2022/06/14 City Council Resolution 2022-060 RESOLUTION NO. 2022-060 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK APPROVING A SALARY RANGE AND JOB DESCRIPTIONS FOR A DEPUTY CITY ENGINEER AND SENIOR PUBLIC WORKS INSPECTOR WHEREAS, the City relies on a combination of staff services and consultant support to manage engineering functions including design review, permitting and construction inspection in both its Development Services and Public Works Departments; and WHEREAS, a review of the operating practices of the Development Services Department concluded that adding a Deputy City Engineer and Senior Public Works Inspector would improve internal department function, increase resiliency and reduce reliance on consultants; and WHEREAS, a significant portion of the cost of these new positions is offset by revenue earned from services performed and reduced cost of consultant contracts; and WHEREAS, in the adopted City Budget for Fiscal Year 2022-23, the City Council approved the Deputy City Engineer and Senior Public Works Inspector in the Development Services Department; and WHEREAS, staff has reviewed classification and compensation structures in comparable public agencies and determined that the Deputy City Engineer requires knowledge, aptitude and training consistent with Management Unit 62M and the Senior Public Works Inspector requires knowledge, aptitude and training consistent with Rohnert Park Employees' Association Range 50RP; and WHEREAS, Development Services staff developed the position description and job title for the Senior Public Works Inspector and consulted with the Rohnert Park Employees' Association (RPEA)regarding this position which will be placed in the RPEA unit; and WHEREAS, RPEA had no objection to the job description; and WHEREAS, the approved City Budget for Fiscal Year 2022-23 supports these positions at these salary rates and ranges. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert Park that it does hereby approve the salary range and job description for the Deputy City Engineer which is attached hereto as Exhibit "A" and incorporated by this reference and the Senior Public Works Inspector, which is attached hereto as Exhibit"B" and incorporated by this reference. When in the Development Services Department, the positions focuses on permitting of private development activity. When in the Public Works Department, the position focuses on support of the City’s streets and utilities divisions and delivery of the City’s capital improvement program. Responsibilities include long- and short- range project planning, CEQA compliance and permitting, review of engineering designs and oversight of construction activities, coordination with other City departments and outside agencies; provides highly responsible and complex administrative support to the City Engineer. May act for the City Engineer in his/her absence; and performs related duties, as assigned. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Director of Development Services | City Engineer or the Director of Public Works. Exercises general and direct supervision over professional, technical and clerical staff. CLASS CHARACTERISTICS This is a management classification in the Development Services and Public Works Departments. Work includes organizing and overseeing day-to-day engineering activities and providing professional-level support to the department director. Successful performance of the work requires an extensive professional background as well as skill in coordinating divisional work with that of other City departments and public agencies. Responsibilities include performing and directing many of the engineering division’s day-to-day administrative functions. This class is distinguished from Director | City Engineer in that the latter has overall responsibility for department operations, including the engineering function, and implementing and interpreting public policy. Development Services Department  Provides information regarding City development requirements.  Supports the administration and upgrade of the City’s permitting database.  Reviews planning, engineering and building permit applications and provides input and project approval conditions.  Participates in the negotiation and implementation of Development Agreements. Assist in budgeting for developer contributions to infrastructure and services.  Supports the implementation of the City’s development fee schedules and cost-recovery programs.  Reviews and approves grading plans and permits; tract and parcel maps, lot line adjustments, controversial encroachment permits; and other engineering and design documents. Consolidates and synthesizes consultant and staff comments in accordance with design requirements and municipal and intergovernmental standards and regulations; recommends approval or additional engineering conditions and changes.  Negotiates and administers public improvement agreements and subdivision improvement agreements. Ensures contractor compliance with City standards and specifications, time and budget estimates.  Analyzes and resolves complex construction-related problems that may arise; recommends and approves field changes as required.  Administers the acceptance of developer-constructed facilities including preparation of City Council packages, filing of required notices, return of bonds, administration of warranty periods and termination of improvement agreements.  Responds to and resolves various issues with residents, other department representatives, and outside agencies, with respect to development activity in the City. Public Works Department  Provides information on the City’s street and utility systems, construction standards and capital improvement planning.  Conducts capital improvement project planning activities; provides oversight and input into the conceptual design of engineering projects; investigates and resolves problems with scope of work or cost issues of major facility upgrade and replacement projects. Possession of a master’s degree is highly desirable and may be substituted for one year of the required experience. PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to inspect City development sites, to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone. This is primarily a sedentary office classification although the job involves field inspection work requiring frequent walking at inspection site areas to monitor performance and to identify problems or hazards; standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard, typewriter keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information. In the Development Services Department, the position focuses on the inspection of development projects and encroachment in the City’s right-of-way. In the Public Works Department, the position focuses on the inspection of projects included in the City’s Capital Improvement Program. Coordinates contract inspectors and reviews and resolves difficult and complex inspection and conflicts; provides technical staff assistance and direction; and performs related duties, as assigned. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Deputy City Engineer or Capital Improvement Plan (CIP) Program Manager. Responsibilities may include direct and general supervision of technical, professional and clerical staff, including consultants assigned to construction inspection, and indirect supervision or coordination of other City staff who participate in construction inspection, plan review, intake counter, and code compliance. CLASS CHARACTERISTICS This is the full supervisory-level class in the Public Works Inspector series. Incumbents are responsible for supervising and performing inspection of publically and privately constructed improvements and plan review in the engineering divisions of either the Development Services or Public Works Departments. The Senior Public Works Inspector is also responsible for attempting to resolve difficult inspection and plan review issues before they reach the management level; and for developing and maintaining an effective, customer service oriented team. Senior Public Works Inspector Page 2 of 4  Prepares and maintains daily inspection reports, progress payments, change orders, claims, and other written documentation.  Takes samples of materials used; performs basic tests or submits to testing laboratories to ensure appropriate composition.  Conducts pre-construction meetings with contractors and developers.  Investigates resident complaints; confers with property owners regarding project schedule, hazards, and inconvenience.  Schedules service interruptions with least interference and least inconvenience to properties.  Inspects City sidewalks and asphalt roads for hazards in need of repair; measures and records displacements; submits locations for repair.  Acts as liaison between the City, contractors, other agencies, and businesses and residents affected by projects; maintains communication among the parties and responds to and resolves issues and complaints or refers them to the proper office for resolution; prepares work orders in response to complaints.  Prepares general construction and site improvement specification and plan review.  Provides technical information regarding codes and compliance methods and reviews and resolves difficult and complex inspection and plan review issues and conflicts independently and with other City staff, contractors, developers, architects, engineers, and the public.  Performs field inspections on special and complex code enforcement assignments.  Investigates and responds to a variety of inquiries, complaints and requests for service.  Evaluates processes and procedures and recommends and implements related service improvements.  Reviews plans and specs to ensure that proper procedures have been carried out and ensures inspections are completed in a timely and professional manner.  Participates in the development of systems, procedures, handouts, and other aids necessary to maintain and improve customer service.  Represents the Division and Department at various boards, commissions and professional groups.  Prepares a variety of correspondence, reports, correction notices, procedures, and other written materials.  Performs other related duties as assigned.
