City Clerk Lopez Cuevas, Assistant City Manager Schwartz
and City Attorney Kenyon presented this item.
Mayor Elward declared a recess at 2:13 p.m. and reconvened the meeting at 2:28
p.m.
DIRECTION: By consensus (none apposed), Council directed staff to move
forward with the Administration budget as presented including their
recommendation to add 1.5 FTE Analysts for special projects
including Downtown development.
DIRECTION: By consensus (none apposed), Council directed staff to move
forward with the City Clerk budget as presented including their
recommendation to reclassify Deputy City Clerk position to
Assistant City Clerk.
DIRECTION: By consensus (none apposed), Council directed staff to adjust
Economic Development budget to reflect actual staff levels and
costs.
DIRECTION: By consensus (none apposed), Council directed staff to move
forward with the City Attorney budget as presented.

Finance Director Bali presented this item.
DIRECTION: By consensus (none apposed), Council directed staff to move
forward with the Finance budget as presented, including their
recommendation with promoting an accountant to senior
accountant.
2.H Casino/Foundation
Finance Manager L. Tacata presented this item.
DIRECTION: By consensus (none apposed), Council directed staff to move
forward with Casino/Foundation budget as presented.
2.I Development Services (Development Programs, Housing Programs)
Director of Development Services Pawson and Housing Administrator Garcia
presented this item.
DIRECTION: By consensus (none apposed), Council directed staff to move
forward with the Development Services budget as presented,
including their recommendation to add two new staff positions to
provide more balanced use of consultants.
2.J Public Works
Director of Public Works Garrett presented this item.
DIRECTION: By consensus (none apposed), Council directed staff to move
forward with the Public Works budget as presented, including their
recommendation to add two full-time parks maintenance workers.
2.K Utilities
Utilities Operations Manager Hendersen presented this item.
DIRECTION: By consensus (none apposed), Council directed staff to move
forward with the Utilities budget as presented.
2.L Public Safety & Animal Services
Director of Public Safety Mattos presented this item.
Mayor Elward stepped away from the Dais at 4:18 p.m. and returned at 4:21 p.m.
Councilmember Giudice stepped away from the Dais at 4:39 p.m. and returned at
4:41 p.m.
DIRECTION: By consensus (none apposed), Council directed staff to move
forward with the Public Safety & Animal Services budget as
presented, including their recommendation to add a new Animal
Shelter Coordinator position.

2.M Community Services (Recreation, Performing Arts)
Director of Public Community Services Bagley presented this item.
DIRECTION: By consensus (none apposed), Council directed staff to move
forward with the Community Services budget as presented,
including their recommendation to promote Community Services
Analyst to Management Analyst I and adjust Performing Arts
Center Manger's salary range.
2.N Budget Wrap Up
City Manager Jenkins presented this item and re-stated direction from Council to
staff. City Manager Jenkins requested approval to begin recruitment of the proposed
new positions.
DIRECTION: By consensus (none apposed), Council directed staff to move
forward with the reclassification of Deputy City Clerk to Assistant
City Clerk.
DIRECTION: By consensus (none apposed), Council authorized staff to begin
recruitment of the proposed new positions.
All budget items were discussed and the April 25, 2022 Budget Session is canceled.

Mayor Elward adjourned the joint special meeting at 5:04
