October 11, 1988
The Members of the Agency of the Community Development Agency of
the City of Rohnert Park met this date immediately after the City
Council meeting at approximately 9:20 p.m. in the City Offices,
6750 Commerce Boulevard, Rohnert Park, with Chairman Hopkins
presiding.
Call To Order Chairman Hopkins called the meeting of the Community Development
Agency of the City of Rohnert Park to order at approximately 9:20
p.m.
Roll Call Present: (4) Agency Members Cochran, Lepinski, Eck, and
Chairman Hopkins
Absent: (1 ) Agency Member Hollingsworth
Staff Present for all or part of the meeting: City Manager
Callinan, City Attorney Flitner, Planning Director Skanchy, and
Recreation Director Pekkain.
Approval of Minutes Upon motion of Agency Member Cochran, seconded by Agency Member
Lepinski, and unanimously approved, the minutes of September 27,
1988 were approved as submitted.
Approval of Bills Upon motion of Agency Member Lepinski, seconded by Agency Member
Cochran, and unanimously approved, the bills presented per the
attached list in the amount of $22,358.51 were approved.
Acknowledging The Executive Director/Secretary' s report on the posting of the
Executive Director/ agenda was acknowledged.
Secretary' s Report
Unscheduled Public Chairman Hopkins stated that in compliance with State law, anyone
Appearances in the audience who wished to make a comment may do so at this
time. No one wished to do so.
Resolution RESOLUTION OF THE COMMUNITY DEVELOPMENT AGENCY OF THE CITY OF
88-12 ROHNERT PARK APPROVING THE FINAL FORM OF A CERTAIN REIMBURSEMENT
AGREEMENT, AUTHORIZING EXECUTION THEREOF, AND MAKING CERTAIN
FINDINGS IN CONNECTION WITH A CERTAIN COMMITMENT BY THE AGENCY FOR
THE USE OF TAX INCREMENT REVENUES TO PAY FOR THE INSTALLATION AND
CONSTRUCTION OF A PUBLICLY OWNED BUILDING PURSUANT TO HEALTH AND
SAFETY CODE SECTION 33679.
Executive Director Callinan explained the resolution.
Upon motion of Agency Member Cochran, seconded by Agency Member
Lepinski, and unanimously approved, Resolution 88-12 was adopted.
Adjournment There being no further business, Chairman Hopk ns ad urned the
meeting at approximately 9:25 p.m.

the City of Rohnert Park met this date immediately after the City
Council meeting at approximately 7:40 p.m. in the City Offices,
6750 Commerce Boulevard, Rohnert Park, with Chairman Hopkins
presiding.
Call To Order Chairman Hopkins called the meeting of the Community Development
Agency of the City of Rohnert Park to order at approximately 7:40
p.m.
Roll Call Present: (4) Agency Members Cochran, Lepinski, Eck, and
Chairman Hopkins
Staff present for all or part of the meeting: Executive Director
Callinan, and Attorney Flitner.
Approval of Minutes upon motion of Agency Member Hollingsworth, seconded by Agency
Cochran, and unanimously approved, the minutes of October 11 ,
1988 were approved as submitted.
Approval of Rills Upon motion of Agency Member Hollingsworth, seconded by Agency
member Lepinski, and unanimously approved, the bills presented per
attached list in the amount of $1,064,999.19 were approved.

Secretary' s Report

Resolution RESOLUTION OF THE COMMUNITY DEVELOPMENT AGENCY OF THE CITY OF
88-13 ROHNERT PARK REQUESTING FIRM TRANSFER TINDER ARTICLE XVI, SECTION
6 OF THE STATE CONSTITUTION
Executive Director Calltnan explained the resolution.
Upon motion of Agency Member Lepinski, seconded by Agency Member
Hollingsworth, and unanimously approved, Resolution 88-13 was
adopted.
Staff Reports Executive Director Callinan informed the Agency members that a
serious problem had developed because of inaccurate information
issued by the County of Sonoma relative to the assessed valuation
of the redevelopment project area for the base year, that is,
1986-1987 . He advised that even though the County had issued a
certificate certifying the accuracy of the information that the
County had understated the base year' s value by $80 million, which
relates to a property tax increment reduction in subsequent years
of approximately $800,000 per year. He further commented that
meetings had been held with officials of the County Assessor' s

Office and Auditor' s Office and County Administrator's Office
well as with representatives of bond counsel Sabo & Deitsch, t
Whipple & Company, the Agency's financial consultants, and Jot
Davis, the city's redevelopment advisor. The impact of the errs
on the coverage for the tax allocation bonds was discussed as w<
the need to eventually advise the underwriter rating agency at
trustee for the bonds. Mr. Callinan reported that the Agency'
consultants are working with the County to try and determine tt
impact of the error and that the Agency's bond attorneys are
weighing the affects to determine how to report the error.
Discussion followed during which Director of Administrati\
Services Joseph letter explained that since that error w;
reported by the County that there has been a review of the roll
and that there are some offsetting errors that have bee
discovered. He pointed out that the Agency will still receil
enough tax increment to support the bond issue and that tt
coverage for the bonds may not be drastically affected because c
the very, very conservative nature in which the tax incremer
projections were prepared. He also indicated that a writte
report would be submitted to the Agency members just as soon a
all the facts are known.
