1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Elward called the joint regular meeting to order at 5:02 p.m., the notice for which
being legally noticed on August 4, 2022.
Present: Jackie Elward, Mayor
Gerard Giudice, Councilmember
Susan Hollingsworth-Adams, Councilmember
Samantha Rodriguez, Councilmember
Pam Stafford, Councilmember(departed the meeting at 5:46 p.m.)
Staff present: City Attorney Kenyon, Assistant City Manager Schwartz, Director of Public
Safety Mattos, Human Resources Director Cannon, Interim Finance Director L. Tacata,
Director of Public Works Garrett, Homeless Coordinator Quig, Capital Improvement Project
Program Manager Zwillinger, Senior Engineer Brandt Information System Manager Rowley,
Office Assistant Blanks, and City Clerk Lopez Cuevas.
2. PLEDGE OF ALLEGIANCE
Led by Assistant City Manager Schwartz.
3. PRESENTATIONS
A. Mayor's Proclamation: Honoring The LIME Foundation for their support of the
NextGen Trades Academy. Mayor Elward read the proclamation and presented it to Letitia
Hanke, Founder of the LIME Foundation.
B. Presentation by Amy Appleton Regarding Shared Housing and Resource
Exchange (SHARE) Services in Rohnert Park.
Amy Appleton spoke about SHARE housing programs' eligibility, reasons the population
uses the program, and reasons the program started. Ms. Appleton thanked the City for its
collaboration with the program and reminded residents to share information about the
program and share their residences.
4. DEPARTMENT HEAD BRIEFING
Assistant City Manager Schwartz introduced new Human Resources Director Jamie Cannon.

A. City Clerk's Office: Election Matters Update Regarding Nomination Period,
Eligibility and Candidacy.
City Clerk Lopez Cuevas reminded residents that the nomination period is closing Friday,
August 12, 2022 and provided an update regarding election candidates.
5. PUBLIC COMMENTS
Tamara Leepori spoke about beekeeping in the City.
Steve Keith asked who manages the creeks paths and dog waste at Hinebaugh Creek.
Peter Alexander spoke of American truckers, veterans, homelessness, and the genesis.
Karen Hungerford spoke about a video called "Welcome to the reservation" and the genesis.

for Design Services for the A Section/Commerce Boulevard Sewer& Water Line
Replacement Project Phase 2, Project 2022-20 in an Amount not to exceed $257,604
6.E Waive Second Reading and Adopt Ordinance No. 969, an Ordinance Repealing and
Replacing Chapter 9.41 of the Rohnert Park Municipal Code (Camping on Public and
Private Property) (CEQA Status: Exempt from CEQA)
6.F Adopt Resolution 2022-087 Authorizing the Purchase of a John Deere Backhoe for
the Public Works Department not to exceed $180,000, a Budget Amendment for
$10,000 from the Water Utility Fund and $10,000 from the Sewer Utility Fund, and
Authorize the Assistant City Manager to Execute Purchase Documentation
6.G Adopt Resolution 2022-088 Authorizing and Approving the City of Rohnert Park Pay
Rates and Ranges Effective as of July 26, 2022
ACTION: Moved/seconded (Stafford/Giudice)to approve the consent calendar
Motion carried by the following unanimous 5-0-0 roll call vote:
AYES: Giudice, Hollingsworth-Adams, Rodriguez, Stafford and
Elward NOES: None, ABSENT: None, ABSTAINS: None.
Councilmember Stafford departed the meeting at 5:46 p.m.
7. REGULAR ITEMS
A. Discussion and Direction Regarding the Local Road Safety Plan Draft (CEQA
Status: Exempt from CEQA). Capital Improvement Project Program Manager Zwillinger
and GHD Senior Transportation Project Manager Kathryn Kleinschmidt presented this item.
Recommended Action(s): Review and provide comments regarding the Local Road Safety
Plan Draft. Council will consider the approval of the final Local Road Safety Plan Draft at a
future meeting.

PUBLIC COMMENTS: Steve Keith spoke about this item.
The council received the draft and each council member identified additional locations they
would like considered in the plan. Information outlining how individual locations mentioned
by Councilmembers are being addressed will be included in the staff report when the plan
returns for final adoption.
B. Consideration of Designating a Voting Delegate for the League of California
Cities Annual Conference—September 7-9, 2022, Long Beach, CA. City Clerk Lopez
Cuevas presented this item. Recommended Action(s): Appoint a Voting Delegate and an
Alternate Voting Delegate and direct staff to complete the Voting Delegate Form and submit
it to the League of California Cities.
PUBLIC COMMENTS: None.
ACTION: Moved/seconded (Giudice/Adams) to appoint Mayor Elward as the
Voting Delegate and Vice Mayor Rodriguez as the Alternate, and direct
staff to complete the Voting Delegate Form and submit it to the League
of California Cities.
Motion carried by the following 4-0-1 vote: AYES: Giudice,
Hollingsworth-Adams, Rodriguez and Elward NOES: None, ABSENT:
Stafford, ABSTAINS: None.

9. COMMUNICATIONS
Councilmember Giudice informed that the Cotati-Rohnert Park Rotary Club will conduct a
creek cleanup on October 23 and invited residents to join them.

Mayor Elward invited the public to join the Town Hall meeting on Monday, August 22 at
5:30 p.m. at the Library.
10. MATTERS FROM/FOR COUNCIL
Giudice, Adams, and Elward requested staff to add a future agenda item to discuss
beekeeping in the City.
