MEETING - CALL TO ORDER/ROLL CALL
Mayor Elward called the joint regular meeting to order at 5:01 p.m., the notice for which
being legally noticed on June 23, 2022.

3. PRESENTATIONS
A. Mayor's Recognition: Recognizing Girl Scout Bronze Awardees for their
Achievement and Support of our Community.
Mayor Elward read the recognition and presented it to Genevieve Ballard, Kaylee Dancey,
Abigail Der, Ruby Froehlich-Baldwin, Ellie Hart, Viviana Hopkins, Sophia Lofaro, Kathleen
McGowan, and Shyann Navarro.
4. DEPARTMENT HEAD BRIEFING
A. Presentation by Director of Public Safety Mattos: Swearing In and Introduction of
Lieutenant Keith Astley, Sergeant Bryce Fraser, Sergeant Casey Quinn, Sergeant Justin
Wax, Officer Dominic Puterbaugh, and Officer Terrence Powell.

Deputy Chief Johnson swore in and introduced Sergeant Bryce Fraser, Sergeant Casey Quinn,
Sergeant Justin Wax, and Officer Dominic Puterbaugh. Lieutenant Keith Astley and Officer
Terrence Powell were not present.
B. 4th of July Presentation: Illegal Fireworks Fines Annual Reminder and RP Jubilee:
Honoring Yesterday, Celebrating Today!
Deputy Chief Johnson spoke about the education done about the amended ordinance, the
fireworks turn-in event, how to report illegal fireworks, and Public Safety staffing on the 4th
of July.
Director of Community Services Bagley spoke about the live bands, family activities, kids
fun zone, festive kids parade, middle school party, and food vendors that will be at the RP
Jubilee event.

Steve Keith spoke about Item 6.A.
Gehrig Hotaling requested a stop sign or stop light at the crosswalk on Golf Course and
perpendicular to Hailey Court across from Honeybee pool.
Peter Alexander spoke about political media dividing people and gardens.
Crystal Nezgoda spoke about the Robert's Lake dog park.
[Anonymous Speaker] spoke about the Park and Ride Encampment.
[Anonymous Speaker] shared that her son's four BMX racing bikes were stolen from their
garage.

Foundation, Approving a Budget Amendment and Establishing a New Capital
Improvement Project for Completing Building Repairs at Gold Ridge Site

Disclosure of potential conflict of interest:
Councilmember Hollingsworth-Adams stated has a potential financial conflict of interest
due to the potential effect on her business and will recuse herself from this item.
Councilmember Hollingsworth-Adams left the dais at 6:17 p.m.
Director of Development Services Pawson and Deputy Chief Johnson presented this item.
Recommended Action(s): Provide direction on options for mitigating the impacts of the
Roberts Lake Road encampment on nearby businesses.
PUBLIC COMMENTS: Jim Hayes, Steve Keith, Charmaine Padilla, Crystal Nezgoda,
Marc Orloff, and a resident from the Robert's Lake Encampment spoke about this item.
ACTION: By consensus (Hollingsworth-Adams absent), Council directed staff to
move forward with the recommended actions of fence hardening,
dedicated Public Safety overtime, and a satellite Public Safety office.
Councilmember Hollingsworth-Adams returned to the dais at 7:28 p.m.
Mayor Elward declared a recess at 7:28 p.m. and reconvened the meeting at 7:37 p.m.
A. Presentation on the Public Review Draft of the General Plan 2040 Policy Document.
Planning Manager Beiswenger presented this item. Recommended Action(s): Receive a
presentation on the public review draft 2040 General Plan Policy Document.

C. Consider Authorizing the Assistant City Manager to Sign an Agreement for
Homeless Services in Rohnert Park for Fiscal Year 2022-23 with Unsheltered Friends
Outreach for Direct Support Services to Unsheltered Persons in the amount of$36,000.
Housing Administrator Garcia presented this item. Recommended Action(s): Authorize the
City of Rohnert Park Joint Regular Meeting Minutes for City Council June 28,2022

Assistant City Manager to sign agreements for homeless services in Rohnert Park for Fiscal
Year 2022-23 with Unsheltered Friends Outreach to provide outreach and direct support
services to unsheltered persons in an amount not to exceed $36,000.

Recommended Action(s): Receive a report and provide direction regarding the
introduction of the proposed Public Safety presentation calendar.

with an amendment to add a report each October providing an update
on the nine police/community relations recommendations.

City Attorney Kenyon presented this item. Recommended Action(s): Provide direction to
the City Attorney, on behalf of the City, to select and contract with a professional executive
recruiting firm to begin the recruitment of Rohnert Park's next City Manager.

F. Discussion and Direction Regarding Southwest Boulevard Design Concepts for the
Southwest Boulevard Project No. 2020-23. Director of Public Works Garrett and Capital
Improvement Plan Project Manager Zwillinger presented this item. Recommended
Action(s): provide direction on the recommended design concept for the Southwest

Boulevard Project No. 2020-23 (staff recommends the Southwest Boulevard Project have a
hybrid of both Options A and B as outlined in the staff report)

ACTION: By consensus (none opposed), Council directed staff to move forward
with Option A—Protected bike lanes on both sides of the street,
addition of sidewalk on the north side and reduction in vehicle lanes to
one in each direction.
