Call to Order Mayor Hopkins called the meeting of the adjourned regular session -to order at approximately 3010 p.m. Present: (5) Beary, Carbone, Roberts, Stewart (her time of arrival is specifically noted in these minutes), Hopkins Absent: (0) None Staff present for all or part of the meeting: City Manager Callinan Finance Director Charbonneau Director of Public Works /City Engineer Brust Others present for all or part of the meeting: John Burgess, KSRO Lyle Amlin, Cotati - Rohnert Park Clarion Linda Joy Finley, Cotati-Rohnert Park Times Mike McCoy, Press Democrat Adria -Ann McMurry, Argus Courier John Trumbo, Cotati-Rohnert Park'Clarion Proposition 13 City Manager Callinan gave an overview of how the city's budget and operations would be affected by the passage of Proposition 13, i.e. Jarvis -Gann initiative. He informed that the 1978= -79 Proposed Budget would provide for no additional employees, that is maintaining the city's present work force, and no additional programs. He explained that requests for capital expenditures had been kept to a minimum and that grant funds for the Traffic Safety program would cease, and some services reduced, but not noticeably so. Councilman Stewart Councilman Stewart arrived at this point in the Arrives meeting, the time being approximately 3 :17 p.m. Discussion followed. Cotati Sewer City Manager Callinan provided each member of the Agreement City Council with copies of a worksheet prepared by the City Engineer Brust (a copy of which is attached to these minutes) which indicates that Rohnert Park will have a deficiency in sewer capacity if it agreed to supply Cotati with its request. Discussion followed between City Council members, City Manager Callinan and Director of Public Works /City Engineer Brust. Page 2 ! June 20, 1978 Mayor Hopkins Leaves and Returns Mayor Hopkins left the Conference Room during the above discussion at approximately 3:30 p.m. and returned gat" proximately 3 :33 p.m. The'City Council, after further discussion, recommended that the City's projected deficiency in sewer capacity be adjusted by reducing by one - half both the -City of Cotati "s and Sonoma State College's request for sewer capacity.
