A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
ADOPTING UPDATES TO THE MANUAL OF STANDARDS, DETAILS AND
SPECIFICATIONS FOR WATER, SEWER,AND BICYCLE PARKING
WHEREAS, the City Council of the City of Rohnert Park adopted the "Manual of
Standards, Details and Specifications" (the "Standards") on January 10, 2006, by Resolution No.
2006-19; and
WHEREAS,the City Council of the City of Rohnert Park adopted updates to the
Standards in 2009, 2010, and 2014; and
WHEREAS,materials and methods for construction continue to approve and updated to
the building codes have also triggered changes in certain materials and installation methods; and
WHEREAS, ongoing development requires that the Manual of Standards be kept up to
date in order to ensure that the design and review process incorporates current best practice; and
WHEREAS, staff is proposing to update the Standards and has reviewed the proposed
modifications with stakeholders in the engineering design and development community; and
WHEREAS, updating and improving the Standards will ensure that new construction is
of the highest quality, thereby minimizing maintenance costs.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert
Park that it does hereby adopt the revised and additional sheets from the Manual of Standards,
Details and Specifications in substantially similar form as attached hereto and incorporated
herein as Exhibits A, B, C and D;

BE IT FURTHER RESOLVED that except as otherwise specified herein, the Manual
of Standards, Details and Specifications shall remain unchanged and in full effect.
BE IT FURTHER RESOLVED that adoption of these revised Standards is exempt
from the application of the California Environmental Quality Act because it can been seen with
certainty that there is no possibility that this action will have a significant effect on the
environment(See CEQA Guidelines, Section 15061(b)(3)).

Please read the following Notice to Users and refer to the City of Rohnert Park, City
Council Resolutions listed below.
NOTICE TO USERS
of the City of Rohnert Park Manual of Standards, Details & Specifications
This Notice to Users is made a part of the Manual of Standards, Details & Specifications
(hereinafter referred to as Standards). Users of these Standards are cautioned that laws,
codes, and regulations are ever-changing and it is the sole responsibility of the User
preparing documents for permitting and/or construction to comply with current State and
Federal Laws, Codes, and Regulations in the preparation of engineering documents.
1.0 Purpose
The purpose of this Manual of Standards, Details & Specifications (Standards) is to
provide minimum standards and requirements to be applied to improvements and private
works to be dedicated to the public and accepted by the City for maintenance or
operations, as well as improvements to be installed within existing right-of-way and
easements. This is necessary in order to provide for the orderly and coordinated
development of required facilities to be used by and for the public. These Standards shall
apply to and regulate the design and preparation of plans for construction of streets, alleys,
drainage, sewerage, street lighting, water supply facilities and other related public
improvements.
1.1 Responsibilities
The responsibilities of the City, Applicant, Applicant's Engineer and/or other User, and
Contractor with respect to administrative implementation of an applicant-initiated or other
project are defined in the following subsections.
The City, the preparer of this document, and the City’s Agents shall be held harmless from
any suit, litigation, or action arising out of compliance by the Applicant, Applicant's
Engineer and/or other User, and Contractor with all applicable State and Federal Laws,
Codes, and Regulations, or application of these standards, details and specifications.
1.2 City Responsibilities
The City will be responsible for the review and approval of Improvement Plans and the
inspection of all public improvements.
1.3 Applicant Responsibilities
The Applicant, as applicable, shall have ultimate responsibility for compliance with
requirements specified in these Standards. The Applicant shall be directly responsible for
administrative requirements including application, submittal of the required Improvement
Plans, bonds and insurance, agreements, and payment of fees. The Applicant shall also be
responsible for performance of the Applicant's Engineer in meeting design standards and
requirements and for the performance of the Contractor in meeting construction-related
requirements.
1.4 Applicant Engineer's or other Users (User) Responsibilities
These Standards presented herein provide requirements for the design and construction of
public improvements and are intended to be the minimum standards. These Standards are
not intended to be a substitute for engineering knowledge, judgment, or experience and
shall be applied by the User as appropriate. Proposed deviations to these Standards shall
be submitted, in writing, to the City Engineer.
All engineering plans, specifications, reports, or other documents (engineering documents)
shall be prepared by or under the direction of a State of California registered civil engineer
and shall be signed and stamped with the registered engineers seal in accordance with State
regulations. An approval signature by the City Engineer on the engineering documents
does not in any way relieve the User of the responsibility to use professional engineering
practices and to meet all requirements of the City. Proposed revisions to the approved
engineering documents are subject to the City Engineers review and approval.
It is the responsibility of the User to determine the applicability of each standard. These
Standards constitute a minimum requirement for general conditions and may not apply to
specific site conditions.
1.5 Contractor Responsibilities
The Contractor shall be directly responsible for the means, methods, techniques,
sequences, and procedures of construction not otherwise required by these Standards and
the Improvement Plans. At all times, the Contractor shall be responsible for compliance
with all governing federal, state, and local laws, ordinances, codes, orders, and regulations
that in any manner affect those engaged or employed on the jobsite, the materials used in
the Work, and the safe conduct of the Work. The Contractor shall also be directly
responsible for the compliance of all finished work with these Standards and the
Improvement Plans.
1.6 CEQA
In conformance with the California Environmental Quality Act (CEQA), all actions by the
City in reviewing, approving, issuing, and inspecting Improvement Plans, construction
permits, and public improvements for applicant-initiated projects shall be deemed
ministerial. It shall be the Applicant's responsibility to comply with the requirements of
CEQA and the requirements of the lead agency, which has approved a development project
or entitlement, including all mitigation measures that may relate to public improvements
under City approval and inspection.
The City, the preparer of this document and the City’s Agents shall be held harmless from
any suit or action arising out of compliance or non-compliance by the Applicant with
CEQA, or performance or lack of performance by the Applicant of any mitigation measure
adopted or required by any local government.
1.7 Interpretation of Specifications and Details
These Standards are intended to serve as one document. This means that the Specifications
and Details contained herein are complementary, and what is called for in one shall be as
binding as what is called for in both. In the event of discrepancies, errors, or omissions
found in these Standards, or should it appear that there is not sufficient detail to perform
the Work, then the User shall promptly submit in writing to the City Engineer a request
for clarification or interpretation.
1.8 Deviations
A request for a deviation from a City standard contained herein must be submitted in
writing to the City Engineer by the User. Such requests shall identify the specific
requirement at issue and state the proposed deviation with supporting technical
information. Deviations shall be prepared by or under the direction of a State of California
registered civil engineer and shall be signed and stamped with the registered engineers seal
in accordance with State regulations.

BICYCLE PARKING DESIGN STANDARDS
I. PURPOSE
To provide for the installation of safe, convenient and secure bicycle parking facilities.
II. DESIGN CRITERIA
A. Unless otherwise approved by the City Engineer bicycle racks shall be inverted-U
style bicycle racks with a height of 32 to 36 inches and wide of 18 to 24 inches.
B. Racks shall be of one piece construction and include a single continuous bend
with an internal radius of 10 inches. Racks shall be constructed of Scheduled 40,
nominal size 1-1/2 inch steel pipe conforming to ASTM A53.
C. Racks shall be fabricated with two 6-inch diameter anchor flanges flush mount
welded to the base of each leg. Each anchor flange shall be 3/16” in thickness and
shall have three mounting holes that are 7/16” in diameter and located 1” from the
outer edge of the flange to allow the rack to affixed to a concrete surface with
anchor bolts.
D. Racks shall be hot-dipped galvanized after fabrication and handfiled to remove
galvanizing flash. Rack coating shall be electrostatically applied polyester (TGIC)
powder coat paint (6-8mils thickness) or PVC coating (15 mils thickness).
E. Rails for multi-U racks shall be 4” wide and of sufficient length to allow for 30”
spacing between inverted-Us.
III. LAYOUT OF BICYCLE RACKS
A. Side-by-side rack placement: Racks, which hold two bikes each, must be 30”
apart from one another, and end racks must have 24” clearance to the sides from
walls or other objects. In addition to space for bikes, the design shall include aisle
that allows bikes to independently access the area.
B. Angle layout (as in car parking stall): If a car parking stall is used for bike
parking, it must be as close as possible to the store entrance. Bollards or other
guarding shall be used to protect bikes from cars.
C. End-to-end (as along a sidewalk or wall): If racks are placed end to-end along a
wall, an access aisle is needed, and racks should be placed 7.5 feet (90 inches) apart. If
along a sidewalk, allow at least 5 feet between racks; racks on the sidewalk should be set
back an additional foot (3 feet total) from the curb, away from car doors.

1.BIKE RACK SUPPORTS FRAME
A bike rack should support the bicycle frame in two places, since most bikes aren't freestanding.
lnverted-U racks work well (see box). Avoid outdated bike racks that only support the bicycle at the
wheel, as these can damage wheels, and are not suitable for secure locking. The popular ribbon or
wave-type rack, when used as designed, only supports a bicycle in one place, leaving bikes susceptible
to falling down or being knocked over.
2.SPACES OF ADEQUATE WIDTH
Most manufacturers still sell outdated bike racks that do not accommodate the very common
mountain-style handlebars (typical width 24").
They often overstate the capacity their bike racks provide. Plan for at least 2 feet wide by 6 feet long per
bike parking space, reflecting bikes' actual size. Multiple side-to-side bike racks should be spaced at
least 30 inches apart. End-to-end racks, as along a sidewalk, should be at least 5 feet apart. Sec page 5
for layout requirements.
3.ACCOMMODATES VARIOUS LOCKS
A bike rack should be able to accommodate U-locks, cable locks, and chains, and allow both the bicycle
frame and wheels to be secured to the bike rack. The geometry of the bike rack should make it easy to
lock to. Also, pipe used to make bike racks shouldn't be too thick (outer diameter of 2 inches max), so a
lock can easily get around both the rack and the bike. U-lock and cable lock.
4.SIMPLE AND DURABLE
A bike rack should have no moving parts. It should be designed to be simple to use with any style or size
of bike. It should also be sturdy and able to be solidly affixed to the pavement. The surface coating
should be maintenance-free, as well as corrosion-and impact-resistant, and non-damaging to bikes'
finish. See page 5 for complete bike rack specifications.
SPECS FOR INVERTED-U RACK
Height: 36" (range 32-36"); Width: 24" (range 18-24")
Shape: Single continuous bend (internal radius 1 O"); one piece construction with straight parallel legs.
Pipe size: 1.9" outer diam., 1.5" inner diam. (ASTM A53 Sched. 40 nominal size 1 -1/2" steel pipe, 0.145" wall
thickness); total length of about 86".
Anchor Flanges: Two 6" diam. circles (3/16" thickness) with three holes (7/16" diam., 1" from outer edge, set at
120-degree angles), flush-mount welded to base of each leg.
Bolts: Secure anchor bolts for affixing to concrete.
Surface: Hot-dipped galvanized after fabrication; hand filed to remove galvanizing flash. Coating: Electrostatically
applied polyester (TGIC) powder coat paint (6-8 mils), or PVC coating (15 mils).
