Consider Adopting a Resolution Appointing a Member to the Office of the Rohnert Park City Council for District 1 to serve until the November 8,2022 General Municipal Election Results are Certified City Clerk Lopez Cuevas presented this item. Recommended Action(s): Adopt Resolution 2022-055 appointing a Member to the Office of the Rohnert Park City Council for District 1 to Serve Until the November 8, 2022 General Municipal Election Results are Certified. David Soldavini, Samantha Rodriguez and Sara Jordan spoke about their applications. PUBLIC COMMENTS: Gary Coffman spoke about this item. ACTION: Moved/seconded (Adams/Stafford) to adopt Resolution 2022-055 appointing David Soldavini as a Member to the Office of the Rohnert Park City Council for District 1 to Serve until the November 8, 2022 General Municipal Election Results are Certified. Motion withdrawn by Councilmember Hollingsworth-Adams. ACTION: Moved/seconded (Linares/Giudice) to adopt Resolution 2022-055 appointing Samantha Rodriguez as a Member to the Office of the Rohnert Park City Council for District 1 to Serve until the November 8, 2022 General Municipal Election Results are Certified. Vice Mayor Linares departed the meeting at 5:50 p.m. B. Discussion and Direction Regarding Regulations to the City Council Candidates' Statements of Qualifications for the November 8, 2022 City of Rohnert Park Municipal Election City Clerk Lopez Cuevas indicated that any City Councilmember who will be running at the November 2022 municipal election should recuse from participating on this item since it could have a"personal financial effect." Disclosure of potential conflict of interest: Councilmember Hollingsworth-Adams stated she intends to run for City Council and therefore has a potential financial conflict of interest and will recuse herself from this item. Random selection of disqualified council members: Pursuant to the rule of necessity to establish a quorum, City Clerk Lopez Cuevas randomly selected Councilmember Stafford to participate in this matter by drawing her name out of a box. Councilmembers Hollingsworth-Adams left the dais at 5:53 p.m. City Clerk Lopez Cuevas presented this item. Recommended Action(s): continue the established 200 word limit which is in alignment with the limits set by the County and continue with the City's policy of paying the printing costs of a candidate's statement of qualifications. PUBLIC COMMENTS: None. ACTION: By consensus (none opposed), Council directed staff to move forward with their recommended action. Consider Introducing by Title Only, and Waiving Reading of Ordinance No. 966, an Ordinance of the City Council of the City of Rohnert Park Adding Chapter 8.06 (Prohibitions on the Use and Sale of Products Containing Polystyrene and Requirements Relating to the Use of Compostable or Recyclable Products) to the Rohnert Park Municipal Code Director of Public Works Garrett presented this item. Recommended Action(s): Introduce by title only and waive reading of Ordinance No. 966, an Ordinance of the City Council of the City of Rohnert Park Adding Chapter 8.06 (Prohibitions on the Use and Sale of Products Containing Polystyrene and Requirements Relating to the Use of Compostable or Recyclable Products) to the Rohnert Park Municipal Code. PUBLIC HEARING (Noticed: May 13, 2022): Conduct Public Hearing and Consider Adoption of a Resolution Approving the Issuance by the Independent Cities Finance Authority of Tax-Exempt Mobile Home Park Revenue Refunding Bonds and Taxable Mobile Home Park Revenue Refunding Bonds in an Aggregate Principal Amount Not to Exceed $25,000,000 for the Refinancing of Rancho Feliz Mobile Home Park and Las Casitas de Sonoma Mobile Home Park Director of Development Services Pawson presented this item. Discussion and Direction Regarding Potential Health and Human Services Hub in Rohnert Park Assistant City Manager Schwartz presented this item. Recommended Action(s): explore a phased approach to the creation of a health and human services hub in Rohnert Park, starting with services that can be readily provided and budget $50,000 in FY 22-23 for start-up costs. PUBLIC COMMENTS: None. ACTION: By consensus (none opposed) Council directed staff to move forward with their recommended action. 8. COMMITTEE /LIAISON/OTHER REPORTS A. Standing Committees: 1. Education Committee and Cotati-Rohnert Park Unified School District 2x2x2 Committee Joint Special Meeting (5/18) Mayor Elward reported that updates from each jurisdiction were presented, including a presentation by the School District about grant applications for the Family City of Rohnert Park Joint Regular Meeting Minutes for City Council May 24,2022 RPFA/CDC Successor Agency Page 6 of 6 Resource Center at John Reed Elementary School. There was a presentation by Assistant City Manager Schwartz regarding homelessness. B. Liaison Reports: 1. Chamber of Commerce Board Meeting(5/17) Vice Mayor Linares was not present to report on this meeting. C. Outside Agency Appointments: 1. Santa Rosa Plain Groundwater Sustainability Agency (5/12) Councilmember Stafford reported on the meeting. 2. Mayors and Council Members' Association of Sonoma County Legislative Committee(5/20) Mayor Elward reported that there was no meeting on April 15. 3. Zero Waste Sonoma(5/19) Councilmember Stafford reported on this meeting. D. Other Reports: 1. Golden Gate Bridge, Highway, & Transportation District(5/20) Councilmember Giudice reported he was unable to attending this meeting but reported on the Financing Auditing Committee meeting on Thursday, May 19, 2022. 9. COMMUNICATIONS Councilmember Stafford informed the Farmers Market opens on June 3, 2022 and every Friday thereafter from 5-9 pm (except 4th of July weekend). The City is celebrating its 60th anniversary this year and there will be special events every week to celebrate it, especially on June 10, 2022. Mayor Elward invited residents to attend the ribbon cutting ceremony tomorrow at 5:00 p.m. to celebrate the City's first roundabout. 10. MATTERS FROM/FOR COUNCIL None. 12. PUBLIC COMMENT Gary Coffman spoke about representation in his neighborhood (L Section). 13.
