July 12, 1976
The Council of the City of Rohnert Park met this
date in adjourned regular session commencing at
approximately 6:00 p.m. in the Conference Room in the
City Offices, 6750 Commerce Boulevard, Rohnert Park, with
Mayor Flores presiding.

session to order at approximately 6:00 p.m.
Roll Call Present: (4) Councilmen Eck, Hopkins, Roberts and Flores
Absent: (1) Councilman Beary
Staff present for all or part of the meeting: City Manager

President of the Rohnert'Park Taxpayers Assn.
Expenditures 6 Capital A review was made of the City's General Government Expendi-
Improvements - General tures and Capital Improvements Budget for 1976 -77. The
Government Council participated in a discussion concerning travel
and meeting expenses incurred on behalf of a spouse.
Councilman Eck made a motion to exclude the cost for spouses
from the legitimate expenditures under travel and meeting
expenses. Said motion died for lack of a second. Discussicn
followed.
Councilman Roberts made a motion, which was seconded by
Councilman Eck, that City Council members would limit travel
and meeting expenses to themselves and not spouses. Said
motion failed for lack of a majority by the following roll
call vote.
AYES: (2) Councilmen Eck and Roberts
NOES: (2) Councilmen Hopkins and Flores
ABSENT: (1) Councilman Beary
Mayor Flores stated for the record that it was his belief
that the City Council was in the position to best evaluate
the expenditure of funds under the "travel, conferences
and meetings" category.
Discussion followed concerning miscellaneous expenditures
allotted for community promotional type items such as the
clothing allowance for the winner of the Miss Rohnert Park
pageant, the charm bracelets for the Miss Rohnert Park
contest participants, and the annual request for funds
from the Miss Sonoma County Pageant.

Upon motion of Councilman Hopkins, seconded by Councilman
Roberts, and approved by the following vote, the Council
went on record as willing_ to continue the 60-40 split of
business license revenues with the Rohner Park Chamber
of Commerce provided that the Chamber of Commerce assume
full responsibility for funding the three miscellaneous
items mentioned above as promotional functions of the Chamber.

A discussion was held regarding expenditures incurred for
printing and mailing the City's quarterly newsletter, commu-
nity reaction to same, responses to the questionnaires

preparation and mailing of same.
Councilman Eck made a motion to delete the City's quarterly
newsletter from the budget. Councilman Roberts seconded
the motion. Said motion failed for lack of a majority
by the following roll call vote.

NOES: (2) Councilmen Hopkins and Flores
ABSENT: (1) Councilman Beary
Mayor Flores stated for the record that it was his belief
that marginal expenditures to keep citizens abreast of
City programs were well justified.
Upon motion of Councilman Hopkins, seconded by Councilman
Roberts, and approved by the following vote, tentative
approval was given to the General Government Expenditures
and Capital Improvements Budget for 1976-77, as shown on
page 14 of the Proposed Budget.

ABSENT: (1) Councilman Beary
Support for City_ City` Manager Call.inan reviewed a recap of the 1975 -76
Activities expenditures for recreation activities. Discussion followed
concerning expenditures for trophies, plaques, and other
items for various organizations.
,Upon conclusion of the discussion the Council requested
-that a report be prepared -in connection with support allo-
cated to the Sting Ray Swim Team, i.e. total number of
..,youngsters involved iri"the program, number of residents
vs.out of town participants, amount of financial support
including use of pool, contribution by youngsters involved
in the program, and lost revenues involved in the swim
team's use of the pool.

Upon motion of Councilman Eck, seconded by Councilman
Roberts and approved by the following vote, the Council
expressed its intention to continue contributions to the
swim club, pending review, and expressed that reduction
of City support on a sliding scale would be looked upon
with favor.

Pay Ranges or Rates City Manager Callinan distributed and explained a statement
for Classified covering proposed pay ranges or rates for classified posi-

of these minutes.
Upon motion of Councilman Hopkins, seconded by Councilman
Eck, and approved by the following vote, approval was given
to the salary ranges listed on the outline entitled "Posi-
tions and Pay .Ranges. or Rates Effective 8/1/76 - Classified
Positions".

ABSENT: (1) Councilman Beary
Pay Ranges or Rates City Manager Callinan distributed a statement covering
for- Management proposed pay ranges or rates for management positions,
Positions a copy of which is attached to the original set of these
minutes.
Mayor Flores, after a brief discussion, adjourned the meet-
ing to executive session commencing at approximately 6:48
p.m. at which all.Councilmen, except Councilman Beary,
and City Manager Callinan were present and which was held
to discuss proposed pay ranges or rates for management
positions.
The adjourned regular session reconvened at approximately
7:27 p.m. with all Councilmen, except Councilman. Beary,
and City Manager Callinan present.
Mayor Flores, referring to the.sheet entitled "Position
and Proposed Pay Ranges or Rates Effective 8 /1/76 -
Management Positions", explained that Council consensus had
been reached to give the following percentage increases
to mananent positions:
Finance Director 7.0%
Asst. to City Manager 2.0%
Director of Public Safety 2.0%
Fire Services Commander 7.0%
Chief Building Inspector 8.6%

Upon motion of Councilman Hopkins, seconded by Councilman
Roberts, and approved by the following vote, approval was
given to the salary percentage adjustments listed on the
outline entitled "Positions and Pay Ranges or Rates
Effective 8/1/76 - Management Positions" with certain amend-
ments thereto by the City Council as reflected on the copy
attached to these minutes.

Public Consideration Mayor Flores advised that public consideration of the Pro-
of 1976 -77 Budget -posed 197677 Budget would be scheduled for the Council's
regular meeting of July 26th, but he did invite those
present to comment now if they so desired. No one in the
audience responded.
City Manager Callinan informed council members that the
City Offices' photocopy machine would need extensive repairs
and that, based on the age and use of the machine, it might
be wise to purchase a new photocopy machine. Discussion
followed during which the Council requested that staff
present an analysis on photocopy units at its July 26th
Discussion was initiated concerning KAiROS request for
funds, which was to be considered during its regular
meeting following the budget work session.
Adjournment, There being no further business, Mayor Flores adjourned
the meeting at approximately 7:86 p�m.
