SUBJECT: CITIZEN REPORT OF CRIME/INCIDENT BY CITIZEN CRIME REPORT

PURPOSE AND SCOPE: To facilitate a reporting system whereby citizens can report non-emergency
criminal offenses or incidents online via the city website or on a form designed to be completed by the
citizen and submitted to the department.
PROCEDURE: The following criteria shall be met when offering the Citizen Crime/Case Report form or
Coplogic online reporting:
I. Types of Crimes that Qualify for Citizen Crime Reporting
A. Annoying or harassing phone calls: Unwanted phone calls of an annoying or harassing
nature.
⋅ Documented to obtain a phone trap
⋅ No suspects known to the reporting party
⋅ No investigative leads apparently exist
B. Fraud: Obtaining goods or services by the use of false information. Not used to report
identity thefts.
⋅ We will use 484G PC as the code
C. Identity theft or fraudulent use of credit card: Obtaining someone else’s personal
information (social security number, driver’s license number, etc.) and using it to obtain
credit, goods or services. Not used unless identification has actually been used.
⋅ No suspects known to the reporting party
⋅ No investigative leads apparently exist
⋅ We will use 530.5 PC as the code
⋅ Victim’s residence jurisdiction is the starting point for these reports, regardless of
where the credit card or identity is being used.
D. Lost property: Lost property is property which was lost or misplaced.
E. Suspicious circumstances: Activity, inactivity, or behavior which tends to arouse the
suspicions of a reasonable citizen.
F. Theft: Property taken without your permission. Not used for stolen vehicles, stolen
firearms, property taken off the person, or property loss greater than $5000.

⋅ No investigative leads apparently exist
⋅ For mail theft, we will use 530.5(e) PC instead of Title 18 as the code
G. Theft from vehicle: Theft of articles from a motor vehicle, whether it's locked or unlocked.
Not used for stolen vehicles, stolen firearms, property taken off the person, or property loss
greater than $5000.
H. Vandalism or graffiti: Damaging, destroying or defacing public property.
I. Violation of child custody order: Someone violates the conditions of a child custody court
order. Beginning and end dates of custody must be specified.
⋅ Must be a Court Order for Child Custody or Visitation, and not a Domestic Violence
Restraining Order
⋅ Must have a current, certified court copy of the order attached to the report when
turned into or mailed to our agency.
⋅ Employee receiving the report should review it to ensure all necessary documents
are present and/or a crime isn’t being reported in the narrative before accepting
the report.
− If a crime is described in the narrative and occurred in Rohnert Park, a CAD
event should be created for an officer to respond.
⋅ Reports are forwarded to the Records Supervisor for review.
⋅ Reports are filed only and not investigated. They are available if needed by
subpoena.
J. First Level PDO-Hit and Run reports
⋅ These reports require a CHP 555-PDO traffic collision form and are not available via
Coplogic. A form can be mailed to the victim, or they can complete the report at the
front counter during business hours.
− Little (partial plate) or no information on the suspect vehicle
− The victim/witness cannot identify the driver
− There is a valid license plate but significant time has passed
II. Processing Coplogic Online Reports
A. If a citizen requests a response to the scene even though the criteria for a Citizen
Crime/Case Report or Coplogic online reporting is met, field personnel may be dispatched
and the incident handled in the same manner as any other reported incident.
B. A hardcopy CCR report form can either be mailed to the citizen and returned by mail or
dropped off at the department. The citizen may also use the Coplogic online reporting
system available on our city website and in the main lobby.
C. CCRs received by postal mail will be processed by Records personnel as a CFS should
already have been created in CAD at the time the CCR was sent to the citizen.
⋅ If further information is needed for the report, the Records Clerk assigned to
process CCRs will attempt contact to obtain the needed information. The additional
information, or the attempt to obtain the information, will be added in a
supplement to the report.
⋅ Data entry of these reports will be completed by the Records Clerk assigned to
process CCRs.
D. CCRs submitted via Coplogic remotely will send a notification email to the CCR Group email.
The Records Clerk assigned to process CCRs will review reports daily. Each report will be
checked to ensure it is complete and create an event in Netviewer. At that time, a case
number will be issued.
⋅ If further information is needed for the report, the Records Clerk will attempt
contact to obtain the needed information. The additional information, or the
attempt to obtain the information, will be added in a supplement to the report.
⋅ Approval of this report in RMS will be completed by the Records Clerk assigned to
process CCRs.
E. CCRs submitted via Coplogic from the main lobby will send a notification email to the CCR
Group email. The Records Clerk assisting the customer will review the report to ensure it is
complete. Any corrections to be made and further information needed will be collected or
completed at that time. An event will be created and a case number will be issued in
Netviewer and provided to the customer at that time.
⋅ Approval of this report in RMS will be completed by the Record Clerk who assisted
the customer.
F. Any property that can be entered shall be entered at that time, unless clarification is
needed from the citizen. The FCN number shall be added by the Records Clerk processing
the CCR and entered into the CASE notes in RMS.
G. The CCR event should be closed out with a dispo code of WCR (Web CCR).
