June 13, 1977
The City Manager, Peter M. Callinan, acting in the capacity
of Rohnert Park's Chief Administrative /Executive Officer,
met this date with various interested residents in the City
Offices, 6750 Commerce.Boulevard, Rohnert Park, in order
to obtain_.input concerning Federal Revenue Sharing funds
expenditures.
Call to Order
City Manager Callinan called the meeting to order at approxi-
mately 6:35 p.m.
Attendance
Present for all or part of the meeting: City Manager Callinan
Councilman Eck; Councilman Roberts, Betty Fredericks, Mary
Stewart, Alice Wells, and Mike McCoy of the Press Democrat.
Public Hearing
City Manager Callinan explained the purpose of conducting

'ments under the Federal Revenue Sharing Program. He informed

that the City anticipated receiving $130,627.00 for the
period from January 1977 to September 1977. Mr. Callinan
I oted that general revenue sharing funds had been used
for such projects as the Rohnert Park Junior High ballfield
lights, animal control shelter, public library, security
fencing around the Public Safety Building, automating sprink-
lers at Benecia Park, and various other projects.
City,.Manager Callinan declared the public hearing open and
invited comments from members of the audience.
Mrs. Alice Wells, 7429.Callecita Court, was recognized and
asked how long the entitlement period would be and how mu ^.h
revenue would be derived from the General Revenue Sharing
Program.
City Manager Callinan estimated that approximately $600,000
had been received over a three year period, or approximately
$200,000 per year, this year's allotment being $130.627.
Mr. Wells recommended that funds-be used for a recreation
and community center complex.
Mrs.. Mary Stewart,;578 Lorraine Court, was recognized and
informed that she had contacted other residents of "L"
Section and that the following comments were made concerning
use of revenue sharing funds 1) give a raise to volunteer
firemen (equipment maintenance men, 2) how far could appro-
priated furls go towards a school, 3) developing a swimming
pool in 91L" neighborhood. Mrs. Stewart expressed that she
would like to see a cultural.arts center constructed with
funds received.*
Mrs. Betty Fredericks, 242 Alden Avenue, was recognized
and questioned Mr. Callinan concerning receipt of approxi-
mately $900,000 under the Public Works Act of 1976 for a
recreation and community center.

Discussion continued concerning combining Public Works Act
monies with general revenue sharing funds in order to con-
struct the recreation and community center complex whose
estimated cost would be $1.5 million.
Mrs. Fredericks.also noted that many residents had expressed
interest in having a swimming pool in""L" Section.
City Manager Callinan explained that development of the
recreation and community center complex would include a
large (60 meter) Olympic size swimming pool. Discussion
followed regarding the possibility of a,.large community
pool aiding in keeping youngsters off the streets and master
plan for development of the recreation center.
City Manager Callinan explained that the Federal government
had changed its fiscal year from October to September, there-
fore, having an entitlement period covering January to Septem-
ber, he also'noted that Title 9 of the Federal Revenue
Sharing Program was for $222,000.
Mrs. Wells again reiterated that the revenue shairng funds
should be used for a recreation and community center.
Mrs. Fredericks initiated a. discussion concerning provision
for a full -time Planning Director. Mr. Callinan informed
that consideration was being given for same in the proposed
1977 -78 Budget,
Mrs.:Fredericks:.expressed concern about the number of resi-

that a full -time planning director could prepare a study
regarding same. She also questioned if Southwest Boulevard
would be improved out to the Northwestern Pacific Railroad
tracks and north to Rohnert.Park Expressway.
City Manager Callinan_ explained that she City had ,wade appli-
cation for the improvement of Southwest Boulevard under
the Public Works Act'but dial not receive funding for same.
City Manager Callinan, at Mrs. Elain Trowbridge °s request,
6039 Elsa Avenue, generally explained the Federal npnpral
Revenue Sharing Program and funds derived from same.
Mrs. Trowbridge questioned whether or not the recreation
and community center project, as partially funded by the
Public Works Act, would have to commence construction prior
to receiving general revenue sharing funds.
City Manager Callinan explained the Public Works Act.
There being no one further desiring to speak and no written
communications received, City Manager Callinan declared
the public.heari`rig 'closed. He explained that after reflect-
ing on the comments made at the public hearing the Council
would consider and /or.hold "'public hearing regarding same
too.

Mrs. Mary Stewart commented on notice of the meeting.
City Manager Callinan explained that "Notice of Public
Hearing" concerning the meeting had been published in the
local newspaper as a legal notice and was followed up by
other small articles.
Adjournment There being no further business, City Manager Callinan
adjourned the meeting at approximately 6:50 p.m.
