CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Elward called the joint regular meeting to order at 5:02 p.m., the notice for which being legally noticed on August 18, 2022. Mayor's Recognition: Honoring the Education Foundation of Cotati and Rohnert Park for their Support of Educational Excellence Mayor Elward read the recognition and presented it to the Education Foundation of Cotati Rohnert Park Board President Dan Blanquie, Executive Director and Immediate Past President Vera Blanquie, Teacher Liaison Teresa Ruffoni, Board Member Art Ramirez, Secretary Dr. Silvia Ramirez, and Board Member Barbara Bagileo. Introduction of Kevin Kilgore, Deputy Chief, Department of Public Safety Director of Public Safety Mattos introduced and swore in Department of Public Safety Deputy Chief Kilgore. 3. PRESENTATIONS B. Presentation by Sonoma County Tourism Regarding Business Improvement Area Sonoma County Tourism Board Member Keo Hornbostel, President and CEO Claudia Vecchio, Vice President of Community Engagement Kelly Bass, and Board Member Brian Marchi presented information regarding the Sonoma County Tourism, the benefits their marketing provides for Rohnert Park, the Business Improvement Area(BIA), their proposed change to the BIA assessment, and the process for the City to participate in the Board of Sonoma County Supervisors ordinance amending the existing BIA ordinance. C. Regional Climate Protection Authority Presentation Regarding 2024 Funding Measure for Climate Change Activities Ross Clendenen provided an update on the Regional Climate Protection Authority's progress towards carbon neutrality, the strategies being used to achieve carbon neutrality,the resources needed to achieve carbon neutrality, and shared how people can get involved. 4. DEPARTMENT HEAD BRIEFING B. City Clerk's Announcement of Qualified Candidates for the City Council Election on November 8, 2022 in Rohnert Park and Announcement of Write-In Candidacy Nomination Period. City Clerk Lopez Cuevas announced the names of the qualified candidates for the November 8, 2022 City Council Election in District 1, District 2 and District 5, and the dates for the write-in nomination period, as well as candidate eligibility. 5. PUBLIC COMMENTS Anjalina Wroth spoke about police brutality,the death of Branch Wroth, and police training. Chris Wroth spoke about the death of Branch Wroth. Marni Wroth spoke about a letter she sent to Director of Public Safety Mattos and the City Council and the death of Branch Wroth. Steve Keith spoke about his comment regarding the City's cooperation and coordination with outside agencies made during the Town Hall on August 22 and about providing clarity to residents on policies and new laws. Antonia Wise and Raquel spoke about reopening Mocha Madness on Southwest Boulevard. Peter Alexander spoke about law enforcement suicides and violence against animals. Jim Duffy spoke in support of the Wroth family and spoke about the Public Safety Community Roundtable and the OIR Group. Megan Gordan spoke in support of the Wroth family and spoke about IOLERO, police training, and Measure P. Recommended Action(s): Authorize the Mayor to execute and deliver the City's Response to the Grand Jury report titled"Rohnert Park Department of Public Safety." ACTION: By consensus (none opposed), Council directed staff to return with the analysis of installing GPS tracking in all Public Safety vehicles as soon as it is finished instead of during the Fiscal Year 2022-2023 budget process. Authorize the Mayor to Execute and Deliver the City's Responses to the Grand Jury Report entitled "Affordable Housing: Monitoring and Compliance Who is Watching the Henhouse?" and "Affordable Housing: Past, Present and Future "Do It, or the State Will Do It For You." Housing Administrator Garcia and Planning Manager Beiswenger presented this item. Recommended Action(s): Authorize the Mayor to execute and deliver the City's response to the Grant Jury Reports titled"Affordable Housing: Monitoring and Compliance" and"Affordable Housing: Past, Present and Future." Receive Annual Community Services Facility Use Fee Waiver and Co- Sponsorship Report for Fiscal Year 2021-2022. Director of Community Services Bagley presented this item. Formation of a City Council Casino Expansion Ad Hoc Subcommittee and Mayor's Appointments to the Ad Hoc Subcommittee. City Manager Jenkins presented this item. Recommended Action(s): 1) By motion form an Ad Hoc Casino Expansion subcommittee to work with staff on casino expansion issues, and 2) Mayor to appoint two councilmembers to sit on the Ad Hoc Casino Expansion Subcommittee. Joint Special Meeting of the Rohnert Park Education Committee and Cotati-Rohnert Park Unified School District 2x2x2 Committee Meeting (8/11) Councilmember Giudice stated all the jurisdictions in attendance provided updates. There were five attendees from Sonoma State University (SSU) and they spoke about collaboration and the new direction the University is taking. The SSU attendees invited Education Committee members to attend the convocation, which Councilmember Guidice attended. B. Liaison Reports: 1. Mayors and Council Members' Association of Sonoma County Legislative Committee (8/19) Mayor Elward reported on this meeting. D. Other Reports: 1. Women in Municipal Government (WIMG) Summer Conference (8/10-8/12) Vice Mayor Rodriguez reported on this conference. 2. Mayors and Council Members' Association Board of Directors and General Membership (8/11) Mayor Elward reported on these meetings. 3. Association of Bay Area Government (ABAG) Executive Board (8/18) Councilmember Hollingworth-Adams reported on this meeting. 9. COMMUNICATIONS Councilmember Giudice stated he gave Supervisor Gore and his staff a tour of Rohnert Park, then they went to North Bay Conservation Corps. North Bay Conservation Corps received a $2.5 million grant from the State to employ 88 kids in Sonoma County to implement the Zero Waste mandate. 10. MATTERS FROM/FOR COUNCIL None. 12.
