The - Council of .the ;.City of Rohnert Park met
this date in special-session commencing at
-5:00 p.m .in the City Offices, 6750 Commerce
Boulevard, Rohnert Park, with Mayor Flores
presiding.
Calt'to`arder Mayor Flores called the special meeting to
order at 5:15 p.m.,
Roll Call Presents (4) Councilmen Beary, Hopkins,
Roberts, and Flores
Absent: (1) Councilman Smith, Mayor Flores
noted that Councilman Smith was
absent due to his employment.
Staff Present:; City•Manager Callinan
Mayor Flores noted that he had called the
` special meeting to .discuss the gasoline
situation;, °had .extended an invitation to
the service station operators in the area and
was pleased to see so many of them in attend-
ance
Mr. Fred Andreol,:,7081 Adrian Drive, of Fred's
Union,Service.was,;recognized as the spokesman
for the service :station operators. He advised
the operators had met the day before and had
a plan they would like to try; i.e. all statior
opening at i :_00 a .m. Monday through Friday to
accommodate the.commuters with the exception
of two.stations which would be opening at 6:00
a.m. He explained that contact had not been
made with Comstock's Chevron or Fast Gas but
thought they would go along with the plan.
He also noted that the Phillips 66 station in
Cotati. preferred to keep odd hours.
A,lengthy discusson,followed during which it
was brought.out that no five (5) gallon cans
would be filled, but one (1) gallon cans for
use jn -lawn mowers would be filled;, too many
customers were "topping" their tanks, station
allotments being based on 1972 figures and
general matters
At the request of Mayor Flores, City Manager
°Callinan read Resolution No. 74 ®24 adopted
at•the February 19th meeting and also read a
resolution .similar to one adopted by the
Snnoma:County ,Board of Supervisors earlier in
the day. General discussion followed with rep-
resentatives of Park Plaza Texaco, Rohnert Par):

Gulf, Fred's Union Service and others partici-
pating. The station operators indicated they
would try the early:'opening with most stations
being open at the same time on March 1 and 4
and if it did`not' work out then the odd -even
plan would be considered.
Mr. Lyle Amlin of the Rohnert Park - Cotati
Clarion, offered 'to run a full page`•ad as a
public service which would give the service
station hours for Rohnert Park and Cotati.
City Manager Callinan instructed Sgt. Holmes
of the Public Safety Department to provide
- manpower as necessary to direct traffic when
the stations are open.
Mr. Art Hollingsworth, representing the
Chamber of Commerce, offered the services of
the Chamber with a telephone answering service
for citizens wishing to know which stations
are open and also offered the use of the
Chamber's mimeograph machine for reproduction
of notices to citizens.
General discussion followed regarding problems
of citizens, station operators, Federal
Energy Office` regulations and the like, with
Reba 'Roberts, Jim Brog of Rohnert Park Gulf,
Paul of Park Plaza Texaco, and Mac Hubley par-
ticipating.
Councilman Seary initiated a discussion con -
cerning the possibility of using school buses,
when not in use`by the schools, to transport
people within the city to be supported with
- - city funds. General discussion followed with
Supt. of public Works Wiggins participating.
Mayor Flores noted that Cotati Chief of Police
Tom Gray was present and asked if he had any
comments Chief Gray commented that one of
the big problems seemed to be people "topping"
their tanks and therefore the Cotati City
Attorney had been requested to look into the
possibility of enacting an emergency ordinance
that would prohibit the purchase of less than
six gallons of gasoline. Discussion followed
with Fred Andreoli participating.
Ire Andreoli stated for the record that none
of the service station operators in the area
had received any information or directives
from any government office, oil company or
dealer.

Adjournment There being no further business, Mayor Flores
adjourned the meeting at approximately 6:00
p.m. to Thursday, February 28 at 7:30 p.m.
