Getting to know the SAFE team
The SAFE team is staffed with one EMT and one mental health crisis worker. They will be on duty seven days a week. The team will work 12Pm (NOON) - 12AM (Midnight)
The SAFE team is not armed and are not autorized to perform any law enforcement duties.
If there is any indication of violence or weapons the SAFE team cannot assist until the situation is deemed safe by a Police Supervisor, or other police/ fire department personnel.
Any time a request for service involves a crime, a potentially hostile person, a potentially dangerous situation (to the involved person or the public in general) or an emergency medical problem that call's not appropriate to be assigned to the SAFE team and should be dispatched by the Communications Center in accordance with current protocols for police, fire, or EMS services.
The SAFE team should only be dispatched and respond to incidents in the city limits of Rohnert Park unless directed otherwise by the on-duty watch commander.
What Information can be Released to the Safe Team?
The SAFE team should not be provided any criminal justice information or any other ifnormation from law enofrcement databases (ex. RMS, CLETS, DAT site). If you are unsure what informaiton can be released, check with an on-duty Supervisor.
The SAFE team can be provided the addresses for persons involved in welfare checks or similar calls. Those addresses can be provided so the SAFE team can check on the welfare of the associated individual(s). The subjects name can be provided and the date of birth upon request.
If additonal ifnormation is needed (ex. researching names, DL photos) you can let them know you can send the informaiton to an officer and they may release the information to the team
WHAT TYPES OF CALLS CAN THE SAFE TEAM BE DISPATCHED TO?
CALL TAKING
The Communications Center will be responsbile for reviewing each call received and determining if it meets the criteria for dispatching the SAFE team for handling
Call-Takers will be responsbile for capturing the reporting party's:
Contact information
Description of the involved person needing assistance
Locations of all involved parties
A brief description of the services requested
Additional information such as known means of harms for suicidal subjects, ex. suicial ideations or access to weapons, narcotics, or medications and whether or not they may have ingested them.
On non-emergency medical evaluation and transport requests call takers need to confirm that medics are not needed or requested
Call-takers should refrain from providing reporting parties with an estimated response time for the SAFE team.
If there is any concern for safety, send law enforcement along with the SAFE team as a precaution. You can always call the SAFE team members and run the situations by them to determine the appropriate response.
DISPATCHING THE SAFE TEAM
Calls are triaged based upon urgency, not simply by legnth of time holding. Calls such as suicidal subjects or those posing a safety risk to the person involved (intoxicated subject at risk of falling into traffic) should be dispatched before non-urgent requests.
The SAFE team will be tracked in CAD just like any other law unit if they are unable to utilize their mdc.
The SAFE team should be advised of priority calls (police assist, subjects in immediate crisis, etc.) pending for them while they are on other calls. They may be able to clear sooner than they otherwise would have, particularly on counseling calls.
IF the SAFE team on-views a situation they will advise over the primary radio channel
Create an event in CAD using the event type SAFERP using clear text in the remarks. Refrain from using codes (ex. put intoxicated versus 647F) If Law enforcement/ fire department is needed, create an associated event and use the appropriate event type (ex. medical aid, 415v, ctw, 11550 h&s)
Track in CAD: dispatched, arrived, clear, and document remarks related to the call.
If the SAFE team is primary on the call use the disposition code "MHT" (Mental Health Team) to clear the call.
If the law enforcement/ fire department is primary use the disposition code "MHR" (mental health response) to clear the calls.
If the SAFE team is dispatched to a call for service without law enforcement/ fire department
Create: Create an event in CAD using the event type "SAFERP". Remember to use clear text.
Track: Track in CAD: dispatched, enroute, arrived, clear and document remarks related to the call.
Dispo: Use the disposition code "MHT" (Mental Health Team) to clear the call.
If the SAFE team is requested by law enforcement/ fire department
Create: Create an associated event and use the "SAFERP" event type

Radio Communciations
The SAFE team units are identified as "Q" queen units and should be dispatched via the primary radio channel. It is also ok to call them and dispatch if more appropriate or if you have a question about the response.
They will monitor the primary radio channel to decide what calls they will respond to and/or if Law Enforcement/ Fire department request them to a call they are on.
The SAFE team will communicate via Channel 1 in clear text. Please refrain from using codes.
