CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Elward called the joint regular meeting to order at 5:01 p.m., the notice for which being legally noticed on July 7, 2022. Present: Jackie Elward, Mayor Gerard Giudice, Councilmember Pam Stafford, Councilmember Absent: Samantha Rodriguez, Vice Mayor Susan Hollingsworth-Adams, Councilmember Staff present: City Manager Jenkins, City Attorney Kenyon, Director of Development Services Pawson, Director of Public Safety Mattos, Director of Community Services Bagley, Director of Public Works Garrett, Senior Engineer Brandt, Senior Analyst Carey, Information System Manager Rowley and City Clerk Lopez Cuevas. 2. PLEDGE OF ALLEGIANCE Led by Councilmember Stafford. 3. PRESENTATIONS A. Mayor's Proclamation: Proclaiming July as Parks Make Life Better!® Month in the City of Rohnert Park. Mayor Elward read the proclamation and presented it Director of Community Services Bagley. 4. DEPARTMENT HEAD BRIEFING A. 4th of July Presentation: Report on Illegal Fireworks and RP Jubilee: Honoring Yesterday, Celebrating Today! Director of Public Safety Tim Mattos provided an update regarding 4th of July activity and staff deployment plan. Chief Mattos spoke of calls for service, including fire calls, the use of online fireworks reporting, arrests and administrative citations. Overall, Chief Mattos stated there was a significant reduction in the use of illegal fireworks this year. Director Bagley showed photos of the event and stated the event was very successful. B. City Clerk's Office: Election Matters Update Regarding Nomination Period, Eligibility and Candidacy. City Clerk Lopez Cuevas announced dates of the nomination period and districts that are eligible for election this year and provided Council with an update regarding election outreach efforts. 5. PUBLIC COMMENTS Lynn Pedone spoke about the Tenant Alliance of Copeland Creek and invited Council to attend the "Renters Assembly" on July 23, 2022 in Alicia Park. Elizabeth Snow spoke of security issues at Copeland Creek Apartments. Peter Alexander spoke of gods and female oppression. Caryl Sherman spoke of City Manager Jenkins' retirement and thanked him for his service. Jim Duffy stated he sent a letter to Council this morning and it is not included online nor was it shared with the Council. City Clerk Lopez Cuevas clarified that Mr. Duffy's correspondence was sent to Council and City Manager today at 3:15 p.m. and it is included with Item 7.D. on the agenda. 6. CONSENT CALENDAR 6.A Acceptance of Reports from Finance Department: 6.A.1. RPFA -Cash Report for Month Ending April 30, 2022 6.A.2. City Cash Report for Month ending April 30, 2022 6.A.5 City Bills Demands for Payment dated June 6 to July 5, 2022 6.B Approval of Minutes for City Council/RPFA/Successor Agency Joint Special Meeting, June 28, 2022 6.0 Adopt Resolution 2022-078 Authorizing and Approving the City of Rohnert Park Pay Rates and Ranges Effective as of July 3, 2022 6.D Adopt Resolution 2022-079 Approving Change in Pay Rates and Ranges for Custodial Staff, Deletion of a Project Manager Position, and Addition of a Project Coordinator Position in the Public Works Department 6.E Adopt Resolution 2022-080 Reclassifying the Senior Code Compliance Officer Position to Code Compliance Program Manager and Approving a Salary Range and Job Description for the Code Compliance Program Manager 6.F Adopt Resolution 2022-081 Authorizing and Approving a Master Agreement with Moule & Polyzoides and Approving Task Order 2022-01 in the Amount Not to Exceed $350,000 for Urban Design Services City of Rohnert Park Joint Regular Meeting Minutes for City Council July 12,2022 RPFA/CDC Successor Agency Page 3 of 5 ACTION: Moved/seconded (Stafford/Elward)to approve the consent calendar. Motion carried by the following unanimous 3-0-2 voice vote: AYES: Giudice, Stafford and Elward NOES: None, ABSENT: Hollingsworth-Adams, Rodriguez, ABSTAINS: None. 7. REGULAR ITEMS A. Consider Amending the Current Council Policy for Outdoor Display of Flags at City Facilities (Policy Number 1.01.015) City Manager Jenkins presented this item. Recommended Action(s): consider amending the policy to indicate the POW/MIA flag may be flown on Memorial Day and Veterans Day and the Pride flag may be flown from June 1 through June 15 and the Juneteenth flag may be flown from June 16 through June 30 to match Council's direction from the July 13, 2021 City Council meeting and consider amending the policy to fly ceremonial flags at City properties with flagpoles that can accommodate ceremonial flags in addition to the American Flag. PUBLIC COMMENTS: Steve Keith spoke about this item. ACTION: Moved/seconded (Giudice/Elward) to adopt the amended as presented in the packet. Motion carried by the following 2-1-2 voice vote: AYES: Giudice, and Elward NOES: Stafford, ABSENT: Hollingsworth-Adams, Rodriguez, ABSTAINS: None. ACTION: Moved/seconded (Giudice/Elward) staff to research the cost of upgrading the poles that can only fly one flag to fly ceremonial flags as well and bring back the information to Council. Motion carried by the following 2-1-2 voice vote: AYES: Giudice, and Elward NOES: Stafford, ABSENT: Hollingsworth-Adams, Rodriguez, ABSTAINS: None. B. Discussion and Direction on How and When to Conduct a Town Hall Meeting. City Manager Jenkins presented this item. Recommended Action(s): Provide direction to staff on details of the second town hall meeting. PUBLIC COMMENTS: Steve Keith spoke about this item. ACTION: By majority (Hollingsworth-Adams and Rodriguez absent), Council directed staff to hold a Town Hall meeting in the same format as the last one. The meeting will be facilitated by City Manager Jenkins and it is to take place on a Saturday morning before September 9th at an available City Facility. Accept Report from Public Safety Showing Use of Force and Traffic Citation Statistics for 2021 with a Comparison to City Demographics. Director of Public Safety Mattos presented this item. Recommended Action(s): Receive an informational report pertaining to new laws to address police accountability, review police use of force and traffic citation data sorted by race. PUBLIC COMMENTS: Jim Duffy spoke about this item. Council received the report. D. Introduction and Discussion Regarding Community's Public Safety Round Table (Community Round Table) Director of Public Safety Mattos presented this item. Recommended Action(s): Receive a report regarding the introduction of the Community Round Table and provide direction regarding the application process and selection criteria, including using a facilitator to run the Community Round Table. PUBLIC COMMENTS: Jim Duffy spoke about this item. Council received the report. ACTION: By consensus (none opposed, Hollingsworth-Adams and Rodriguez absent), Council directed staff to move forward with their recommendations. The Community Round Table should have 10-12 members and the selected members will serve a two (2) year term. Terms can be staggered. Members should not be selected by the City Council, City Manager or the Director of Public Safety. A professional facilitator should run the meetings. Councilmember Stafford stepped away from the dais at 7:02 p.m. and returned at 7:02 p.m. Mayor Elward declared a recess at 7:19 p.m. and reconvened the meeting at 7:22 p.m. E. Status Report on Implementation of 2022 Action Plan to Implement Council Priorities. City Manager Jenkins presented this item. Recommended Action(s): Receive and accept the Status Report on implementation of the City's 2022 Action Plan. PUBLIC COMMENTS: None. Council received and accepted the report. 8.
