SUBJECT: ACTIVE SHOOTER RAPID RESPONSE PLAN
PURPOSE AND SCOPE: This document provides Dispatch Personnel an immediate
reference response guide within the CAD system when ACTVSHTR event type is used.
PROCEDURE:
I. CALL TAKING GUIDELINES
A. Location of Reporting Party (RP)
1. If Reporting Party (RP) is safe, obtain:
i. Number of Suspects/Shooters
ii. When it occurred
iii. Last known location within location, moving or stationary, direction
of travel
iv. Weapons(s) used
v. How many shots fired
vi. Number of people in building/area
vii. Suspect known to RP? Build suspect profile
viii. Any associated vehicles
ix. Known number of victims
x. Medical status of victims
xi. Location of victims
xii. Has the suspect taken hostages?
xiii. Identify On-Site Contacts (reps, security, surveillance, phone
number)
xiv. How information is obtained (visual, 2nd hand, passerby)
xv. Any specific threats made
2. If RP is NOT safe,
i. Can RP exit safely
ii. Can RP evacuate others on way out
iii. Can RP leave phone off hook (if inside with shooter)
iv. RP Contact info
II. DISPATCH PROCEDURES
B. Primary Radio Dispatcher
1. Activate Radio to PA and dispatch all available units to scene
2. Activate Channel Marker
3. Confirm On Duty Sergeant and Dispatch Supervisor have been advised
4. Once advised “Active Shooter” by personnel on scene, put code on
channel
5. Obtain from field units who is Incident Commander
6. Obtain contact numbers for responders, including outside agencies
7. Confirm with field personnel safe routes and command post location,
landing zone if applicable
8. Confirm staging area for medical
C. Secondary Dispatcher
1. When requested, text page or call for additional resources
2. Locate site maps if possible (Firehouse, Pre-Fire Plans, Google Earth,
Pictometry)
3. Notify outside agencies, including REDCOM with type and number of
resources needed
4. Notify any schools in area for lockdown if school is in session
5. Utilize Nixle to provide public information
6. Prepare for field unit needs – transport, food/water, equipment
