July 8, 1974
The Council of the City of Rohnert Park met this date in
adjourned regular session commencing at 4:00 p.m. in'the
City Offices, 6750 Commerce Boulevard, with Mayor Beary
presiding.
Present: (3) Councilmen Eck, Hopkins, and Mayor Beary
Late (1) Councilman Flores (his time of arrival is
specifically noted in these minutes)
Absent: (1) Councilman Smith
Staff present for all or part of the meeting:
City Manager Callinan, Assistant to the City Manager
Albright, Parks and Recreation Director Pekkain,
Director of Public Safety Dennett, Golf Course Supt,
Singh, Finance Director Sheehan, Supt. of Public Works
Wiggins, and Planning Director Skanchy.
Commission representatives present for all or part of
the meeting were Mr. Ron Fori, Parks and Recreation
Commission; Mrs. Dietz, Mrs. LaVoie, and Mrs. Schmidt,
representing Cultural Arts.
1974 -75 Proposed Budget A review of the Proposed Budget submitted by City Manager
Callinan for 1974 -75 was commenced.
Cultural Arts City Manager Callinan reviewed the proposed budget for
Cultural Arts and the budget request of the Cultural Arts
Commission. Discussion was held between the Council and
Cultural Arts Commission and Corporation representatives
who were present.
,upon motion by Councilman Hopkins, seconded by Councilman
Eck, tentative approval was given to the Cultural Arts
budget for 1974 -75.
Parks and Recreation City Manager Callinan reviewed the Parks and Recreation
proposed budget for 1974 -75. Discussion followed between
the Council, Parks and Recreation Director Pekkain, and
Parks and Recreation Commissioner Ron Fiori.
<;• Upon motion by Councilman Hopkins, seconded by Councilman
Eck, and unanimously approved, tentative approval was
_given to the proposed budget for Parks and Recreation
for 1974 -75,
In giving tentative approval to the Parks and Recreation
section of the budget, the Council indicated that even
though it approved the budget with the automatic water
control for Benecia Pool contained therein that it wanted
the matter checked out further before acquisition of the
equipment.

Councilman Flores,arrived at this.:-point in the meeting,

General.Government
'City Manager Callinan explained the General Government
section of the proposed budget. Discussion followed con-
cerning this section of.the budget including discussion
concerning the best section in the budget to charge the
,,cost for the social events sponsored for the Volunteer
Fire and Police Auxiliaries, Planning Commissioners, and
annual employees party.,
City Manager Callinan indicated that under the Planning
,budget an additional line item would be shown for Pro -
fessional Services with no amount shown, but that costs
would be incurred for consultants engaged to prepare
Environmental Impaict Reports.g although any expenditures
made in this category would be offset by revenues that

A lengthy discussion`` was held concerning the amount bud-
geted under Non- �Departmenial. .for the Chamber of Commerce.
City-Manager Callinan indicated that under the Non -
Departmental Insurance category that an additional line
would be added' for miscellaneous to include costs for
title insurance on property acquisitions and miscellaneous
insurance costs incurred during the year.
Upon motion by Councilman Hopkins, seconded by Councilman
Eck,:and unanimously approved, tentative,approyal was
given to the General Government Budget for 1974 -75.
Public Safety
City Manager Callinan reviewed the proposed 1974 -75 budg-
et'for Public Safety. Discussion followed with the
Council and.Director, of Public Safety Dennett partici-
pating.
Interest was expressed by the Council in having the
city enact a spaying and neutering program for animals.
The Council also indicated an interest in having Public
Safety Officers periodically make appearances at the
Community Center during functions there, especially dura
g meetings of sen
ing meetings of senior citizens: The Council indicated
it felt this would be important.for public relations for
the department and also to stop harassment of such groups
by youngsters in the community.
General discussion was held concerning Public Safety
operations in general and the.Public Safety concept being

Upon motion by Councilman Flores, seconded by Councilman
Hopkins, a.nd:unanimously approved, the proposed 1974 -75
budget for Public Safety was given tentative approval.

Building Inspection City Manager Callinan reviewed the proposed Building
Inspection budget for 1974 -75. A brief discussion fol-
lowed.
Upon motion. by Councilman Eck, seconded by Councilman
Flores, and unanimously approved., tentative approval was
given to the proposed 197' -75 budget for Building
Inspection.
City Manager Callinan reviewed the proposed Public Works
budget for 1974 -75. Discussion followed with the Council
and Supt. of Public Works Wiggins participating.
Upon motion by Councilman Hopkins, seconded by Councilman
Eck, and unanimously approved, tentative approval was
given to the Public Works proposed budget for 1974 -75.
Health, Library,Youth City Manager Callinan review �l the Health th c

Library Services and Youth Advisory Panel budgets. A
brief discussion followed.
Upon motion by Councilman Hopkins, seconded by Councilman
Eck, and unanimously approved, tentative approval was
given to the Health Services, Library Sevices, and Youth
Advisory Panel proposed budgets for 1974 -75.
Golf Course City Manager Callinan reviewed the proposed budget for
the golf course for 1974 -75. Discussion followed with the
Council and Golf Course Supt. Singh participating.
The Council indicated that it wanted something done to
improve the restrooms on the golf course and also the
restrooms in the club house area. It was suggested by
the Council that the restrooms in the club house should
receive immediate attention to upgrade it so as to make
it a much more pleasant place. Staff indicated it would
follow up on the matter promptly.
Discussion was held concerning the automatic sprinkler
system being installed in a portion of the golf course
in the hope that it would work satisfactorily, then hope-
fully the remainder of the course could be converted to
automatic type sprinklers.
Upon motion by Councilman Hopkins, seconded by Councilman
Eck, and unanimously approved, tentative approval was
given to the proposed golf course budget for 1974 -75.
Revenue Sharing City Manager Callinan reviewed the Federal Revenue
Sharing Funds Recap sheet contained in the budget. A

Federal Revenue Sharing funds.
Gas Tax and TDA City Manager Callinan reviewed. the Gas Tax Funds Budget
and the Transportation Development Act Funds budget.

Upon motion by Councilman Hopkins, 'seconded by Councilan
Flores, and unanimously approved, tentative approval was
given to the Gas Tax Funds budget and the Transportation
Development Act Funds budget for 1974-75.
Adjournment Discussion was held concerning wheri`to continue the
budget review. It was decided that the Council would
meet again at 4:00 p.m. on Thursday. The meeting was
therefore adjourned at approximately,8 00 p.m. to Thurs-
