(3)' Councilmen Heary, Hopkins, and ;Flores Absent,: (2) Councilmen Roberts and Smith Staff.,Prdsent City Manager Callinan and Superintendent of,Public Works Wiggins Mayor Flores noted that this public nearing was scheduled to discuss the project report for the Laguna Plant Interceptor, Project 1973;2;,..( "Project Report for Construction of: Water Pollution Control Facilities -1973" pre- pared by Yoder ®Trotter ®Orlob & Associates dated February 1973) that it was an informal hearing, that there would be a statement of the project objective, cost comparisons for each, of the alternate plans, and the engineers for the. project, Yoder®Trotter-Orlob £ Associates, would submit a recommended plan for.consideratic with the .expectation, that more public hearings would be held on , =che matter. He asked for an indication -of those wishing to speak and explained that they might speak from their seats: if ;they would stand and speak loudly in order to be ;heard. City Manager Callinan explained that the guidelines.required.this to be an informal hearing; and encouraged people to speak. He further,explai.ned. that the court reporter was present to compile an accurate record of the .hearing; noteo''that notice of the public hear - ixag had been given in the Press Democrat and the,,Rohnert.Park- Cotati Clarion as well as mailed to agencies,organizations, and indi- viduals having an interest in the project. He advised that comments should be directed to, the, economics environmental or social aspects of the project report being considered. Mr. Callihan introduced Mr. Carlton Yoder, Mr..Harold Welborn and Mr. Dick Soennichsen -:of, Yoder - Trotter -Orlob & Associates, project engineersa': Page 2. February 25, 1974 Mr. Soennichsen reviewed the project report. The text of his presentation is set forth in the transcript of the hearing which is on file. ,. g1ty'Manager Callinan read a letter dated February.25; 1974 from the Rohnert Park News signed by Paul Golis and an editorial to be printed in the February 28th edition of..the Rohnert Park News, copies of which'' ar`e `&n file . Mr. Paul Golis, Mr. Maurice Fredericks,,242 Alden Avenue, Mr. Karney Barberian'of the Sonoma County Construction Industry Associa- tion, Mr. William Kortum, Mr. Jim Groom, Mr. Lloyd Harwood of >.the Farm Advisor's Office, Mr. David Eck, 7075 Adele Avenue, Mr. Earl Holtz of the Farm Advisor's Office were all recognized and spoke to the matter. Their comments, as well as those of staff and the project engineers, are contained in the trans - cript of the hearing which is on file. There being no one else desiring to be heard, Mayor Flores declared the public hearing closed. Recess Mayor Flores declared a recess at approximately 9:35 p.m. Reconvene Mayor Flores reconvened the meeting at approxi- mately 9:50 p.m. with Councilmen Beary, Smith, and Flores present. Car Pooling Mayor Flores advised that subsequent to the 5:00 p.m: meeting he had a discussion with Mr.: Art Hollingsworth of the Chamber of Commerce, and Don Kite of Rancho Cotate High School concerning establishing a car pool ser- vice. He indicated that the Chamber of Com- -merce would take basic information from resi- dents interested in car pooling, such as locations, hours of departure and return, and the like; and that there would be additional information on the matter at the February 28th adjourned Council.meeting. He advised that it was the goal of the concerned parties that the program could be started by March 5. Campaign Statements -- General discussion was held regarding the New Disclosure Law campaign statements required to be filed March 1 and also the new Conflict of Interest and Disclosure law. Bus Service Councilman Smith read a letter dated February 19 from Dale Luehring, Golden Gate Bridge, Page 3. February 25, 1974 Highway and Transportation District, regarding improved bus service. A brief discussion followed. Population Figures City Manager Callinan advised he had called for Grant Funding a meeting of City Managers and representatives from the County to discuss the population pro- jections being used by the State for grant funding purposes; and that ABAG representa- tives had indicated that if something could be worked out at the local level they would assist in trying t-o have the population projections changed to more accurately reflect actual situations.
