CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Elward called the joint regular meeting to order at 5:02 p.m., which was legally noticed on December 8, 2022. Present: Jackie Elward, Mayor Samantha Rodriguez, Vice Mayor Gerard Giudice, Councilmember Susan Hollingsworth Adams, Councilmember Pam Stafford, Councilmember Absent: None. PRESENTATIONS Senior Field Representative Logan Pitts, on behalf of State Senator Bill Dodd, presented a certificate to Councilmember Stafford and City Manager Jenkins. District Director Andrea L. Krout, on behalf of County of Sonoma Supervisor David Rabbitt, presented a Gold Resolution to Councilmember Stafford. Field Representative Katarina Giudice, on behalf of Congressman Mike Thompson, presented a Congressional Certificate Recognition to City Manager Jenkins and a Congressional Record Statement to Councilmember Stafford. Assembly Member Damon Conolly presented a certificate to Councilmember Stafford and City Manager Jenkins. CEREMONY FOR INSTALLATION OF ELECTED CITY COUNCILMEMBERS AND SELECTION OF OFFICERS FOR THE YEAR 2023 A. Reflections on 2022 1. City Manager Jenkins presented Year's Highlights Video (slide show presentation). 2. All Councilmembers commented on the year of 2022. 3. Mayor Elward commented on the year of 2022. B. Presentations PUBLIC COMMENTS: Jake Mackenzie, Barbara Mackenzie, Julie Royes, Lisa Orloff spoke about items 10.B.A. and 10.B.B. Robin Thompson spoke about item 10.B.B. A. Mayor Elward presented a Proclamation to City Manager Darrin Jenkins for 19 Years of Service and congratulated him on his retirement. B. Vice Mayor Rodriguez recognized Councilmember Pam Stafford for 16 Years of Council Service, Including 3 Terms as Mayor and presented her with a memento from the City. C. Vice Mayor Rodriguez recognized Mayor Elward for 2022 Year as Mayor and presented her with a memento from the City. Councilmember Stafford left the dais at 6:17 p.m. C. Installation of Councilmembers Elect,Administration of Oaths of Office and Presentation of Certificates of Election City Clerk Lopez Cuevas certified that the City Council of the City of Rohnert Park adopted Resolution No. 2022-113 on December 13, 2022, which contains the statement of the vote and declares the results of the City's Municipal Elections and other matters that are enumerated in Election Code Section 10264. Samantha Rodriguez was elected as a Member of City Council, District 1, for the short term of two (2) years; Emily Sanborn was elected as a Member of City City of Rohnert Park Joint Regular Meeting Minutes for City Council December 13, 2022 RPFA/CDC Successor Agency Page 5 of 5 Council, District 2, for the full term of four (4) years; and Susan Hollingsworth Adams was elected as a Member of City Council, District 5, for the full term of four(4) years. City Clerk Lopez Cuevas administered the Oaths of Office to the newly elected Councilmembers and presented each of them with a Certificate of Election. D. Selection of City Council Officers for 2023 - Consideration of Nomination and Selection of Mayor and Vice Mayor. Mayor Elward presented this item. Recommended Action(s): Select the Mayor and Vice Mayor for one (1) year terms commencing at the first regular meeting in December 2022. PUBLIC COMMENTS: John McEntagart, Julie Royes, Marc Orloff, Tim Smith, Darlene Sandoval and Maria Sandoval spoke about this item. ACTION: Moved/seconded (Elward/Adams) to nominate Vice Mayor Rodriguez for Mayor, for a one (1) year term commencing at the first regular meeting in December 2022. Motion carried by the following unanimous roll call 5-0-0 vote: AYES: Giudice, Hollingsworth Adams, Sanborn, Rodriguez, and Elward NOES: None, ABSENT: None, ABSTAINS: None. ACTION: Moved/Seconded (Giudice/Rodriguez) to nominate Councilmember Hollingsworth Adams for Vice Mayor, for a one (1) year term commencing at the first regular meeting in December 2022. Mayor Rodriguez assumed the gavel. E. Vision for 2023 1. Mayor Rodriguez expressed her vision for 2023. 2. Councilmembers Elward, Giudice, and Sanborn, and Vice Mayor Hollingsworth Adams expressed their visions for 2023. 11.
