ADOPT A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
EXECUTE AMENDMENT 1 TO TASK ORDER 2022-08 WITH GHD, INC.
FOR ENVIRONMENTAL AND ENGINEERING DESIGN SERVICES FOR
THE DOWDELL AVENUE EXTENSION PROJECT, PROJECT 2020-20, IN A
TOTAL AMOUNT NOT-TO-EXCEED $574,618 AND TO INCREASE THE
BUDGET FOR THE DOWDELL AVENUE EXPANSION PROJECT, PROJECT
2020-20, BY $250,000 FROM THE PUBLIC FACILITY FINANCE PLAN FUND
(FUND 42502000)
WHEREAS, on November 23, 2021, the City Council approved the Fiscal Year 2021-22
Capital Improvement Program ("CIP") budget, which allocated $500,000 toward environmental
and engineering design for the Dowdell Avenue Extension Project("Project 2020-20"); and
WHEREAS, the City's Public Works Division requires additional support, expanded
services, and subject matter expertise which will require an increase to the budget for Project
2020-20; and
WHEREAS, consistent with Purchasing Policy Sections 3.6 (B) and (D), City Staff
posted a Request for Qualification requesting proposals for professional environmental and
engineering design services for Project 2020-20 on January 18, 2022; and
WHEREAS, on March 17, 2022 staff received three proposals for environmental and
engineering design services, including a proposal from GHD, Inc.; and
WHEREAS, as GHD, Inc. is the most qualified consultant of those who submitted
proposals and has the most competitive rates for the quality of work provided; and
WHEREAS, on March 30, 2022, City Staff executed Task Order 2022-08 ("March 30
Task Order") with GHD, Inc. in the amount of$9,626,to begin preliminary environmental
compliance work for Project 2020-20 to ensure completion of the Project in a timely manner;
and
WHEREAS, City staff now requests an amendment to the March 30 Task Order to
represent the entire scope of work for Project 2020-20, for a total amount of$574,618, which
includes the $9,626 previously paid under the March 30 Task Order in addition to anticipated
costs of completing Project 2020-20 not to exceed $564,992; and
WHEREAS, staff anticipates an additional $158,367.71 in staff time to support Project
2020-20;
WHEREAS, staff anticipates the need for an additional $250,000.00 in budget to cover
the remaining costs of environmental and engineering design and City staff time to support
completion of Project 2020-20; and
WHEREAS, additional resources to support Project 2020-20 are available in the Public
Facilities Fee (Fund 42502000); and
WHEREAS, City staff requests an increase to the budget for Project 2020-20 in the
amount of$250,000 from the Public Facilities Fee (Fund 165)to this Project 2020-20 making the
total budget for Project 2020-20 $750,000.
NOW, THEREFORE the City Council of the City of Rohnert Park does hereby resolve,
determine, find and order as follows:
1. The above recitals are true and correct and material to this Resolution.
2. The City Manager is hereby authorized and directed to execute Amendment 1 Task Order
2022-08 with GHD, Inc. in substantially similar form to Exhibit A, which is attached
hereto and incorporated by this reference, for the total amount not-to-exceed five hundred
seventy-four thousand six hundred and eighteen dollars and zero cents ($574,618).
3. The Finance Director is authorized to increase appropriations for Project 2020-20 to
$750,000 by transferring $250,000.00 from the Public Facilities Fee (Fund 42502000) to
Project 2020-20.
BE IT FURTHER RESOLVED that the Finance Director is hereby authorized to take
any and all actions necessary to record the transaction in accordance with generally accepted
accounting principles (GAAP).

SECTION 1 – PURPOSE
The purpose of this Amendment is to authorize and direct GHD, Inc. to proceed with the work
specified in Section 2 below in accordance with the provisions of the MASTER AGREEMENT between
the City of Rohnert Park ("City") and GHD, Inc. ("Consultant") hereto dated November 10, 2020.
SECTION 2 – SCOPE OF WORK
The items authorized by this Task Order are presented in Exhibit “A” - Scope of Services.
SECTION 3 – COMPENSATION AND PAYMENT
Compensation shall be as provided in the MASTER AGREEMENT between the parties hereto
referenced in SECTION 1 above. The additional cost for the additional services as set forth in SECTION
2 shall be actual costs (time and materials) based on Consultants' standard labor charges in accordance
with the provisions of the MASTER AGREEMENT and as shown in Exhibit “B” in an amount not-to-
exceed $564,992.
The total compensation under this Task Order with this Amendment shall not exceed $574,618.
SECTION 4 – TIME OF PERFORMANCE
The work described in SECTION 2 shall be completed by December 31, 2023, or as extended by
the City Manager of the Director of Development Services or his/her designee.
SECTION 5 – ITEMS AND CONDITIONS
All items and conditions contained in the MASTER AGREEMENT for professional services
between City and Consultant are incorporated by reference.

1 Dowdell Avenue Extension
SCOPE OF WORK
DESIGN SERVICES FOR
THE DOWDELL AVENUE EXTENSION PROJECT
I. GENERAL DESCRIPTION
This scope is to provide professional engineering, project management, and other related services for the
preparation of environmental compliance, permitting, bid support services, construction support services
and engineered design plans for the construction and extension of Dowdell Avenue from Golf Course
Drive West to Business Park Drive.
Anticipated disciplines include roadway, civil, hydrology/hydraulic, LID, structural, electrical, construction,
signing, traffic, survey, permitting, biological/cultural surveys, landscape architecture, right of way
coordination, and utility undergrounding – potable water, recycled water and storm drain. Optional tasks
are identified below in the Scope of Services Outline and the detailed description below.
II. SCOPE OF SERVICES OUTLINE
GHD Inc. (Consultant) services for the project are anticipated to include the following tasks and subtasks
to address the project elements above. A detailed scope of work for each task and subtask follows this
outline.
Each completed deliverable shall be delivered to the City of Rohnert Park, Development Services, at 6250
State Farm Drive, Rohnert Park, CA 94928. All tasks and deliverables shall be completed or submitted in
accordance with the included schedule. Consultant shall submit time and materials invoices monthly.
Below is a Detailed Scope of Work that describes the specific services, tasks, and deliverables to be
completed by Consultant. Assumptions and exclusions related to the contract work are listed after the
scope or services, or as applicable.
Though they are not anticipated, it is understood that this scope of work does not include any investigation
or other services related to contaminated or hazardous materials. As an optional service, Consultant has
local resources and the ability to assist with supplemental services in this area should the need arise.
III. DETAILED SCOPE OF WORK
Task 1. Project Management and QA/QC
Management activities will consist of: project management and internal coordination, project schedule,
agency and stakeholder coordination, project meetings, and quality assurance/quality control as stated in
the following sub sections:
Project Management and Internal Coordination (GHD)
Supervise, coordinate and monitor planning and design of the Project for conformance with standards and
policies. The geometric standards will follow the most current City Standard Plans, Caltrans (English Unit)
Highway Design Manual (HDM, current version), Caltrans 2018 (English Unit) Standard Plans, Caltrans
2018 (English Unit) Standard Specifications, and applicable City Standard Special Provisions or the
current edition of these publications.

Consultant will perform project management, predesign, design, permitting coordination in order to deliver
the project. Coordination will include work with the adjacent developer/s and consultants who will be
developing adjacent to the City Project.
Coordinate the project with various Consultant functional groups to ensure timely delivery of qualified
products. Consultant will utilize its standard core processes and implement a quality control procedure for
design activities, perform in-house quality control reviews for major milestones, and submit project
deliverables to the City for review in accordance with the approved schedule dates.
Services Provided by City
·City will make arrangements for meeting room and meeting scheduling when in person meetings
resume.
·City review by the various departments and divisions will be coordinated by City Design staff.
Comments will be gathered and submitted to Consultant in one comment submittal package.
Project Schedule (GHD)
Prepare a detailed Critical Path Method (CPM) schedule for the Project. Microsoft Project will be the
software used for this task. Update the Microsoft Project CPM schedule, on a monthly basis with the
regular meetings or as needed per the City. For the construction phase, it is assumed that the awarded
contractor will prepare a detailed construction schedule and Consultant will include a milestone schedule
for “start” and “end” of construction.
Deliverables
·CPM schedule - one electronic PDF copy submitted via email; milestone updates to City
Agency Coordination (GHD)
Actively manage and coordinate with the City and involved agencies/stake holders to promote timely flow
of information for each task activity. It is anticipated that the following City departments, outside agencies,
and stakeholders are: City Public Works and Utilities, Federal Indians of Graton Rancheria, Federal
Indians of Graton Rancheria Developer/Engineer, Holiday Inn Developer/Engineers, Sonoma Water and
limited regulatory agencies.
Consultant will support development of City Council or Planning Commission items necessary for
processing the project and will work with staff to carry these items through the approval process (e.g. City
requires 3‐weeks from the completion of a staff report in order to calendar an item for Council or
Commission review).
Deliverables
·As-needed meeting presentation materials and handouts will be provided by Consultant.
Services Provided by City
·Information regarding direct communication and documentation from City departments and
outside agencies affecting the project design will be provided to Consultant via email and
electronic documents (pdf)
·City will make arrangements for meeting room and meeting scheduling.

Project Meetings (GHD)
Attend meetings such as project/design coordination meetings with the City and other design team
members (13 meetings) and comment review sessions (3 meetings). The meetings will be held on regular
monthly basis and as needed. Consultant assumes that the first eight (8) meetings will be held virtually
and the second twelve (8) meetings will be held at the City offices. For purposes of the Fee Estimate, it is
assumed that the Project Principal, Project Manager and up to two additional team members may be
required to attend the meetings addressed under this task.
Deliverables
·Meeting agenda and meeting notes will be prepared by Consultant and submitted to City for
distribution. Meeting notes will be submitted within 10 working days of the meeting.
·As-needed meeting presentation materials and handouts will be provided by Consultant.
Services Provided by City
·City will make arrangements for meeting room and meeting scheduling when in person meetings
resume.
Progress Reporting/Invoicing (GHD)
Prepare and submit monthly progress reports, including look-ahead schedule, with invoices in accordance
with the City requirements. Control of project costs will be accomplished through a task-breakdown
structure invoice format; data on each task will include current charges, to-date charges, estimated
percent complete, and remaining balance – all by individual task. Budget will be monitored on a task level
basis though final costs shall be based upon the time and materials (T&M) total project fee.

·Monthly progress, budget summary and invoice submitted electronically (.pdf) via email.
Quality Assurance/Quality Control (GHD)
Consultant’s senior staff will perform internal quality control review throughout the project life and the
project QA manager will perform a quality assurance audit prior to major submittals. Project Manager will
be responsible for Quality Assurance. Matt Wargula will be responsible for overall Quality Control review
and comment resolution within the GHD team. The QA/QC check plans and prints will be kept at the
Consultant office and will be made available for review by the City.

Task 2. Data Collection and Review
Background Research (GHD)
This task will consist of data collection and review of activities, including assembling available information
from the City and identifying additional data and information that is required to properly design the
improvements. Consultant will request and review any readily available reports, studies, as-
built/development plans from the City to identify roadway alignment, structural sections, other built

features, right of way (ROW), near-term and future projects planned in the area and/or by the City and
other pertinent information.
Consultant will review all relevant previous studies, including historical traffic counts & other reports, such as,
General Plan EIR, PFFP, Storm Water Low Impact Development Technical Design Manual, Citywide
Master Plans, and the Municipal Regional Permit. The Consultant shall rely on its own independent
assessments and investigation, and not on information provided by the work.
Site Visit (GHD)
Consultant will attend a project kick-off site visit with the City to review field conditions and develop a
mutual understanding of the project design. Field investigations will be performed by Consultant engineers
and coordinated with City staff.
Utility Potholing (Bess) (Recommended)
Consultant (Bess) will review existing utility information and notify the City of potential conflicts with
proposed improvements. For identified utility conflict locations, Consultant will propose those locations for
potholing. The anticipated utilities to be considered include water, recycled water and dry utilities (electric,
u/g electric, communications, etc.). To collect data for the accurate design of these utilities, utility potholing
is proposed to collect field verified subsurface information. For consideration, this task is highly
recommended and it is anticipated that approximately 12 potholes will be required for the project (four
withing Golf Course Drive and four within Business Park Drive).
Potholes are to be back filled with native material compacted to 95% or greater and hot mix asphalt per
City Standard 215.
Task 3. Geotechnical Investigation
Geotechnical Design Report (MPEG)
Consultant (MPEG) will provide geotechnical services that will include subsurface exploration, laboratory
testing and preparation of a Geotechnical Report to advance the project design. MPEG will notify USA to
mark utilities and will obtain an encroachment permit from the City of Rohnert Park, although it is anticipated
that permit fees will be waived. Soil conditions are not expected to vary significantly across the project area,
so MPEG will explore subsurface conditions with one day of boring using track-mounted drilling equipment
with depths between about 5-feet and 15-feet below the ground surface. Water levels will also be measured
and borings will be backfilled upon completion. Laboratory testing will include moisture density, strength,
and an R-value test of a composite sample of surficial soils.
Based on the subsurface exploration and laboratory testing, MPEG will develop geotechnical design
recommendations for the new roadway, underground utilities, and associated concrete flatwork. Report will
discuss site grading, existing soil qualities and significant geologic hazards, expected trench excavation
conditions and backfill recommendations along with compaction requirements. Report will provide
recommended pavement structural sections for a Traffic Indexes of 10 and for “untreated” soil subgrades,
lime-treated subgrades, and an option with geotextile reinforcing. In addition, report will discuss the benefits
of lime in improving soil strengths and “wintertime” site access along with its drawbacks, including negative
effects on landscaping. The report will also include a summary of our field activities, boring logs, site plan
showing the location of our borings and other supporting data.

Consultation and Plan Review (MPEG)
As project plans are nearing completion, MPEG will review plans to confirm the intent of recommendations
have been incorporated. MPEG will also be available for consultation with the project team to further
discuss pavement structural sections and other items.
Deliverables
· Draft and Final Geotechnical Design Report (.pdf)
Task 4. Topographic and Right of Way Survey
Topographic Survey and Mapping (CPI)
Consultant will prepare a design level topographic survey facilitate the design of the proposed
improvements between Golf Course Drive West and Business Park Drive. All topographic
mapping will be at a drawing scale of 1 inch = 20 feet, unless otherwise
requested, with a one-foot contour interval. The topographic survey will include the following:
· Topographic survey coverage area will include the full right-of-way and 10 feet east and
10 feet west beyond the right-of-way of Dowdell Avenue. The mapping will extend
northerly to the centerline of Golf Course Drive. The mapping will also extend to the
southerly face of curb along Business Park Drive, then westerly to the intersection of
Dowdell Avenue to facilitate the design of the recycled water main.
· Topographic survey will include all necessary work to produce a topographic map,
including features such as, but not limited to; building corners and elevations, curb
lines, flowline of gutter, lip of gutter, water meters, sewer cleanouts, valves, manholes
(including rim, invert and pipe information), utility markings on the pavement, utility
poles, driveway and doorway locations, sidewalks, trees four (4) inches and larger,
retaining wall or decorative walls, and any other pertinent information that could apply
to the project during design.
· Topographic survey will be provided on North American Vertical Datum of 1988.
· Topographic map to horizontally relate California Coordinate System of 1983, Zone II.
Deliverables:
· Sealed hardcopy of Topographic Survey Map. The Autocad “dwg used to create the hardcopy will
also be provided for your convenience.
Right of Way Retracement (CPI)
Consultant will locate existing survey monumentation to establish the right of way along Dowdell. We will
habe previously resolved the right of way of Dowdell Avenue, most recently in 2018. Consultant will begin
by reviewing existing record map, City provided mapping, if any, control maps, if available, deeds and
other pertinent documents. Once the rcords research and field monument ties have been completed,
Consultant will confirm the right of way and provide the right of way line work for the engineer’s use.
Consultant does not anticipate a filing of a record of survey as a part of this project.
Deliverables:
· Right of way Survey line work in an Autocad “dwg” used to create the hardcopy will also be
provided for you convenience.

Task 5. Environmental Compliance and Permitting
Supplemental Studies for Permit Applications
The GHD Team includes environmental planners, biologists, botanists, and wetland ecologists from GHD
and WRA. Our team of experienced biological resource professionals will prepare the required studies to
support the requiring permitting applications for the project. Such studies will include a jurisdictional
wetland delineation, two years of protocol plant surveys, a Section 7 Biological Assessment, a Habitat
Mitigation and Monitoring Plan, and an Arborist Report. These tasks will include consultations and
coordination with the City and multiple stakeholder agencies, including the United States Army Corps of
Engineers, United States Fish and Wildlife Service, California Department of Fish and Wildlife, Regional
Water Quality Control Board, and Federated Indians of Graton Rancheria.
Jurisdictional Wetland Delineation
GHD will team with WRA to complete a jurisdictional wetland delineation for the project. Two WRA
biologists with 40-hour wetland delineation training, over a period of one field day, will conduct a
delineation of waters of the United States (WotUS) based on methods prescribed by the Corps in
determining their jurisdiction under Section 404 of the Clean Water Act. The delineation will also identify
whether any aquatic resources meet the definition of Waters of the State (WotS) under the jurisdiction of
the RWQCB and/or the CDFW (pertaining to streams and riparian vegetation).
WRA staff will take sufficient soil, plant, and hydrologic observations to determine the occurrence or
absence of areas meeting the wetland criteria. Data will be collected in sufficient detail to meet the
standards required by the Corps. GPS technology will be used to map the extent of aquatic features as
well as location of data collection. WRA will also inspect the site for conditions that may lead to a
disclaimer such as the presence of man-made settling basins, ditches dug on uplands, and/or isolated
wetlands as defined by the Corps and/or RWQCB. Time is included in this task to coordinate with the
Federated Indians of Graton Rancheria for access and coordination on delineation methods.
Following the delineation site visit(s), a report will be prepared in accordance with the format required by
the San Francisco District of the Corps. The report will include a delineation map submitted on either
aerial photography or 100-scale topographic maps using one-foot contours or a suitable aerial photograph
and sample point data sheets with the results of the field investigations. WRA will prepare a draft report
for review by the client. With client approval, the final version will be submitted to the Corps for review. A
WRA wetland ecologist will accompany the USACE project manager during a site visit should an on-site
review be conducted.
After completing its review, USACE may request modifications to the report and/or map. WRA will make
any requested changes and resubmit the report and map for final verification. USACE will then issue an
official verification letter and a USACE-stamped jurisdictional delineation map (JD map). Receipt of the
USACE official verification letter and JD map completes the verification process.
Section 7 Biological Assessment
It is anticipated that formal consultation with the USFWS will be required pursuant to Section 7 of the
Endangered Species Act for potential adverse effects to federal listed plants and wildlife, including
unoccupied plant habitat and potentially occupied CTS habitat. The formal process requires submission
of a Biological Assessment report specific to endangered species issues in the specific format required by
USFWS. This includes a project description (specifically which actions may have an effect on federally-
listed species), a

description of the specific areas that may be affected, the manner in which impacts may occur, an
analysis of cumulative impacts, a description of the listed species or critical habitat that may be affected,
and a mitigation plan based on the Santa Rosa Plain PBO. A draft of the Biological Assessment will be
prepared for client review and comment. With client approval, the final version will be submitted to the
Corps for interagency consultation with the USFWS. Following submittal, GHD and WRA will coordinate
with agency staff to ensure timely review and approval of the Biological Assessment.
Habitat Mitigation and Monitoring Plan / Coordination
Consultant staff will coordinate closely with the City and the Federated Indians of Graton Rancheria in
development of the compensatory mitigation plans for on-site revegetation, and in coordinating the
purchase of mitigation credits from approved mitigation banks for any off-site compensatory mitigation
requirements.
The approach outlined below assumes that there will be enough mitigation credits available to meet the
needs of the project. Should there not be enough mitigation credits available to meet the needs of the
project, an off-site PRM site may be needed, and that effort would be covered under a separate scope of
work.
The approach to the HMMP will consist of assessing impacts based on the project designs used to obtain
permit approvals; preparing a concept level mitigation proposal (summarized in a memorandum) to
incorporate into the aquatic resources permit applications; and developing detailed monitoring to satisfy
the mitigation requirements of the permitting agencies.
The on-site HMMP language will be coordinated closely with the City and FIGR. The plan will be written to
meet the requirements of the regulatory agencies and the FIGR, and will include revegetation of areas
temporarily impacted and may, if feasible, incorporate compensatory mitigation components to offset
permanent impacts associated with the project. It is anticipated that on-site mitigation will be limited to
preservation of habitat and/or enhancement via planting or invasive species management, and the HMMP
will include planting palettes, typical spacing, and plan view maps of planting areas. If additional design, or
earthwork is needed that design work will be covered under a separate scope of work.
The HMMP language will detail the following elements: project background and description, regulatory
background, mitigation measures, planting design
and palette, management activities, success criteria, monitoring methods and reporting, and contingency
measures. These documents will also discuss site protection mechanisms and financial assurances that
may be required such as a long-term management endowment.
GHD and WRA will facilitate the purchase of mitigation bank credits for any unmet mitigation needs that
are not addressed by the on-site mitigation projects. WRA will work with the City to coordinate with bank
operator(s) to obtain information regarding credit sales and to secure bank credits for required mitigation.
This may include assistance with identifying which mitigation banks have credits availability and pricing,
filling out credit purchase application forms, review of bills of sale or other agreements, and provide
comments, if necessary.
Deliverables

Assumptions
The following assumptions were made in preparation of the environmental scope:
1. Impacts to wetlands will not exceed 0.5 acre.

2. CTS protocol surveys will not be required.
3. There will be a federal nexus to the project and typical mitigation requirements for sensitive
habitats and species will apply (i.e., Section 7, PBO requirements).
4. Field investigations will not result in any new impacts not previously identified in the Initial Study /
Mitigated Negative Declaration for the Holiday Inn Express and Suites Project.
Resource Agency Permitting (GHD)
The project corridor is located within the Santa Rosa Plain Conservation Strategy Study Area and an area
designated as Critical Habitat for California tiger salamander. In addition, there may be jurisdictional
wetland features along the proposed roadway extension, and possibly a new culvert outlet to the Labath
Flood Control Channel.
Based on our understanding of the project, GHD anticipates the regulatory permits and approvals may be
as follows:
· U.S. Army Corp of Engineers (USACE) – Section 404 Nationwide Permit (anticipated to be NWP
14, Linear Transportation Projects). This will include Section 7 information consultation with the
United States Fish and Wildlife Service (USFWS), and informal Section 106 consultation with the
State Historic Preservation Officer (SHPO).
· North Coast Regional Water Quality Control Board (NCRWQCB) - 401 Water Quality Certification
· California Department of Fish and Wildlife (CDFW) – Streambed Alteration Agreement
· CDFW - 2081 Incidental Take Permit for California tiger salamander
· Sonoma Water – Easement and Revocable License for work in Labath Flood Control Channel
If issues at the site are found to be complex based on the field review, GHD will contact the resource
agencies to verify the type of permit needed and to discuss any concerns the agencies may have with
regard to the proposed project. Early consultation is important so that site-specific agency concerns can
be identified and addressed during the design process. Applications should be submitted, at a minimum, 8
to 10 months prior to the expected start of construction.
U.S. Army Corps of Engineers (Nationwide Permit and Section 7 Informal Consultation)
A Corps Section 404 Nationwide Permit is anticipated to be required because the project may involve the
placement of fill in jurisdictional waters of the U.S. It is anticipated that the project will qualify for a
Nationwide Permit #14, Linear Transportation Projects. The wetland delineation to be prepared in Task
5.1 .1 will be the basis on which impacts on jurisdictional waters will be quantified and permitted under
Sections 404 and 401 of the Clean Water Act. As noted above, when the Preliminary Wetland Delineation
is submitted, GHD also will request a pre-application review of the project to facilitate the review and
processing of the permit application when submitted. The pre-application review will be based on the 60%
design. Informal consultation with the USFWS is anticipated, which will be supported by the Biological
Resources Assessment to be prepared in Task 5.1.3. Although the USACE will require information
regarding cultural resources and consultation with the tribes, formal consultation with SHPO is not
anticipated.
GHD staff will prepare a complete USACE application package for review by the City and subsequent
submittal to the USACE. The Biological Resources Assessment (Task 5.1.3) and the Cultural Resources
Report prepared for the Holiday Inn Express and Suites project will be included in the package. GHD will
submit the application based on the 60% design and include a contingency for impacts in the event

impacts increase from 60% to 90% design. GHD has included up to 10 hours of follow-up coordination
with the USACE.
North Coast Regional Water Quality Control Board (401 Water Quality Certification)
A NCRWQCB Section 401 Water Quality Certification will be required because the project is anticipated to
involve the placement of fill in waters of the State and the U.S. The Certification supports the approval of
the USACE’s Nationwide Permit.
GHD staff will prepare a complete NCRWQCB permit package for review by the City and subsequent
submittal to the NCRWQCB. This package will include the Biological Resources Assessment and Wetland
Delineation prepared in Tasks 5.1.1 and 5.1.3, and the CEQA Notice of Determination for the Holiday Inn
Express and Suites project (to be provided by the City). The project scope of work includes the design of
LID improvements per the adopted Low Impact Development Technical Design Manual. A filing fee, to be
provided by the City, will be required with submittal of the application. GHD has included up to 10 hours of
follow-up coordination with the NCRWQCB.
California Department of Fish and Wildlife (2081 Incidental Take Permit)
Section 2080 of the California Fish and Game Code (CFGC) prohibits take of any species that CDFW
determines to be endangered or threatened, however the California Endangered Species Act allows for
take incidental to otherwise lawful activity through section 2081(b) of the CFGC. In order to comply with
the California Endangered Species Act (CESA), CDFW must issue a Consistency Determination
(California Fish and Game Code [CFGC] Section 2080.1), which is a document indicating that the
measures required for the project by USFWS provides the same level of protection required under the
CESA. However, if CDFW determines that there is potential for impacts to state-listed species which are
not covered under USFWS consultation or mitigation/conservation measures are deficient, then the
CDFW will require a complete application for a CFGC Section 2081 Incidental Take Permit (ITP).
WRA will conduct early coordination with the USFWS and CDFW to discuss the appropriate permit
pathway and the feasibility of a Consistency Determination based on project description and mitigation
approach. Should a Consistency Determination be determined feasible, this Task will involve coordination
with CDFW and USFWS to ensure all parties agree on project description, mitigation, and USFWS PBO
letter language. Following receipt of the PBO letter, WRA will send the PBO and request CDFW
concurrence.
If a Consistency Determination is determined to not be suitable or potential risks for project timeline are
too great, WRA will prepare a CFGC 2081 ITP application. Components required for inclusion in the ITP
application include:
· Discussion of life history of potentially affected species;
· Project background and description;
· Discussion of related requirements of CEQA;
· Discussion of potential impacts, avoidance, and minimization measures;
· Discussion of means to demonstrate compliance with avoidance and minimization;
· Measures and funding provided for compliance with the measures;
· Figures and tables to support the application; and

· Adequate mitigation for potential impacts.
A draft of the ITP application will be prepared for client review and comment. With client approval, the
final version will be submitted to CDFW. The pricing of this task is contingent on determination of permit
pathway at the early phase of application preparation. Following ITP application submittal, WRA will
coordinate with CDFW staff to ensure timely review and approval of the ITP.
California Department of Fish & Wildlife (Streambed Alteration Agreement)
GHD will prepare a Streambed Alteration Agreement application package for the project, pursuant to Fish
and Game Code section 1602. The package will include a notification of lake or streambed alteration,
project and impact information, drawings, measures to protect wildlife and plants, wetland delineation
report, biological resources assessment, mitigation measures, LID design information, CEQA Notice of
Determination, and Habitat Mitigation Plan. A filing fee, to be provided by the City, will be required with
submittal of the application. GHD has included up to 40 hours of follow-up coordination with the CDFW
following submittal of the application, which will include time for responding to requests for additional
information.
Sonoma Water (Revocable License)
A Revocable License is required for both short term and long term access to Sonoma Water's properties.
Examples of short-term use include construction of storm drain outlets into flood protection channels;
perpendicular utility crossings both overhead and underground; short term surface use and access; and
landscaping and channel beautification projects. Examples of long term use are pedestrian bike paths,
long-term maintenance, and roadways. If required for the project, GHD will complete an application form
for revocable license for work within the Labath Flood Control Channel. The application will provide all
information that pertains to the work within Sonoma Water’s property. The application will include two
sets of final drawing, a preliminary title report, insurance requirements, which will include project
information, final drawings, and other required attachments.
Regulatory Agency Communications
This task covers meetings with the City as well as negotiations with the resource agencies as part of the
permit application process. Most time in this task will be spent after submittal of the applications to
coordinate with the agencies on timeline and requests for additional information. GHD and WRA staff will
be available to attend up to two meetings with the Client and regulatory agencies as needed. From time
to time, resource agencies make requests and require information or substantial revisions that is beyond
the bounds of normal expectations for projects of similar size and scope. If this situation arises, GHD will
notify the City immediately and discuss the best path forward for the Project, including whether or not
additional supplemental budget may be necessary. This task also includes time to review draft permits
and make recommendations to the City to accept the permit conditions or request modifications.
Substantial time is anticipated to be necessary to coordinate with the USFWS and CDFW on CTS
mitigation. Additional budget is also included to coordinate on regulatory updates that may occur during
the application process in regard to WotUS and WotS, as these regulations continue to be in review and
revision by the courts and administration. This task assumes no more than 40 hours of GHD time and 130
hours of WRA time is needed for agency communication and coordination following submittal of
applications for Corps Section 404, RWQCB Section 401, CDFW 1602, USFWS, CDFW ITP, and species
mitigation.

require an HCP, which is a longer permit process. An HCP is not contemplated in this proposal
and can be completed under a separate change order.
2. Filing fees will be paid for by the City.
3. Revisions of regulatory processes, such as future revisions in CWA 404 and 401 regulations, may
result in additional work. Should this be determined necessary, GHD will coordinate early with the
City.
Task 6. Design Development
Design Development – Dowdell Avenue Extension
Consultant will combine all stakeholder coordination, mapping and record information from Tasks 2-5 and
provide a preliminary project layout and significant improvements that would require further discussion
due to potential impacts. The City would review, provide comment and approval before proceeding with
final design.

project segment. Consultant shall seek to collect surface runoff and convey it to new drainage systems
and LID compliant facilities, as applicable.
Provide hydrology and hydraulic study to size Flood Control Channel crossing adjacent to Business Park
Drive and to size storm drain within Dowdell Avenue.
This project will need to comply with the storm water management requirements of the most current LID
Guidelines. To meet the LID Guidelines, Consultant will:
· Evaluate the impacts of the project footprint; quantifying the area, the slopes, and the changed
land cover.
Evaluate potential traffic signal modifications at Dowdell Avenue and Golf Course Drive West/Wilfred
Avenue to accommodate the Phase 1 road improvements and setup the future Phase 2 improvements. A
traffic signal design is not included for the intersection at Business Park Drive.
Consultant anticipates that the 60% plan set will include plan sheets such as Title Sheet, Typical Section,
Construction Details, Layouts (showing additional R/W needs, profiles, grading, drainage including LID
