2022/05/10 City Council Resolution 2022-046 RESOLUTION NO. 2022-046 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK APPROVING JOB DESCRIPTION AND SALARY RANGE FOR A SENIOR ACCOUNTANT POSITION, RECLASSIFYING AN ACCOUNTANT TO A SENIOR ACCOUNTANT AND ADDING A LIMITED TERM ACCOUNTING TECHNICIAN II WHEREAS, staff has reviewed the needs of the Finance Department and is proposing to reclassify the Accountant to a Senior Accountant; and WHEREAS, staff received direction to reclassify an Accountant to Senior Accountant position at the Council Study Session on April 18, 2022; and WHEREAS, staff developed the position description, job title, and salary range for a Senior Accountant position,which staff is proposing to use for the proposed reclassification;and WHEREAS, staff consulted with the Rohnert Park Employees' Association (RPEA) regarding this position which will be placed in the RPEA unit and RPEA had no objection to the job description; and WHEREAS,the City has a backlog of outstanding invoices that need to be processed due to a change in the accounts payable (AP) process arising from implementing the new financial system; and WHEREAS, City's implementation consultants and staff propose adding a limited term Accounting Technician II position to assist in processing the invoice backlog until the City has developed a sustainable AP process in the new financial system. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert Park that it does hereby authorize and approve (a) the position title, salary range and associated job description for a Senior Accountant, attached hereto as Exhibit"A" and incorporated by this reference, and the reclassification of an Accountant to a Senior Accountant, starting Fiscal Year 2022-23, and (b) adding a Limited Term Accounting Technician II position in the Finance Department, starting Fiscal Year 2021-22. BE IT FURTHER RESOLVED that the Finance Director is hereby authorized to make necessary changes to the City's budget to effectuate the proposed changes. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Finance Manager or Finance Director. Exercises technical and functional direction over and provides training to lower-level staff. CLASS CHARACTERISTICS This is an advanced journey-level and lead class in the Accountant series that reviews and is responsible for the work of staff. Incumbents perform the full range of routine and complex departmental accounting and record-keeping programs under minimal supervision. Responsibilities require the use of tact, discretion, and independent judgment. Successful performance of the work requires thorough knowledge of governmental accounting practices and procedures, fund accounting, and fiscal management. Incumbents provide functional and technical direction to staff as a regular part of their work routine and are required to be fully trained in all procedures related to the assigned functional area. Senior Accountant Page 4 of 4 Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to a bachelor’s degree from an accredited college or university in accounting, finance, business or public administration, or a closely related field and two (2) years of responsible professional public accounting experience, including at least one (1) year acting in a lead capacity. Licenses and Certifications:  Possession of, or ability to obtain, a valid California Driver’s License by time of appointment and a satisfactory driving record, may be required for some assignments. PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking and/or driving a vehicle between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 10 pounds. ENVIRONMENTAL ELEMENTS Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
