Mayor Hopkins called the meeting of the adjourned regular
session to order at approximately 12:05 p.m.

City Manager Callinan initiated a discussion with the
concerning the Memorandums of Agreement between the Council
County Organization of public Employees and Sonoma
Officers Association and the City and subsequent estaterlegisCe
lation implementing Proposition 13 which place a restriction
on raises to employees of any agency desiring an allocation
from state surplus.
