MEETING - CALL TO ORDER/ROLL CALL
Mayor Elward called the joint regular meeting to order at 5:00 p.m., the notice for which
being legally noticed on October 6, 2022.

3. PRESENTATIONS
A. Mayor's Recognition: Honoring Rohnert Park Rebels U8 Black Team Winning 4
Championships
Mayor Elward presented the recognition to Rebels U8 Black players and coaches.
B. Mayor's Proclamation: Proclaiming October 10, 2022 as Indigenous People's Day
Mayor Elward acknowledged the Indigenous Peoples' of Rohnert Park and Sonoma County
and presented the proclamation to Lorelle Ross, Vice Chair, Federated Indians of Graton
Rancheria and Patricia Miraz, Member at Large, Federated Indians of Graton Rancheria.
4. SSU STUDENT REPORT

5. DEPARTMENT HEAD BRIEFING
A. Halloween Carnival with Dia de los Muertos Celebration and The Haunt Update by
Director of Community Services Bagley
Director of Community Services Bagley shared the Halloween Carnival with Dia de los
Muertos Celebration will be on Saturday, October 29. The event will have live performances,
exotic animals, carnival games, a hypnotist, haunted maze and community altars. This event
is in partnership with the Latino Alliance and Cotati-Rohnert Park Unified School District
Outdoor Education Program.
Director of Community Services also shared there will be a haunted maze at the Performing
Arts Center called The Haunt. This event will serve as a fundraiser for the Performing Arts
Center.
B. Sunrise Soccer Field Use by Permitted Groups Update by Director of Public Safety
Mattos
Director of Public Safety Mattos shared an update on unpermitted users pushing permitted
groups off of the soccer field. Public Safety visited the field during the permitted times,
spoke with coaches, and spoke with unpermitted groups to inform them of the municipal
code requirements. Director of Public Safety Mattos reported the permitted groups have seen
a significant improvement and have not had issues with unpermitted groups using the field
during the reserved time.
6. PUBLIC COMMENTS
Steve Keith spoke about public engagement during council meetings and preference for the
town hall meeting format.
Peter Alexander spoke about planting organic seeds, unthanksgiving on Alcatraz Island,
Leonard Peltier, and John Trudell.
Karen spoke about celebrating Indigenous People's Day and about learning about the history
of land being taken from Native Americans.

Amount Not-to-Exceed $152,665 and Authorize the Finance Director to Increase
Appropriations for the Parks and Recreation Master Plan Update Project No. 2022-12

A. Update Regarding the Sister Cities Relations Committee Student Exchange
Program Budget
Director of Community Services Bagley and Community Services Supervisor Foley
presented this item. Recommended Action(s): Receive an update from staff regarding
funding for the Sister Cities Relations Committee student exchange program.

B. Discussion and Direction Regarding Amendments to the Park and Facility
Reservation and Use Policy Handbook and Municipal Code, and Recreation Facility
Use Fee Schedule in Response to Increased Trash and Damage to City Parks from
Increased Picnic Area Use
Director of Community Services Bagley and Community Services Analyst Morgan presented
this item. Recommended Action(s): Receive a report and provide staff with direction
regarding amendments to the Park and Facility Reservation and Use Policy Handbook, and
Recreation Facility Use Fee Schedule, and municipal code in response to increased trash and
damage to city parks from increased picnic area use.
PUBLIC COMMENTS: Steve Keith spoke about this item.
ACTION: By consensus (none opposed, Councilmember Giudice absent), Council
directed staff to return to a future City Council meeting with a resolution
to adopt the changes to the Use Policy and Fee Schedule, and amend the
Fiscal Year 2022/23 budget to increase appropriations for part-time
staffing and fuel costs in the amount of$5,495.
C. Update on City Council Strategic Priorities for 2021-2022
City Manager Jenkins presented this item. Recommended Action(s): Receive an update on
progress addressing the City Council Strategic Priorities for 2021-22.
