A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
RECLASSIFYING THE SENIOR CODE COMPLIANCE OFFICER POSITION
TO CODE COMPLIANCE PROGRAM MANAGER AND APPROVING A
SALARY RANGE AND JOB DESCRIPTION FOR THE CODE COMPLIANCE
PROGRAM MANAGER
WHEREAS, the responsibilities of the City's Code Compliance program have grown as
the City grows and matures and works to manage the impacts of outside influences including
COVID-19 and the unsheltered population; and
WHEREAS, the staffing of the Code Compliance program has grown in response to
these additional demands; and
WHEREAS, a Code Compliance Program Manager position will provide the City with
the expertise, experience and capacity to manage the growing program; and
WHEREAS, staff reviewed classification and compensation structures in comparable
agencies and determined that the Code Compliance Program Manager requires knowledge,
aptitude and training consistent with Rohnert Park Employees' Association Range 58RP; and
WHEREAS, staff developed the position description and job title for the Code
Compliance Manager and consulted with the Rohnert Park Employees' Association (RPEA)
regarding this position which will be placed in the RPEA unit; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert
Park that it does hereby approve the salary range and job description for the Code Compliance
Manager which is attached hereto as Exhibit "A" and incorporated by this reference.
BE IT FURTHER RESOLVED by the City Council of the City of Rohnert Park that
the Finance Director is hereby authorized and directed to increase budget and appropriations as
necessary to fund the conversion of the existing Senior Code Compliance Officer to a Code
Compliance Program Manager.

CODE COMPLIANCE PROGRAM MANAGER
DEFINITION
Under general direction, plans, organizes, assigns, supervises and coordinates the work of technical staff
assigned to the Code Compliance Section of the Development Services Department to ensure compliance
with a variety of code, regulations and ordinances relating to building construction, substandard and
dangerous buildings; housing; health; grading and drainage; zoning and land use; performs or assists in
field inspections and investigations of major and/or complex code enforcement projects; continually
assesses the municipal code, and related policies and procedures for consistency and relevance, performing
updates and revisions as needed; participates in inter-departmental working groups including work with the
City’s Homeless Task Force and Economic Development group.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Development Services Director . Exercises direct and general
supervision over technical staff.
CLASS CHARACTERISTICS
The Code Compliance Program Manager is responsible for the supervision, work assignment, and work
priorities of Code Compliance personnel. The incumbent exercises considerable initiative and independent
judgment in the investigation and resolution of complex code violation projects, including coordination
with multiple departments and outside agencies, administrative abatement and judicial proceedings.
This class is distinguished from the Senior Code Compliance Officer class by its day-to-day supervision of
the unit.
EXAMPLES OF TYPICAL JOB FUNCTIONS (Illustrative Only)
Management reserves the right to add, modify, change, or rescind the work assignments of different
positions and to make reasonable accommodations so that qualified employees can perform the essential
functions of the job.
Oversees and participates in receiving and responding to citizen complaints and reports from other
agencies and departments on alleged violations of the City municipal code, zoning code or other laws
or ordinances. Plans, assigns, supervises, reviews, evaluates and participate in the work of staff;
establishes policies, procedures and protocol for investigating mult i-lateral compliance complaints.
Establishes schedules and methods for providing code enforcement services; identifies resource needs,
reviews with appropriate management staff; allocate resources accordingly.
Supervises and participates in the investigation and resolution of complaints related to construction
without permits; substandard housing; dangerous buildings; grading violations; zoning and land use
violations, including but not limited to illegal businesses, illegal dwellings, property maintenance
issues, junk and abandoned vehicles; and environmental codes including water quality regulations.
Prioritizes, coordinates and assigns cases to staff; oversees the application of ordinances, codes, laws,
and regulations and determinations of actions to be taken in the enforcement of City regulations and
ordinances, including building and zoning codes; coordinates and monitors work schedules and
provides technical assistance to staff to ensure deadlines are met. Investigates the most difficult and
complex complaints and cases; conducts interviews with complainants, witnesses, property owners,
and potential violators; operates photo, video, and other equipment under various conditions.

Participates in the development and implementation of section goals, objectives , priorities, policies and
procedures and communicates same to staff.
Solves day-to-day work problems independently, using discretion. Informs Director of larger
operational and performance-related issues .
Prepares and recommend s revisions to City codes and ordinances.
Participates in the selection of code enforcement staff; trains staff in work procedures and provides or
coordinates supplemental staff training; works with employees to correct deficiencies; makes
recommendations on disciplinary actions and implement discipline procedures.
Participates in the preparation and administration of the code enforcement program budget; submits
budget recommendations; monitors expenditures.
Issues and post s warning notices, notices of violation, corrective notices, orders to comply, and related
documentation for code violations; schedules and perform all follow-up functions to gain compliance
including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with
appropriate codes and ordinances; issues citations as necessary.
Oversees and participates in the maintenance of accurate documentation and case files on all
investigations, inspections, violations, citations, enforcement actions, and other job-related activities;
prepares abatement cases; coordinat es, refer s, consults, and prepares documentation and evidence in
support of legal actions taken by the City; appears in court as necessary; testifies at hearings and in
court proceedings as required; prepares and presents abatement cases to the Hearing Officer.
Serves as a resource and coordinates actions with other City departments, divisions, the general public,
and outside agencies in the enforcement of regulations; promotes and ensures efficient work flow;
provides information and interprets and explains municipal codes and ordinances to members of the
general public, contractors, business owners, and other interested groups in the field, over the counter
and on the telephone;
Organizes, prepares, and conducts presentations to various groups including City Council, other
government boards or bodies, community representatives, neighborhood groups and the public;
responds to questions, complaints, and inquiries; explains functions, policies and regulations in order
to resolve conflicts.
Prepares and/or supervises the preparation of a variety of detailed reports, memoranda, correspondence,
settlement agreements, stipulated administrative orders and declarations, and complex records
requiring extensive analysis and interpretation of data to ensure compliance with legal requirements .
Inputs and retrieves a variety of information using a Code Compliance Database.
Attends and participates in professional group meetings; maintain awareness of new trends and
developments in the field of code enforcement; incorporate new developments as appropriate into
programs.
Performs other related duties as assigned.

QUALIFICATIONS
Knowledge of:
Principles and practices of employee supervision, including leadership, work planning, assignment
review and evaluation, discipline, and the training of staff in work procedures. Procedures involved in
the enforcement of codes and regulations including methods and techniques of conducting and
docu menting field investigations.
Procedures, methods, and techniques used in investigations and enforcement utilizing appropriate legal
requirements and constraints.
Principles and practices of C ity services and organizational structures as they relate to code
compliance, including operations, services, and activities inherent to a municipal code enforcement
program; investigation techniques; evidence collection and preservation; court documents and
procedures including procedures for citation issuance and obtaining various types of inspection
warrants.
Complaint resolution and mediation techniques used in making and resolving difficult public contacts
with individuals.
Principles, codes and ordinances related to zoning, environmental review, health, building and related
areas.
Permit and environmental review processes.
Techniques for researching code information and property information.
Basic plan and map reading practices.
Business letter writing including correct business English, spelling, composition, grammar and
punctuation; technical report preparation; principles and procedures of record keeping.
Computer applications used for business functions; program, project and task coordination; conducting,
compiling and generating data and documentation and r eports.
Occupational hazards and standard safety practices.
Techniques for providing a high level of customer service by effectively dealing with the public,
vendors, contractors, and City staff.
Ability to:
Learn and understand the organization and operat ion of the City and of outside agencies as necessary
to assume assigned responsibilities.

continuing education programs in order to encourage Code Compliance Officer Certification; ensur e

Education and Experience:
Any combination of education and experience that would provide the knowledge and skill listed. Typically,
equivalent to graduation from high school and five years of code compliance experience related to planning,
building and environmental health issues, including at least t hree years acting in a lead or supervisory
capacity. College level course work in a specialty related to community development is desirable. Bilingual
speaking ability is highly desirable
Licenses and Certifications:
Possession of, or ability to obtain, a valid California Class C driver's license by time of appointment
and a satisfactory driving record.
Possession of a certificate of completion of Penal Code § 832 Course in Arrest, Search and Seizure
issued by California Commission on Peace Officer Standards and Training by time of appointment.
Possession of a Code Enforcement Certification from an approved and accredited organization (in
accordance with California Health and Safety Code, Section 18949.25-18949.31) by time of
appointment.
PHYSICAL DEMANDS
When assigned to an office environment, must possess mobility to work in a standard office setting and use
standard office equipment, including a computer; vision to read printed materials, a computer screen, and
to operate a motor vehicle and visit various city sites; and hearing and speech to communicate in person
and over the telephone; ability to stand and walk between work areas may be required. Finger dexterity is
needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard
office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull
drawers open and closed to retrieve and file information.
When assigned to field inspection, must possess mobility to work in changing site conditions; possess the
strength, stamina, and mobility to perform light to medium physical work; to sit, stand, and walk on level,
uneven, or slippery surfaces; to reach, twist, turn, kneel, and bend, to climb and descend ladders; and to
operate a motor vehicle and visit various city sites; possible entry into confined spaces and the use of
confined entry equipment; vision to inspect site conditions and work in progress; color vision to identify
hazards during inspections, dye testing industries and water color issues. The job involves fieldwork
requiring frequent walking in operational areas to identify problems or hazards, with exposure to hazardous
materials in some site locations. Employees must possess the ability to lift, carry, push, and pull materials
and objects averaging a weight of 30 pounds, or heavier weights, in all cases with the use of proper
equipment and/or assistance from other staff.

ENVIRONMENTAL ELEMENTS
Employees work partially in an office environment with moderate noise levels and controlled temperature
conditions, and partially in the field and are occasionally exposed to loud noise levels, cold and hot
temperatures, inclement weather conditions, road hazards, vibration, and hazardous physical substances
and fumes. Employees may interact with upset staff and/or public and private representatives and
contractors in interpreting and enforcing departmental policies and procedures.

1) Seasonal and part time employees' FTEs are based on projected hours to be worked which is
budgetarily tied to cost rather than allocated position and can vary. City Manager is authorized to add
and delete temporary part-time job classifications and administrative downgrades of regular permanent
positions to existing lower level job classifications as needed to meet the needs of the City, so long as
the changes do not exceed the limits of the adopted budget;therefore, the seasonal and part-time
employees have been eliminated from the position count.
