CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Elward called the joint regular meeting to order at 5:02 p.m., the notice for which being legally noticed on April 21, 2022. Present: Jackie Elward, Mayor Willy Linares, Vice Mayor(departed at 5:56 p.m.) Gerard Giudice, Councilmember Susan Hollingsworth-Adams, Councilmember Pam Stafford, Councilmember Staff present: City Manager Jenkins, City Attorney Kenyon, Assistant City Manager Schwartz, Development Services Director Pawson, Director of Public Safety Mattos, Finance Director Bali, Director of Community Services Bagley, Director of Public Works Garrett, Deputy Chief Johnson, Finance Manager Tacata, Information Systems Operations Manager Rowley, and City Clerk Lopez Cuevas. 2. PLEDGE OF ALLEGIANCE Led by Chief Tim Mattos. 3. PRESENTATIONS A. Mayor's Proclamation: Proclaiming May 1,2022 as Global Love Day Mayor Elward read the proclamation and presented it to Holy Stephey. B. Mayor's Recognition: Honoring the Rohnert Park Girls Softball Association for Their Exceptional Work Improving Two Magnolia Park Softball Fields and Being an Inspiration to Our Community Mayor Elward read the proclamation and presented it to Gary Callinan, Gary Bradley and Matt Bertao. 4. DEPARTMENT HEAD BRIEFING A. Presentation by Director of Public Safety Mattos Swearing In and Introduction Of Public Safety Officer Mohamad Hamade Chief Tim Mattos swore in and introduced Public Safety Officer Mohamad Hamade to the Council and residents of Rohnert Park. Adopt Resolution 2022-043 to Authorize the City Manager to Execute Amendment 1 to Task Order 2022-08 with GHD, Inc. for Environmental and Engineering Design Services for the Dowdell Avenue Extension Project, Project 2020-20, in a Total Amount not-to exceed $574,618 and to Increase the Budget for the Dowdell Avenue Expansion Project, Project 2020-20, by $250,000 from the Public Facility Finance Plan Fund(Fund 42502000) 6.E. Waive Second Reading and Adopt Ordinance No. 963 An Ordinance Amending Section 13.04.080 (Testing, Maintenance, and Repair of Backflow Prevention Devices) of the Rohnert Park Municipal Code Regarding Reporting Requirements ACTION: Moved/seconded (Hollingsworth-Adams/Stafford) to approve the consent calendar. Motion carried by the following unanimous 5-0-0 roll call vote: AYES: Giudice, Hollingsworth-Adams, Stafford, Linares and Elward NOES: None, ABSENT: None, ABSTAINS: None. 7. REGULAR ITEMS A. Discussion and Direction Regarding Options to Fill the Vacancy Caused by the Resignation of Vice Mayor Willy Linares. City Clerk Lopez Cuevas presented this item. City Manager Jenkins and City Attorney Kenyon answered questions of the Council. Recommended Action(s): By Motion, select one of the following options to fill the City Council vacancy: 1)by either direct appointment or application/interview process appoint a person to serve on the Council until the next election on November 8, 2022; or 2) leave the seat vacant and fill the seat at special election on November 8, 2022. ACTION: Moved/seconded (Linares/Giudice) to fill the vacancy by appointment through the following process: the application period will be from April 27 to May 13, 2022 and the application review period will be from May 13 to May 24, 2022. Appointment to take place on May 24, 2022. Motion carried by the following 3-2-0 roll call vote: AYES: Giudice, Linares and Elward NOES: Hollingsworth-Adams and Stafford, ABSENT: None, ABSTAINS: None. ACTION: By consensus (none opposed), the application period will close on May 13, 2022 at 4:00 p.m. Vice Mayor Linares departed the meeting at 5:56 p.m. B. Discussion and Direction Regarding the Community Center Digital Billboard Policy Related to the Display Duration for Electronic Ads. Director of Community Services Bagley presented this item. Recommended Action(s): Receive a report and give staff direction on a potential amendment the Community Center Digital Billboard Policy regarding the display duration for ads. PUBLIC COMMENTS: None. ACTION: By consensus (none opposed, Linares absent), Council directed staff to move forward with their recommendation and bring back a resolution adopting an amended Community Center Digital Billboard Use Policy removing the minimum display time. C. PUBLIC HEARING: Conduct Public Hearing and Consider Introducing by Title Only and Waiving First Reading of Ordinance No. 964 Adopting a Military Equipment Use Policy. Deputy Chief Johnson presented this item. Director of Public Safety Mattos answered questions of the Council. Recommended Action(s): Introduce and Waive reading of Ordinance No. 964 Adopting a Military Equipment Use Policy. Public Hearing Opened: 6:08 p.m. PUBLIC COMMENTS: None. Public Hearing Closed: 6:08 p.m. ACTION: Moved/seconded (Hollingsworth-Adams/Stafford) to introduce by title only and waive first reading of Ordinance No. 964. D. Discussion and Direction Discussion Regarding the Purchase of a New Type 1 Fire Engine for the Public Safety Department. Deputy Chief Johnson presented this item. Director of Public Safety Mattos answered questions of the Council. Recommended Action(s): Purchase a new Type 1 Fire Engine not to exceed the amount of$756,438.16 by May 1, 2022 to replace 9982 (2006 Pierce Engine). PUBLIC COMMENTS: None. ACTION: By consensus (none opposed, Linares absent) Council directed staff to move forward with their recommended action and make the purchase now to save $185,359. 8. COMMITTEE /LIAISON/OTHER REPORTS A. Standing Committees: None. B. Liaison Reports: 1. Chamber of Commerce Board Meeting (4/19) Vice Mayor Linares was not present to report on this meeting. 2. Rohnert Park - Cotati Regional Library Advisory Board (4/19) Councilmember Adams reported on the meeting. C. Outside Agency Appointments: 1. Santa Rosa Plain Groundwater Sustainability Agency (4/14) Councilmember Stafford reported on the meeting. 2. Mayors and Council Members' Association of Sonoma County Legislative Committee (4/15) Mayor Elward reported that there was no meeting on April 15. 3. Zero Waste Sonoma(4/21) Councilmember Stafford reported on this meeting. D. Other Reports: 1. Economic Perspective: Climate and Sustainability (4/7) Vice Mayor Linares was not present to report on this meeting. 2. Sonoma County Mayors and Council Members' Association City Selection Committee, Board of Directors, and General Membership (4/14) Mayor Elward reported on this meeting. 3. Golden Gate Bridge, Highway, & Transportation District(4/22) Councilmember Giudice reported on this meeting. COMMUNICATIONS Councilmember Giudice spoke about the Peace Garden created the Rotari Club and the work completed in the past few months such as weeding and replanting over 6o plants, etc. This past weekend they laid down 25 yards of mulch. Councilmember Giudice thanked Ed Grossi from Sweet Lane Nursery for donating the mulch and all the volunteers that made it happen. 10. MATTERS FROM/FOR COUNCIL None. 12. PUBLIC COMMENT Gary Coffman spoke about appointment process chosen by the Council to fill Vice Mayor Linares' vacancy. 13.
