Mayor Hopkins called the meeting of the adjourned regular session to order at approximately 12:05 p.m. Present: (3) Councilmen Beary, Carbone and Hopkins Late: (2) Councilmen Roberts and Stewart (whose time of arrival is specifically noted in these minutes) Absent: (0) None Staff present for all or part of the meeting: City Manager Callina Finance Director Charbonneau Others present for all or part of the meeting: Bonnie Bard, Independent Journal Mike McCoy, Press Democrat John Trumbo, Rohnert Park•- Cotati Clarion City Manager Callinan initiated a discussion with the concerning the Memorandums of Agreement between the Council County Organization of public Employees and Sonoma Officers Association and the City and subsequent estaterlegisCe lation implementing Proposition 13 which place a restriction on raises to employees of any agency desiring an allocation from state surplus. It was the consensus Of the Council that it would ratify the agreements even though it meant the state's surplus and that dis giving up any allocation from cussion relative to ratifying the Memorandums of Agreement with SCOPE and RPPOA would be deferred to later in the meeting.
