A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING A CHANGE IN JOB DESCRIPTION, UNIT AND SALARY RANGE FOR
PERFORMING ARTS CENTER MANAGER
WHEREAS, staff reviewed classification and compensation structures and determined
that the Performing Arts Center Manager requires knowledge, aptitude and training consistent
with Management Unit 54M; and
WHEREAS, in the adopted City Budget for Fiscal Year 2022-23, the City Council
approved the Performing Arts Center Manager's placement in the Management Unit; and
WHEREAS, staff revised the position description for the Performing Arts Center
Manager and consulted with the Rohnert Park Employees' Association (RPEA) regarding
removing the position from the RPEA unit and placing it in the Management unit; and
WHEREAS, RPEA had no objection to the removal of the position from the RPEA unit;
and
WHEREAS, the approved City Budget for Fiscal Year 2022-23 supports this position at
the salary range proposed.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Rohnert Park that it does hereby approve the job description, salary range and placement in the
Management unit for the Performing Arts Center Manager which is attached hereto as Exhibit
"A" and incorporated by this reference.

PERFORMING ARTS CENTER MANAGER
DEFINITION
Under general direction, serves as Manager of Spreckels Performing Arts Center (PAC), and Artistic
Director of Spreckels Theatre Company (STC) and Spreckels Education Program (SEP). Plans,
organizes, oversees, coordinates, and reviews the work of staff performing specialized and complex
professional, technical, and administrative work related to the programs, facilities, community events,
activities and performances of the PAC; administers current and long-term planning activities; manages
the effective use of resources to improve organizational productivity and customer service; assists with
budget development and maintenance; oversees and administers facility rental processes and procedures;
develops, implements, and evaluates all programs, services, marketing, development and activities for the
PAC, STC and SEP and assumes responsibility for the overall artistic vision of the PAC. Provides
complex and responsible support to the Director of Community Services in areas of expertise; and
performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Director of Community Services. Exercises direct and general
supervision over professional, technical, and administrative support staff, as well as independent contractors
and volunteers.
CLASS CHARACTERISTICS
This is a management classification that serves as Manager of Spreckels Performing Arts Center, and
Artistic Director of Spreckels Theatre Company and Spreckels Education Program. Responsibilities include
performing diverse, specialized, and complex work involving significant accountability and decision-
making responsibility. The incumbent organizes and oversees day-to-day functions, facility management
and activities as well as the creation, marketing and execution of a season of theatrical plays and educational
programs. Successful performance of the work requires an extensive professional background in theatre
production and play direction, marketing, development, financial and human resource management, as well
as skill in coordinating departmental work with that of other City departments and public agencies and
organizations.

Manager, Spreckels Performing Arts Center
Plans, manages, and oversees the daily functions, operations, and activities of the PAC, including
general operation and maintenance of facility and related equipment.
Ensures compliance with Federal, State and local laws and ordinances applicable to public facilities;
keeps up on all current safety guidelines and assures adherence to them; maintains all licenses and
certificates as required by law.

Participates in the development and implementation of goals, objectives, policies, and priorities;
recommends appropriate service and staffing levels; recommends and administers policies and
procedures.
Oversees business operations of the PAC. Participates in the development, administration and
oversight of PAC budgets; recommends rental policy, fees and rental rates for programs, facilities and
ticket pricing.
Works with Finance Department, overseeing daily deposits and income reports, purchase orders,
check requests, contracts and other financial transactions.
Develops, monitors, and reviews fundraising activities and revenue generating programs of the
department, including costume rentals, fundraisers, grants, individual donors and corporate marketing
partnerships; develops strategies, programs, and methods for recognizing donors and monitoring
funds; develops, maintains, and reviews financial and statistical reports related to grants, program
participation and cost recovery analysis.
Develops and standardizes procedures and methods to improve and continuously monitor the
efficiency and effectiveness of PAC programs, service delivery methods and procedures; assesses and
monitors workload, administrative and support systems, and internal reporting relationships;
identifies opportunities for improvement and recommends to the Director of Community Services.
Monitors changes in regulations and technology that may affect operations; implements policy and
procedural changes after approval.
Participates in the selection, motivation and evaluation of assigned personnel; provides or coordinates
staff training; works with employees on performance issues in coordination with Human Resources;
implements discipline and termination procedures as approved by Human Resources and Director of
Community Services.
Provides advisory support to community partners to facilitate the delivery of cultural and educational
resource programs and services; builds partnerships and coalitions.
Ensures positive public relations between staff and the community.
Attends and participates in professional group meetings; stays abreast of new trends and innovations
in the field of theatre productions and management; researches emerging products and enhancements
and their applicability to PAC needs.
Receives, investigates, and responds to difficult and sensitive problems and complaints in a
professional manner; identifies and reports findings and takes necessary corrective action.
Assists the Community Services Director as needed.
Performs other duties as assigned.
Artistic Director, Spreckels Theatre Company and Spreckels Education Program
Is responsible for overall artistic and operational activities of productions and programs of
Spreckels Theatre Company and Spreckels Education Program.
Recommends and implements long-range planning activities.
Prepares show budgets and controls and tracks expenditures.
Researches and evaluates scripts, music, reviews and articles and makes play and musical
selections for the STC and SEP season, and procures performance rights.
Supervises, trains and directs the PAC’s full and part-time staff, contract directors, actors,
technical crews and volunteers.
Creates and manages master production calendar including performances, rehearsals, rentals and
meetings.
Responsible for staffing of productions; holds auditions and interviews, contracts directors,
musical directors, choreographers, costume designers, musicians, and related roles for PAC
productions.
Plans and directs marketing strategies and promotional opportunities for STC and SEP
productions, including print, social media, radio, video, and personal appearances; manages the
development of public relations materials and press releases.

Develops and executes plans and activities to increase audience engagement and outreach.
Oversees Spreckels Education Program; creates curriculum, hires instructors and support
personnel, chooses plays, interfaces with parents and students and creates administrative
documents.
Oversees box office management and ticketing systems.
Maintains records and prepares reports summarizing performance activities, cost and
effectiveness.
Oversees concession sales, purchasing and vendor relations, and ABC license.
Directs plays; schedules and oversees rehearsals, production and design meetings.
Maintains and directs the maintenance of working and official program files.
Performs other duties as assigned.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and
abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to a bachelor’s degree from an accredited college or university with coursework in theatre,
performing arts, or a related field and four (4) years of increasingly responsible supervisory experience in
stage direction or theatre production and programming.
Licenses and Certifications:
Possession of a valid California Driver's License by time of appointment and satisfactory driving
record.
A Supervisory Management Certificate from an accredited college or university is desirable.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting, a Theatre environment, and a classroom
environment, and use standard office equipment, including a computer; vision to read printed materials and
a computer screen; and hearing and speech to communicate in person and over the telephone. This is
primarily a sedentary office classification although standing and walking between work areas is required
and driving between work areas or other locations may be required. Finger dexterity is needed to access,
enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.
Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and
closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull
materials and objects up to 25 pounds.
ENVIRONMENTAL ELEMENTS
Employees work in an office environment, theatre environment, and a classroom environment with
moderate noise levels, and occasionally loud noises, controlled temperature conditions, some exposure to
dust or allergens in the course of designing/constructing a theatre set and no direct exposure to hazardous
physical substances. Employees may interact with upset staff, students, and/or the public in interpreting
and enforcing program policies and procedures.
