1968/03/25 City Council MinutesMarch 25, 1968 The Council met this date in special session commencing at 7:15 p.m. in the City Offices, 435 Southwest Blvd., Rohnert Park, with Mayor Pezonella presiding. Call to Order Mayor Pezonella called the meeting to order. Roll Call Present: (3) Councilmen Rogers, Smith and Mayor Pezonella Late: (1) Councilman Buchanan, his time of arrival is specifically noted in the minutes Absents (1) Councilman Roberts Staff Presents City Manager Callinan, Consulting Engineer Hudis File No. 0900 City Manager Callinan reviewed Young America Homes applica- Young America Homes tion for sideyard variances on corner lots in Subdivision 17 -B. Upon motion by Councilman Smith, seconded by Councilman Rogers, and unanimously approved, the Council made the nec- essary findings and granted side yard variances on corner lots in Subdivision 17 -B as requested by Young America Homes. Councilman Buchanan Councilman Buchanan arrived at this point in the meeting, Arrives the time being approximately 7 :20 p.m. Copeland Creek Drain -A discussion was held concerning the Copeland Creek: age Plan Drainage Plan., and the proposed Joint Kxerci se of Powers Agreement, between the City, Flood Control District, and the County of Sonoma. Participating in the discussion were Paul Golis, Art Howard and Allan Forsyth. City Manager Callinan and Engineer Hudis reported on a meet- ing with Sonoma County Flood Control Chief Engineer Gordon Miller concerning the proposed Joint Exercise of Powers Agreement. They also related City Attorney Maxwell's comments concerning the proposed Agreement and Mr. Golis' suggested change in language in the Agreement. Mr. Golis indicated that he and Sonoma Campus Company will submit a letter confirming what they feel is the position of the City concerning the Copeland Creek Drainage Plan to make sure there is no misunderstanding as to how they interpret what is being done, and how it will affect them. Council thought that this was a good idea &n.d suggested to Mr. Golis that he submit the letter. Page -2-- March 25, 1968 Resolution No. 68 -29 A RESOLUTION AUTHORIZING AND APPROVING EXECUTION OF AGREE- MT BETWEEN THE CITY OF ROHNERT. PARK, THE COUNTY OF SONOMA, AIM THE SONOMA. COUNTY FLOOD CONTROL AND WATER CONSERVATION DISTRICT RE COPELAND CREEK DRAINAGE PLAN. City Manager Callinan read the resolution. Upon motion by Councilman Rogers, seconded by Councilman Buchanan, and unanimously approved, Resolution No. 68 -29 was adopted. Public Appearances Mr. Art Howard was recognized and commented concerning the Art Howard proposed assessment distract for tYe development of Copeland Creek. He advised the Council that the first installment of taxes in the El Colegio area had been paid. Mr. Golis T,Ir. Paul Golis was recognized and suggested that the $50,000 that the County is contributing to the Copeland Creek Drain- age Plan be used to construct the bridge which will be re- quired at Snyder Lane and Copeland Creek. A brief discussion followed, upon the conclusion of which the Council requested that the bridge matter be scheduled for discussion at a regular City Council meeting. Election Propositions -A discussion was held concerning the propositions on the April Municipal Election ballot. City Manager Callinan suggested that a mailer be sent out to all residents urging support of the proposition. The Council endorsed Mr. Callinan's suggestion provided there are no legal prohibitions. City Manager Callinan indicated that he would check the mat- ter out with City Attorney Maxwell before proceeding and if necessary would ask one of the local service organizations to pay the cost of the mailers.
