MEETING - CALL TO ORDER/ROLL CALL
Mayor Elward called the joint regular meeting to order at 5:00 p.m., the notice for which
being legally noticed on July 21, 2022.

3. PRESENTATIONS
A. Rohnert Park Cotati Regional Library Update by Commissioner Barbara
Mackenzie. Commissioner Mackenzie spoke about the programs and services offered by
the Sonoma County Library, funding the library receives, the Rohnert Park-Cotati Regional
Library, Friends of the Rohnert Park-Cotati Regional Library, and the Library's collection.
B. Mayor's Recognition: Honoring Larry Roberts and Roland Berard for their
Volunteer Work at the Rohnert Park Senior Center Computer Lab. Mayor Elward

read the recognitions. Vice Mayor Rodriguez presented the recognition to Larry Roberts
and Roland Berard.

A. Consideration of Mayor Elward's Nomination of the City of Rohnert Park's
Representative to the Sonoma County Library Commission for a Four-Year Term
City Manager Jenkins presented this item. Recommended Action(s): Appoint an applicant
serve as the City of Rohnert Park's representative to the Sonoma County Library
Commission for a Four-Year Term expiring August 1, 2026.
PUBLIC COMMENTS: None.
ACTION: Moved/seconded (Elward/Stafford) to confirm Mayor Elward's
nomination of Barbara Mackenzie as the City of Rohnert Park's
representative to the Sonoma County Library Commission.

B. PUBLIC HEARING (Noticed: July 15, 2022): Conduct a Public Hearing under
Water Code section 350 et seq. and Adopt Resolution 2022-086 Declaring a Water
Shortage Emergency, Adopting an Amended 2020 Water Shortage Contingency Plan,
Approving Implementation of Stage 2 Water Shortage Level of the City's 2020 Water
Shortage Contingency Plan, and Rescinding Resolution No. 2021-053. Director of
Public Works Garrett presented this item. Recommended Action(s): Hold a public
hearing, in accordance with Water Code section 350 et seq., and adopt a resolution
declaring a water shortage emergency, adopting an amended 2020 Water Shortage
Contingency Plan, approving implementation of Stage 2 Water Shortage Level of the
City's 2020 Water Shortage Contingency Plan, and rescinding Resolution No. 2021-053.
Public Hearing Opened: 5:50 p.m.
PUBLIC COMMENTS: Joe Guinn spoke about building new homes and motels during a
drought. Dave Soldavini spoke about removing grass from city areas during a drought and
a moratorium on building during droughts. Barbara Mackenzie spoke about the rebates
available and suggested the City help people do zeroscape.
Public Hearing Closed: 5:53 p.m.
ACTION: Moved/seconded (Stafford/Giudice) to adopt Resolution 2022-086.

Replacing Chapter 9.41 of the Rohnert Park Municipal Code (Camping on Public and
Private Property). Director of Development Services Pawson presented this item.
Recommended Action(s): Introduce by Title Only and Waive Reading of
Ordinance No. 969, an Ordinance Repealing and Replacing Chapter 9.41 of the Rohnert
Park Municipal Code (Camping on Public and Private Property)
PUBLIC COMMENTS: Raquel Guinn, Dave Soldavini, Charmaine Padilla, and Steve
Mcculloch spoke about this item.
ACTION: Moved/seconded (Stafford/Giudice) to introduce by title only and
waive reading of Ordinance No. 969. Title read by Assistant City
Clerk Machado.

Mayor Elward declared a recess at 7:09 p.m. and reconvened the meeting at 7:14 p.m.
D. Discussion and Direction Regarding Next Town Hall Meeting. City Manager
Jenkins presented this item. Recommended Action(s): Discuss potential dates for the
next town hall meeting.
PUBLIC COMMENTS: None.
ACTION: By consensus (none opposed), Council directed staff to hold a town
hall meeting on Monday, August 22 at 5:30 p.m.

9. COMMUNICATIONS
Councilmember Giudice requested to add an item regarding reinstating the budget for the
Sister Cities Committee to a future agenda.
ACTION: At the request of the Council, staff is directed to add this item to a
future agenda.
Councilmember Giudice shared that a group of Rotarians through Lone Pine Ukrainian Aid
successfully relocated a Ukrainian family to Rohnert Park.
Councilmember Giudice congratulated Mayor Elward on running a successful meeting
from Belgium.
Mayor Elward thanked Chairman Greg Sarris and the Federated Indians of Graton
Rancheria Tribal Counsel for donating $200,000 to help the unsheltered population.
