General Best Practices:
Each group A incident/ offense requires a Victim and an offender, even if the offender is unknown (Assaults, property crimes, fraud, narcotics...etc)
NIBRS requires both person and business victims reported
Certain offenses require Society as the victim
NIBRS requires victim/offender relationship on person and property crimes when the victim is a person

Offense Section
Select Offense from list
Enter attempted/ completed based on whether the offense was attempted or completed
Note: Assaults and Homicides cannot be reported as a Attempted
Assaults and Homicides are always Completed
Attempted Homicide/ Murder are reported as Completed 13A- Aggravated Assault
Enter Premise Type
If offense is Burglary (Structure) and location type is hotel/motel or storage facilitiy.
Enter #premises entered
Enter method of entry if offense is burglary (structure)
Enter offender suspected of using (used to commit the crime or was under the influence of while committing the crime)
(NOTE: This is what the offender was under the influence of or used to actually commit the crime. If a suspect is drunk when they burglarized a home, the correct entry is alochol. If the suspect used drugs to incapacitate a victim to commit rape, the correct entry is Drugs)
