Minutes for September 11, 1961, Meeting:
On September 11, 1961, at 8:00 p.m., the Rohnert Park Recreation Commission
met at 6950 Commerce Boulevard, Cotati, California, for their regular bi-
monthly public meeting. Commissioners present were: Mr. Boyd Bice, Mr. Norman
Francisco, Mrs. Richard Cochran and Mrs. More Thiesfeld.
The minutes of August 28, 1961, were read and approved. Outgoing Correspondence
was called for by the Chairman and the Secretary advised that necessity for
same had not arisen. Incoming Correspondence was called for by the Chairman
and consisted of Swim Pool Bills, Engineering Bills, Bike Rack Bills, Literature
pertaining to Indoor and Outdoor Recreation Equipment and photostatic copies
of the 1961-62 Recreation Commission Budget.
Presentation of Outstanding Bills were called for by the Chairman. Bills for
the Alicia Park Swim Pool were approved by the Commission and referred to the
pool manager for his approval. Mrs. Cochran made a motion to this affect which
was seconded by Ni". Francisco. Engineering bills from Edward F. Carpenter,
Civil Engineer in amount of 148.00 and Marshall & Hudis, Engineers, Inc. in
amount of q75.00 were held over until the next meeting. Bills from Diamond
National Corp. for Bike Rack materials in amount of „:63.35 were held over
until next meeting.
Resume of the September 5th, 1961, District Meeting pertaining to recreation
was given by Norman Francisco. He stated the District had received information
from their attorney regarding the possibilities of financing a community
building. Mr. Francisco advised that there were 2 ways for financing: 1. Assessed
valuation at 1% for a total of 23,000 to bepaid over a 5 year period with
no vote from thepeople 2. General Obligation Bond paid over 40 years with
maximum 10% for a total of $231,000 with an election by the people.
Treasurers report was given by Mfrs. Cochran.
Under Old Business:
Bike Rack Report was given by Mrs. Cochran who advised the racks would be
completed the weekend of September 16, 1961. She advised the wooden areas would
be painted "Alicia Park" green and the metal areas would be painted silver.
Mrs. Cochran also advised newspaper photos would be taken of the racks and
the Active 20-30 Club Members who helped with their construction.
Swim Pool Report was given by Mrs. Cochran and die advised that vandalism has
occurred in Alicia Park and pool areas. The vandalism consisted of marring
of recently poured concrete sidewalks, theft from the pool concession stand,
and debris thrown into the pool. Investigation and reprimand steps will be
conducted by the Commission.
Development of the 1st 1/3 of Alicia Park was reported by Mr. Bice who stated
that the paving of the parking area wouldbe completed September 14, 1961, if
no unforseen problems arose.
Chain Link Fencing Project was held over until the next meeting.

Replacement of a Commissioner was discussed. Filling of the position willbe done
at the next meeting.
Discussion of the Alicia Park Community Building was held. The matter of

financing was previously mentioned above. Steps to bring about construction
were discussed and Mr. Peter Callanan, present at the meeting, advised that
the Commission should first have rough plans drawn for the building so that
a rough estimate could be obtained. These plans will be presented at the
next Commission meeting.
A group consisting of Mr. & Mrs. John Downie & Mr. & Mrs. Ralph Chase were
present representing theCollege View Boys Club, in the matter of obtaining
leased land for use by the College View Boys Club. Mr. Paul Golis was called
to the meeting to assist in discussion. The Boys Club advised they were
desireous of leasing 2 or 3 acres for 2 baseball diamonds. The Club felt
that the 1 ball diamond provided by the Recreation Commission in Alicia Park
was not convenient for their proposed fixture use as the club desires having
a Little League and Pony League Diamond and having both diamonds in function
simultaneously with 1 concession stand serving both. Both The Coiwiission
and Mr. Onl.is felt the solution to this matter would be to locate the Diamonds
in "B" Neighborhood proposed park, which would be over 6 acres. The Commission
requested the Boys Club to furnish specs on the exact area they would need.
The Commission made no committments on the matter at this time.
Mr. Downie requested permission for the Boys Club to use the Swim Pool to
411 sponsor a Skin Diving Program. He advised the program will be handled by
Pacific Divers for people 15 years and older for w2.00, per week, for 5 weeks
beginning mid-October. Mrs. Cochran moved that the Boys Club be allowed to
use the pool to sponsor this activity. Motion was seconded by Mrs. Thiesfeld.
Under New Business;
Planning of the Tiny Tot Area was discussed. Mrs. Cochran advised that a
committee from theRohnert Park Women's Club would be present at the next
meeting to discuss development of the area.
The meeting was adjourned at 10:15 p.m.
