1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING/FOUNDATION MEETING - CALL TO ORDER/ROLL CALL
Mayor Elward called the joint regular meeting to order at 5:03 p.m., the notice for which being
legally noticed on September 22, 2022.

Absent: Pam Stafford, Councilmember
Staff present: City Manager Jenkins, City Attorney Kenyon, Assistant City Manager Schwartz,
Public Safety Director Mattos, Director of Human Resources Cannon, Director of Development
Services Pawson, Director of Community Services Bagley, Director of Public Works Garrett,
Senior Engineer Brandt, Information Technology Analyst Son, Information Technology
Manager Rowley, Office Assistant Mack, and City Clerk Lopez Cuevas.

3. PRESENTATIONS
A. Mayor's Proclamation: Proclaiming October 2022 as Filipino American History
Month. Mayor Elward read the proclamation and presented it to Leah Vallespin, President of
the Sonoma State University Filipino American Association (FAASSU), Emily Coad,
Secretary of FAASSU, Angie Falupe Pimentel, Secretary of the Filipino American National
History Society (FANHS), Josie Quimado, Member at Large of FANHS, and JayJay Rico, Jr.,
Parks and Recreation Commissioner for the City of Rohnert Park.
B. Mayor's Proclamation: Proclaiming October 2022 Dyslexia Awareness Month
Mayor Elward read the recognition and presented it to Ronit Glickman, Board Member of the
Northern, CA International Dyslexia Association and Decoding Dyslexia CA leadership team.

4. DEPARTMENT HEAD BRIEFING
City Manager Jenkins announced that Jerry Griffin passed away and shared memorial service
information. City Manager Jenkins spoke of Mr. Griffin's service in Rohnert Park, most
notably serving as a Parks and Recreation Commissioner for twenty-seven consecutive years,
and that the City named "Griffin's Grove Park," after him.
Mayor called for a minute of silence in honor of Mr. Griffin.

6. FOUNDATION BOARD AND CITY COUNCIL CONSENT CALENDAR
6.A Acceptance of Report from Finance Department:
City Bills Demands for Payment dated September 7 through September 22, 2022
6.B Waive Second Reading of and Adopt Ordinance No. 970, an Ordinance of the City
Council of the City of Rohnert Park amending Section 9.41.030 and 9.41.040 of the
Rohnert Park Municipal Code to enact additional provisions regarding Camping on
Public Property
6.0 Adopt Resolution 2022-097 Amending Appendix A: Designated Positions of the City
of Rohnert Park Conflict of Interest Code
6.D 1. Adopt Resolution 2022-098 Amending the FY 2022-23 Capital Improvement Plan
(CIP) Budget to Add Autonomous Fire Watch System Project (CIP2304) with a Project
Budget of$226,783.40, Funded by $152,837.25 in Hazard Mitigation Grant Program
Funds and $73,946.15 from the Infrastructure Reserve Fund
2. Adopt Resolution 2022-099 Designating Authorized Agents for Disaster Financial
Assistance and Grant Programs Administered by the State of California Governor's
Office of Emergency Services (CalOES)
6.E Authorize the Assistant City Manager to Execute a Consultant Services Agreement
with Websoft Developers, Inc., in the amount of$118,800 for the Mobile Maintenance
Management Software (MobileMMS) Program Implementation
6.F Adopt City of Rohnert Park Foundation Resolution 2022-003 to Authorize the Rohnert
Park Foundation to Appropriate $56,172.48 for the Fireworks Replacement Funding
Grant Program

Disclosure of potential conflict of interest:
Councilmember Hollingsworth-Adams stated that she is recusing herself from Item 7.A.
because it has a potential financial conflict of interest with her business.
Councilmember Hollingsworth-Adams departed the meeting at 5:31 p.m.
7. REGULAR ITEMS
A. Consider Adopting a Resolution Authorizing a Budget Amendment for Expenses
to Address Impacts of Homelessness and Discussion and Direction to Staff Regarding
Options for Rohnert Park Department of Public Safety Temporary Satellite Office. City
Manager Jenkins presented this item. Recommended Action(s): Not to pursue a lease for a
satellite office and adopt Resolution 2022-100 Amending the FY 2022-23 Budget to
Appropriate $155,000 to Fund Officer Overtime, Vehicle Support to the COPS Sergeant, and
Fence Hardening to Respond to Homelessness.
PUBLIC COMMENTS: Steve Keith spoke about this item.
ACTION: Moved/seconded (Giudice/Rodriguez)to move forward with Staff's
recommendation to not pursue a lease for a satellite office and adopt
Resolution 2022-100.
Motion carried by the following 3-0-1-1 vote: AYES: Giudice,
Rodriguez and Elward NOES: None, ABSENT: Stafford, ABSTAINS:
Hollingsworth-Adams.
Councilmember Hollingsworth-Adams returned to the meeting at 6:00 p.m.
B. PUBLIC HEARING (Noticed on September 16, 2022): Adopt a Resolution
Approving Associate Membership in California Enterprise Development Authority
("CEDA") and Form of Associate Membership Agreement, Conduct a Tax Equity and
Fiscal Responsibility Act (TEFRA) Public Hearing for Issuance of$7,000,000 of CEDA
Tax-exempt Conduit Obligations for the Benefit of United Cerebral Palsy of the North
Bay, Inc. ("UCPNB"), and Adopt Resolution Approving the Issuance of Tax-exempt
Conduit Obligations for Benefit of UCPNB. Assistant City Manager Schwartz presented this
item. Recommended Action(s): 1) Adopt Resolution 2022-101 Approving Associate
Membership by the City of Rohnert Park in the California Enterprise Development Authority
and the Execution of an Associate Membership Agreement Relating to Associate Membership
of the City in the Authority; 2) Conduct a public hearing under the Tax and Equity Fiscal
Responsibility Act ("TEFRA") in connection with the proposed issuance of tax-exempt conduit
obligations by the California Enterprise Development Authority ("CEDA"), a joint exercise of
powers authority and public entity of the State of California, in an amount not to exceed
$7,000,000, to (a) finance, refinance and/or reimburse to the Borrower for the cost of
acquiring, constructing, renovating, remodeling, installing, equipping and furnishing the
facilities located at 6591-6599 Commerce Boulevard, Rohnert Park, California 94928, and (b)
pay certain financing costs and costs of issuance in connection with the issuance of the
Obligations; and 3) adopt Resolution 2022-102 Approving the Issuance by the California
City of Rohnert Park Foundation Board Special Meeting and Joint Regular September 27,2022

Enterprise Development Authority of not to Exceed $7,000,000 Aggregate Principal Amount
of the California Enterprise Development Authority's Revenue Obligations for the Purpose of
Financing, Refinancing and/or Reimbursing the Cost of Acquisition, Construction, Installation,
Equipping And Furnishing of Certain Facilities for the Benefit of United Cerebral Palsy of the
North Bay, Inc. and other related matters.
ACTION: Moved/seconded (Hollingsworth-Adams/Rodriguez) to adopt Resolution
2022-101.
