CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING AND FOUNDATION BOARD SPECIAL MEETING - CALL TO ORDER/ROLL CALL Mayor Rodriguez called the joint regular meeting to order at 5:04 p.m., the notice for which being legally noticed on January 5, 2023. City Clerk Lopez Cuevas stated for the record that due to technical difficulties, this meeting is not being broadcasted; However, the meeting notice issued on January 5, 2023 provided a physical location for this meeting. The public is able to attend and observe the meeting in person. Mayor's Proclamation: Proclaiming January 16, 2023 as Martin Luther King,Jr. Day. Recommended Action(s): Confirm Councilmember Sanborn's nomination of Matthew Epstein and Vice Mayor Hollingsworth Adams nomination of Marc Orloff to serve on the Planning Commission for four-year terms expiring December 31, 2026. Recommended Action(s): Re-appoint Bryan Waters and appoint Darrin Jenkins to the Building Appeals Board for four-year terms expiring 12/31/2026 and direct staff to continue recruitment efforts for a third board member. City Clerk Lopez Cuevas presented this item. Recommended Action(s): 1) Establish and/or terminate City Council Sub-committees; 2) Announce Mayor's assignment of Councilmembers to City Council Sub-committees; 3) Announce Mayor's assignment of Councilmembers to liaison assignments; 4) Confirm Mayor's nominations of Councilmembers and staff to outside agencies; and 5) Direct Staff to Continue Recruiting for the City's Representative to the Marin/Sonoma Mosquito & Vector Control District. Mayor Rodriguez distributed a list of assignments regarding committees and liaison assignments, and appointments to various outside agencies for 2023. Mayor Rodriguez requested staff to keep recruitment open until January 24, 2023. Councilmembers reviewed the list of assignments. PUBLIC COMMENTS: None. Discussion and Direction Regarding a Revised Proposal for the Creation of a Health and Human Services Hub in Rohnert Park and Authorize the Mayor, City Manager(or designee) to Pursue Funding Options. Assistant City Manager Schwartz presented this item. Recommended Action(s): Continue to pursue a Health and Human Services Hub in Rohnert Park. Pursue one-time and on-going funding options for the Hub, including authorizing the Mayor and City Manager(or designee) to approach potential funders, send correspondence requesting funding or other support, and take similar steps as needed toward creating a Health and Human Services Hub in Rohnert Park. This includes contacting the City of Cotati and the Cotati Rohnert Park Unified School District to enlist their support. Councilmember Giudice left the dais at 6:11 p.m. and return at 6:14 p.m. PUBLIC COMMENTS: None. DIRECTION: By Consensus (none opposed), staff is directed to move forward with their recommended actions. 8. FOUNDATION REGULAR ITEMS A. Announcement: Recognition of New City of Rohnert Park Foundation Chair, New Vice Chair and New Board of Directors Members for the Year of 2023 and Appointment of New Executive Director Marcela Piedra. Executive Director Piedra presented this item. Recommended Action(s): Recognize new officers of the City of Rohnert Park Foundation Board. PUBLIC COMMENTS: None. Council acknowledged new Board Members of the City of Rohnert Park Foundation Board. B. Discussion and Direction on Proposed Sustainability Request through the Rohnert Park Foundation Fund for Fiscal Year 2022-2023. Director of Public Works Garrett and Sustainability Manager De Matteo presented this item. Mayors and Council Members' Association of Sonoma County Legislative Committee (12/16) Councilmember Elward informed this meeting was canceled. D. Other Reports: 1. Association of Bay Area Government (ABAG) Executive Board (12/15) Vice Mayor Hollingsworth Adams reported on this meeting. 2. Golden Gate Bridge, Highway & Transportation District(12/16) Councilmember Giudice reported on this meeting. 10. COMMUNICATIONS Vice Mayor Hollingsworth Adams spoke about Unsheltered Friends Outreach (UFO) efforts to help the community and thanked Raley's for their generosity and coffee donations to the unsheltered population in Rohnert Park. Mayor Rodriguez extended an invitation for everyone to attend"An honest conversation about Anti-Blackness" hosted by Los Cien members on January 20, 2023 at Sally Tomatoes. 11. MATTERS FROM/FOR COUNCIL Councilmember Elward encouraged staff to apply for awards through the League of California Cities.
