1988/04/12 Community Development Agency Minutes COMMUNITY DEVELOPMENT AGENCY OF THE CITY OF ROHNERT PARK MINUTES April 12, 1988 The Members of the Agency of the Community Development Agency of the City of Rohnert Park met this date during a recess of the City Council meeting at approximately 8:40 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Chairman Hopkins presiding. Call to order Chairman Hopkins called the meeting of the Community Development Agency of the City of Rohnert Park to order at approximately 8:40 p.m. Roll call Present: (5) Agency Members Cochran, Eck, Hollingsworth, Lepinski and Chairman Hopkins Staff present: executive Director Callinan, City Attorney Flitner, Director of Administrative Services Netter and Finance Director Harrow. Approval of Minutes Upon motion of Agency Member Lepinski, seconded by Agency Member Cochran, and unanimously approved, the minutes of January 12, 1988 were approved as submitted. Time for public comment Chairman Hopkins stated that in compliance with State law (the Brown Act), anyone in the audience who wished to make a comment may do so at this time. Ron Kincaid and Tom Basil indicated they would like to speak during the public hearing. Proposed redevelopment Executive Director Callinan reported that pursuant to Agency projects list Members directive, a public hearing has been scheduled to develop priorities listed for projects of the Redevelopment Agency. He advised that for a project to be considered, it has to be listed in the Redevelopment Plan. Mr. Callinan also reported that based on verbal information from the consultants the tax increments that the Agency will receive, the tax increment revenues will support an issuance r $1n million in horns. *fir. Call innn t1,0 "'nr?nn for the article it published regarding the proposed projects and reported that action on the resolution listed on the agenda regarding the bond issue will be deferred to the next meeting. Chairman Hopkins opened the scheduled public hearing. Ron Kincaid, Petaluma, was recognized and stated the Junior High has tried every avenue to try to come up with a gym at the Rohnert Park Junior High School and it is not going to happen if funding is awaited from the State and the only way the Jr. High will have a gym in the future is if the City does something creative and give the children of this community the highest consideration on the proposed redevelopment project list. Since it seems that no one else is going to build a gym in the Jr. High, he felt the Agency should take care of the kids in all facets and he is commit- ted to share that responsibility with the Agency. Community Development Agency of the City of Rohnert Park Minutes -2- April 12 , 1988 Tom Basil, 3355 Thorne Road, Sebastopol, was recognized and stated he is a teacher at the RP Junior High and has been teaching for 19 years. In the first year of his job the gym was going to be built within the first 5 years but 14 years later, nothing has changed, although he is aware of the help that the City has given the school system. If the construction of a gym in the Junior High is within the abilities of the Agency, he would appreciate it and share in their efforts knowing that the State is not giving the funding for this type of building. There being no one else wishing to speak, Chairman Hopkins closed the public hearing. Chairman Hopkins asked if the Agency has received a formal request from the School District regarding this matter. Executive Director Callinan reported that the gym was mentioned in the lease agreement with the school district concerning the Neighborhood G elementary school. He further advised that the School District officials worked with the City to have the City, instead of Sacramento, get the school impact fees and that they were also very cooperative in preparing documents for the Agency so the Agency could get the property tax increments this year instead of beginning in 1989. Discussion followed on the priority list outlined in Executive Director Callinan' s memo dated April 7, 1988, a copy of which is attached to these minutes. Agency Member Eck made a motion to approve the Executive Director' s list of Suggested Priorities for Capital Projects Funding subject to the condition that funds would be made available for some kind of redevelopment loans and that the list is considered just a list of suggested capital projects and not the order of rricrity. raid notion was seconded by Agency Member Lepinski. Director of Administrative Services Netter reported that he is working with the Sonoma County Housing Authority for the administration of programs for the $2 million which must be set aside for low and moderate hosuing related projects or programs and which programs the Agency will design but which the Housing Authority will administer. Agency Member Eck suggested that this program for $2 million on home improvements be added to the projects list as #12 and his original motion, as amended, was unanimously approved. Callinan VAC and Members of the Community Executive Director Redevelopment Agency RE: Proposed Capital CC: John D. Flitner , Agency Attorney Improvement City Department Heads Projects Administrative Staff Press Correspondents DATE: April 7 , 1988 The Agency's redevelopment consultants advise that their research indicates that the Agency should be able to support a tax increment bond issue of around $10 ,000 ,000. The bonds have to be issued before fiscal year end for the Agency to qualify for the 1987-68 tax increment . Of the total , 20 percent has to be set aside for low and moderate housing related projects or programs. Another 5 percent should be set aside for unanticipated administrative costs of the Agency , consultants' costs and bond underwriting costs , etc . This will leave the Agency with approximately $7 ,500 ,000 for capital improvement projects . Any projects to be funded must be listed in the Redevelopment Plan which has been approved. Pursuant to a directive of the Agency , a public hearing has been set for Tuesday , April 12 , 1988 to receive public input concerning proposed redevelopment projects and priorities for same. Attached , is an outline of my recommended priorities for capital projects funding from the Agency's first bond issue. Suggested Priorities for Capital Projects Funding from Community Redevelopment Agency's First Bond Issue 1 . Construct road from Golf Course Drive adjacent to the freeway right-of-way to South Santa Rosa Avenue - including a commuter parking lot in the vicinity of Golf Course Drive and the railroad $1 ,500 ,000 2 . Extend Rohnert Park Expressway to Storey Point Road 800 ,000 3. Construct a new Public Safety station on City Hall Drive 2 ,000 ,000 4. Construct a community theatre (Cultural Arts Facility ) at the Community Center Site/ Contribution towards cost 1 ,500 ,000 S. Construct a community swim complex at the Community Center site (Funds for design ) 300 ,000 S. Develop a neighborhood gym and community use building on the Rohnert Park Junior High School site 750,000 7. Develop a community parking lot at the corner of State Farm Drive and Commerce Boulevard 100 ,000 8. Construct Seed Farm Drive from Enterprise Drive to Expressway with disposal area incorporated in project 350 ,000 9. Construct a parking lot to serve El Colegio (Colegio Vista ) Park on Southwest Boulevard 150 ,000 10.
