A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING POSITION TITLES, SALARY RANGES AND ASSOCIATED JOB
DESCRIPTIONS FOR HOUSING MANAGER AND GIS TECHNICIAN I/II;
RECLASSIFYING HOUSING ADMINISTRATOR TO HOUSING MANAGER AND GIS
TECHNICIAN TO GIS TECHNICIAN I/II; CHANGING THE SALARY RANGE FOR
SENIOR PLANNER AND HOMELESS SERVICES COORDINATOR; DELETING AN
ACCOUNTING TECHNICIAN II POSITION AND; ADDING AN ADMINISTRATIVE
ASSISTANT II POSITION IN THE DEVELOPMENT SERVICES DEPARTMENT
WHEREAS, the Development Services Department has broad responsibility for the
City's planning, building, development engineering, housing and code compliance functions
including responsibility for maintaining the City's land management databases; and
WHEREAS, the Development Services Department utilizes a cost recovery fee
schedule to deliver many of its services; and
WHEREAS, the responsibilities of the City's Housing Administrator and Homeless
Services Coordinator have grown to include responsibility or the City's housing and
homelessness programs, including a program budget of over $2 million, with significant grant
contributions; and
WHEREAS, the responsibilities of the City's GIS Technician have grown as the City
grows and adds new property and infrastructure; and
WHEREAS, the City's Senior Planner position is under compensated with respect to
agencies of similar size that manage similar volumes of work; and
WHEREAS, recent changes in work flow between the Finance Department and
Development Services Department have removed some accounting responsibilities from the
Development Services Department; and
WHEREAS, staff reviewed classification and compensation structures in comparable
agencies and is recommending that the City:
1. Reclassify the Housing Administrator (Range 52RP) to Housing Manager
(Range 60M)
2. Reclassify the GIS Technician (Range 35RP) to a GIS Technician I/II
(Range 35RP/39RP)
3. Increase the compensation for the Senior Planner from 52RP to 54 RP
4. Increase the compensation for the Homeless Services Coordinator from
43RP to 44RP
5. Delete an Accounting Technician I/II position and add and Adminstrative
Assistant I/II position.

WHEREAS, staff reviewed these changes with Rohnert Park Employees' Association
(RPEA).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert
Park that it does hereby approve the salary range and job description for the Housing Manager
which is attached hereto as Exhibit "A" and incorporated by this reference.
BE IT FURTHER RESOLVED by the City Council of the City of Rohnert Park that
it does hereby approve the salary range and job description for the GIS Technician I/II which is
attached hereto as Exhibit`B" and incorporated by this reference.
BE IT FURTHER RESOLVED by the City Council of the City of Rohnert Park that
it does hereby approve the salary range changes for the Senior Planner and Homeless Services
Coordinator and deletion of the Accounting Technician I/II and addition of an Administrative
Assistant I/II, which are included in Exhibit "C", attached hereto and incorporated by this
reference.
BE IT FURTHER RESOLVED by the City Council of the City of Rohnert Park that
it does hereby approve the Pay Rates and Ranges for the Senior Planner and Homeless Services
Coordinator, which are included in Exhibit "D", attached hereto and incorporated by this
reference.
BE IT FURTHER RESOLVED by the City Council of the City of Rohnert Park that
the Finance Director is hereby authorized and directed to increase budget and appropriations as
necessary to fund the approved changes.

HOUSING MANAGER
DEFINITION
Under general direction, develops, manages, designs, implements and evaluates activities relating to the
City’s housing and homelessness programs, including implementation of the General Plan Housing
Element and management of the City’s homeless services programs, including associated grants: represents
the City to a variety of private, public, and community organizations and regulatory agencies; provides
highly complex and responsible technical and administrative assistance to the Director of Development
Services; and performs related duties, as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Director of Development Services. Exercises general direction and
supervision over professional, technical, and/or administrative staff.
CLASS CHARACTERISTICS
This is a management classification responsible for the planning, organizing, reviewing, evaluating and
related administration of various housing and homelessness programs and projects, budget administration
and reporting, contract administration, analysis, and program or project development and evaluation.
Successful performance of the work requires independent judgment and a strong knowledge of state and
federal housing law and state and regional housing policies, programs and funding sources. The work has
technical and programmatic aspects, requiring the interpretation and application of policies, procedures,
and regulations and may involve frequent contact with staff, legal counsel and the public, as well as
performing various research functions. The position is also responsible for providing leadership to
successfully maximize operational and administrative effectiveness, resource efficiency, and positive
community relations regarding assigned programs. This class is distinguished from the Director of
Development Services in that the latter has overall responsibility for all functions of the department and for
developing, implementing and interpreting public policy.

Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and

Manages and participates in the development and administration of the assigned division’s annual
budget and individual program budgets.
Develops and implements the City’s housing programs and policies consistent with the City’s adopted
Housing Element and Regional Housing Needs Allocation (RHNA).
Helps prepare updates to the City’s Housing Element.
Represents the City at regional meetings and forums related to housing plans, programs and RHNA
compliance.
Completes research and submits reports as necessary to comply with State of California housing
requirements.
Serves as staff to the City’s Mobile Home Park Rent Appeals Board (RAB).
Maintains the inventory of inclusionary and affordable housing stock within the City and tracks and
maintains ongoing affordability restrictions and reports.
Coordinates and completes various tasks such as preparing staff reports, correspondence, notices,
resolutions, ordinances and similar written materials.
Works with community organizations, public officials, consultants, non-profit groups, developers, real
estate agents, and others to develop and implement housing and economic development projects and
programs.
Negotiates, prepares, and administers agreements and contracts associated with housing projects
including development agreements and affordable housing agreements and monitors for compliance
with adopted programs.
Oversees programs to address homelessness in conjunction with community agencies.
Analyzes, interprets and implements ordinances, laws, rules, regulations and legislation related to
housing.
Prepares and monitors the City’s various housing fund budgets, grants and loan applications.
Compiles information, writes and presents technical and other reports and advises staff and decision-
makers.
Coordinates and reviews the work of consultants and clerical staff engaged in project activities.
Serves as a liaison to various local organizations representing the City on affordable housing and related
residential development matters.
Collaborates with other City officials and staff; participates in coordinating affordable housing and
homeless service program activities with other City functions including finance, engineering, building
inspection, planning, and utilities.
Attends and/or participates in public meetings, committees, and workshops including interdepartmental
working groups.
Creates and maintains minutes, agendas and supporting materials for public meetings, committees, or
working groups and develops public information and responses to public issues.
Evaluates work processes and make recommendations for streamlining program operations.
Performs other related duties as assigned.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities
is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to a bachelor’s degree from an accredited college or university in land use planning, economics,
public or business administration, or a related field, and five (5) years of professional work experience in
housing programs; economic development; government planning; or a related field., including two (2) years
at a supervisory level.
Licenses and Certifications:
Possession of, or ability to obtain, a valid California Driver’s License by time of appointment and a
satisfactory driving record.
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a
computer; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed
materials and a computer screen; and hearing and speech to communicate in person and over the telephone.
This is primarily a sedentary office classification although standing and walking between work areas may
be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard,
typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification
occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file
information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to
10 pounds.
ENVIRONMENTAL ELEMENTS
Employees work in an office environment with moderate noise levels, controlled temperature conditions,
and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or
public and private representatives in interpreting and enforcing departmental policies and procedures.

GEOGRAPHIC INFORMATION SYSTEM (GIS) TECHNICIAN I/II
DEFINITION
Performs a wide variety of functions that support the ongoing maintenance and dissemination of data and
applications. Under general supervision, prepares, revises, and maintains a variety of maps and mapping
related records, documents, and reports; creates, revises, manipulates, and maintains spatial database
records in the computer based geographic information systems environment. Works with various
municipal departments; provides spatial analysis under direction; and explains and interprets maps as
requested to ensure that their needs for GIS Information are met on a day-to-day basis.
DISTINGUISHING CHARACTERISTICS
GIS Technician I: This is the entry level class to the GIS Technician series and requires minimal
previous specialized experience. This class is distinguished from GIS Technician II by the level, skill and
knowledge with which the incumbent is expected to perform the work.
GIS Technician II: This is the journey level class in the GIS Technician series. The GIS Technician II
works under general supervision and is primarily responsible for data collection, maintenance and
dissemination, rather than independent analysis. Analytical work is performed under direction and
supervision.
SUPERVISION RECEIVED/EXERCISED
Supervision is provided by the GIS Analyst and/or Management Analyst in the Development Services
Department. The GIS Technician will also receive general and project-specific direction from staff in the
Development Services and Public Works Departments.
Essential Job Functions
GIS Technician I
The duties described below are representative but are not limited to those that must be met by an
employee to successfully perform the essential functions of this job.
• Maintain and disseminate spatial data and generate maps, GIS reports and other information
products;
• Archive, maintain and create as-built municipal drawings using AutoCAD;
• Compile and organize GIS data from maps, databases and other sources; determine which
geographic data are necessary to create and produces maps and related documents using GIS
software and hardware;
• Assist in the maintenance of office reference files such as map records;
• Collect field data using Global Positioning System (GPS) units;
• Input and edit of municipal infrastructure records on a regular basis;
• Conduct programmatic and manual analysis and create reports and thematic maps on the data
within the GIS;
• Ensure that quality assurance on new or revised data conforms to City standards and any other
applicable standard or policy;
• Convert, import and export data in and out of the GIS;

• Prepare the layout and design of a variety of maps and graphics for land use, zoning, flood plains,
watershed areas, demographic analysis, special districts, open space, etc.
• Perform research related to improvement plans, various agreements, and other permitting
projects.
GIS Technician II
In addition to the above, the GIS Technician II will be assigned more complex work and will be expected
to perform the following additional functions:
• Provide end-user support and technical services relating to Geographic Information System
(GIS);
• Contribute to regular status reports, highlighting GIS issues requiring attention;
• Create and document procedures and metadata definitions;
• Perform analysis of infrastructure asset data using ArcGIS, and regulatory and regional database
and asset management systems;
• Coordinate on the City's behalf with City of Santa Rosa, the County of Sonoma and private
development interests on data transfer and upload;
• Coordinate the maintenance of appropriate software licenses;
• Represent the City on technical working groups and at regional meetings.

Qualifications and Requirements
Education/Training/Experience:
For the GIS Technician I: Sufficient experience and education in planning that provides the required
knowledge and abilities would be qualifying. A typical way of obtaining the required qualifications is:
• Minimum two-year College Degree in Geographic Information Systems, Computer Sciences,
Engineering Technology, or equivalent;
• 1 year of experience and knowledge with GIS databases and editing using ESRI ArcGIS
software;
• 1 year of experience in developing and maintaining GIS data and other GIS output products
including use of ESRI software and Global Positioning System (GPS) units for data collection;
and
• 1 year of experience with CAD software as related to municipal infrastructure mapping.
For the GIS Technician II: Sufficient experience and education in planning that provides the required
knowledge and abilities would be qualifying. A typical way of obtaining the required qualifications is:
• Minimum two-year College Degree in Geographic Information Systems, Computer Sciences,
Engineering Technology, or equivalent with a Bachelor’s Degree preferred;

• 2-5 years of experience and knowledge with GIS databases and editing using ESRI ArcGIS
software;
• 2-5 years of experience in developing and maintaining GIS data and other GIS output products
including use of ESRI software and Global Positioning System (GPS) units for data collection;

• Thorough knowledge of CAD software as related to municipal infrastructure mapping.
License
Possession of a Class C California driver's license by date of appointment
Knowledge of:
• Geographic Information Systems (GIS); GIS software, such as ESRI software
• Basic concepts of geographic coordinate systems, spatial projections and application and
conversion between differing systems
• Principles and practices of digitizing, data conversion, data management and cartography;
geometry and trigonometry; relational database technology; currently used spreadsheet, word
processing, scanning, presentation, database and computer assisted drafting software
• Modern component-based GIS tools and methodology for municipal and utility GIS use cases
• Image editing, and visual layout software and concepts i.e. photo or raster file programs like
Photoshop, GIMP, SID, basics of image file types (TIFF, JPG) and resolution concerns
• Remote sensing concepts and related analysis products and uses (LIDAR, satellite imagery etc.)
• Relational Database Management Systems such as SQL Server, SQL Server Management Studio,
MS Access, and ArcGIS Enterprise Server
• Strong organizational, time management and interpersonal skills
Ability to:
• Analyze spatial data in a municipal environment and translate client requirements into appropriate
GIS reports and thematic maps; understand and conceptualize spatial data
• Understand and use Geographic Information System (GIS) software
• Learn to effectively prepare maps using the commonly accepted practices of cartography
• Update and manage computer file systems
• Install and perform software upgrades
• Work with moderate supervision and direction in the accomplishment of assigned duties
• Maintain city map-related records
• Work with the public in a courteous, responsive, efficient and effective manner

Working Conditions
Position requires prolonged sitting, standing, walking on level, rough and slippery surfaces, reaching,
twisting, turning, kneeling, bending and squatting in the performance of daily activities. The position

requires grasping, repetitive hand movements, and fine coordination in writing reports, and using a
computer key board. Additionally, the position requires near, far and color vision in reading maps,
reports, using a computer, and looking at property; and hearing and speaking is required in
communicating with individuals and groups. The need to lift, carry and push plans and file boxes
weighing up to 25 pounds is required. The nature of the work requires field visits and making site reviews
in all weather conditions including wet, hot, and cold. The incumbent also must be available to be called
for local emergencies, attend meetings in various other towns and cities, and occasionally work irregular
or extended hours to meet deadlines.
