1974/03/25 City Council MinutesROHNERT-PARK QITY COUNCIL MINUTES March 25, 1974 The Council of the City of Rohnert Park met this;,dAte in adjourned regular session in the City Council Chambers, 6750 Commerce Boulevard, Rohnert Park, with Vice-Mayor Smith presiding. Call to Order Vice"Mayor Smith called the adjourned regular session to. order at approximately 7:15 p.m. Roll Call Present: (3) Councilmen Eck, Flores, and 'Smith Late: (1) Councilman Hopkins Absent,: (1) Mayor Beary Staff Present. City Manager Callinan Others Present: See sign-up sheet attached to the original copy of the minutes. Rohnert Park-Cotati Vice-Mayor Smith opened the work session on the Area Transit Transit Feasibility Study prepared by Kaiser Feasibility Study Engineers. He introduced Mr. Kris Kristensen, the Project Director, ctor, who explained how the study was conducted., Councilman Hopkins Councilman Hopkins arrived during Mr. Kristen- Arrives sents remarks, tie time being approximately 7:16 p.m. Mr. Paul`C- Krueger of Kaiser Engineers was recognized'an� I d made some comments and expla- nations concerning the Transit Feasibility Study. Discussion followed with the Council members, City Manager Callinan, and the following indi- v I iduals taking part: Don Head, Rand Link,_ Bryce Suderow, Cotati Councilmembers Annette Lombardi, Steve Laughlin, Allen Stansbury, and Gregory Fearon. Discussion included the Transit Feasibility Study, transportation in general-, use of SB325 Funds, and various philosophical expressions concerning trans- portation. Upon motion of Councilman Flores, seconded by Councilman Hopkins, and unanimously approved, the presiding officer of the meeting was authorizeud to designal.- +r.7^ rn-in onmmittrze from the Council to meet with City of Cotati reDresentatives concerning the Transit Feasi- b . ility.Study and report back on the results Page 2• March 25, 1974 of the meeting concerning the Possibility of a joint program. Vice-Mayor Smith appointed Councilmen Eck and Flores to be said committee. City Manager Callinan explained the.proposal received from Gary Sterner for th' e operation Of a bus line through the community. Copies of Mr.,Sterner's Proposal had been previously .Provided to each member of the Council. Dis- cussion followed concerning the advantages and disadvantages of the routing proposed by Mr. Sterner. Councilman Hopkins made a motion to approve Mr. Sterner's proposal for a one month trial basis At the end of which time Mr. Sterner would report back with an evaluation. Said motion was seconded by Councilman Flores. Considerable discussion was held concerning the pros and cons of the routing suggested by Mr. Sterner and 'the implem' entation of the ser- vice. Participating.in the discussion, in. Addition to the, :Councilmembers, were Mr. Sterner, Rand Link, Mr. Walter Laabs, and Mr. Gregory Fedron. Councilman Hopkins' motion failed to-pass by the following roll call vote: AYES: (2) Councilmen Flores and Hopkins NOES:, (2) Councilmen Eck and Smith ABSENT: (1) Councilman Beary Councilman Hopkins then made a motion that those who voted against the implementation of Gary Sterner's proposal be appointed as a com- mittee of two to study the matter and come back with anew proposal. Said motion was Golf Course Promotion seconded,by Councilma* Smith and after dis- cussion, was passed by a unanimous voice vote. Vice-Mayor Smi - th appointed Councilman Eck to work with Gary Sterner and City Manager Callinan to come up with a revised proposal for bus service. Vice-Mayo'r Smith reported on the meeting that he And City Manager Callinan had with Mr. Levinger of'Levinger & Associates. March 25, 1974 beneficial for a wide variety of reasons. Discussion followed during which City Manager Callinan indicated that the ads had been handled by city staff in the past and that the staff was suggesting the engagement of Levinger & Associates who could do a much better job and more effective job of ad place- ment than that done by the city staff. Councilman Flores made a motion to authorize engaging Levinger & Associates and to commit the funds for the proposed newspaper adver- tising program. Said motion died for a lack of second. Golf Course Holes A brief discussion was held concerning the 4 and 6 condition of holes 4 and 6 where they are traversed by Hinebaugh Creek. City Manager Callinan indicated that he had serious reser- vations about the Council's action in suggest- ing that some $90,000 be spent to repair the creek improvement through the golf course. He indicated that he would schedule the matter for discussion again at the next regular Council meeting and would be discussing the matter with other staff members again and would come in with a more economical and realistic program.
