MINUTES
July 7, 1987
The Council of the City of Rohnert Park and the Members of
the Agency of the Community Development Agency of the City of
Rohnert Park met this date in a joint adjourned regular
session commencing at 7:00 p.m. in the City Offices, 6750
Commerce Boulevard, with Mayor and Agency Chairman Eck
presiding.
Call to Order Mayor and Agency Chairman Eck called the joint adjourned
regular session to order at approximately 7:05 p.m. and led
the pledge of allegiance.
Roll Call Present: (5) Councilmen and Agency Members Cochran,
Hollingsworth, Hopkins, Lepinski , and
Mayor and Agency Chairman Eck
Absent: (0) None
Staff present: City Manager and Agency Executive Director
Callinan, City Attorney Flitner, and Assistant to the City
Manager Netter.
Agenda Posting City Manager and Agency Executive Director Callinan reported
that the agenda for tonight 's meeting was posted within 72
hours before the meeting in three places accessible to the
public; to wit, Public Safety Main Station on Southwest
Boulevard, Community Center building on Snyder Lane, and the
City Offices on Commerce Boulevard.
Unscheduled Public Mayor and Agency Chairman Eck stated that anyone who wished

Mr. Bruce Johnson, #44 Anne, Sonoma Grove, was recognized and
stated he wanted to voice concerns regarding a parking
problem near his residence. Mayor and Agency Chairman Eck
advised Mr. Johnson that tonight' s meeting is being held for
City' s Community Development Agency business and public
hearing and suggested Mr. Johnson contact the City Manager' s
office to be placed on a regular City Council agenda as a
scheduled public appearance to enable him to state his
concerns. Mr. Johnson agreed.
Submittal of Council/ Mayor and Agency Chairman Eck called for the submittal of
Agency Disclosure the Council/Agency Members' disclosure statements regarding
Statements property interests within redevelopment plan project area.
Each Council/Agency Member complied with the request.

City Manager and Agency Executive Director Callinan explained
some of the major reasons for the creation of the
redevelopment plan and proposed project area, outlining th
City's infrastructure needs as well as providing progran
available through the redevelopment process to assist propert
owners in assistance with the rehabilitation of thei
properties. Also, the Redevelopment Agency has been formed i
response, in part, to inadequacies in federal , state, and loca
grant funding programs.
The priority and timing of improvements completed through th
redevelopment process will be set by the City Council and
the Agency and a priority list will be established at a later
date. Mr. Callinan also advised that no land use change is
planned by the Agency, that no new taxes will be levied
against the residents by the Agency with the exception of
the future assessed value growth that would be levied even
without the Redevelopment Agency. He explained that on of
the main goals is to provide lmoney for housing and public
improvements within the project area. In addition, 20% of
the tax increment allocated to the Community Development
Agency would be set aside for housing within the project area
and improvements that benefit the project area.
City Manager and Executive Director Callinan also stated that a
informational meeting had been held on June 24th to apprise th
public of details regarding the Redevelopment Plan and to answe
queries regarding same. Mr. Callinan also advised that lnotice
of tonight's public hearing and meeting had been sent to ever
property owner in the project area and that legal notices ha
been duly published regarding tonight' s meeting in the loca
newspaper four times over the last month.
City Manager and Executive Director Callinan then introduced
attorneys and consultants for the Community Development
Agency, stating that present were Mr. John Davis, consultant;
Mr. Tim Sabo, Attorney; and Mr. Andre De Bortnowski ,
Attorney; both attorneys being with the firm of Sabo &
Deitsch.
Mr. Tim Sabo, Attorney with Sabo &Deitsch, gave further detail
regarding purposes of the Redevelopment Agency, the propose
project area, reasons for the public hearing. Mr. Sabo state
that the City Council needs to determine if the proposed projec
area is adequate and displayed illustrations of same. Mr. Sab
advised that, after tonight' s public hearing, the evidenc
should be weighed as to whether or not the proposed project are
should be approved. Mr. Sabo also informed that the Cit
Planning Commission has approved the preliminary plan an
redevelopment plan. He also advised that the powers of th
Community Development Agency consisted of financing an(
implementation of public improvements to the project area am
that action taken tonight will be to consider the preliminar,)
approval of the Redevelopment Plan.

Mr. Tim Sabo then introduced Mr. John Davis, Consultant, who
was involved with the preparation of the Environmental Impact
Report for the Redevelopment Plan, who stated that the EIR
was prepared in draft form, reviewed by staff, circulated
to various State agencies, etc. for comments. Mr. Davis
advised of some of the findings in the original EIR, stating
among improvements suggested therein were needed rehabili-
tation to the City' s neighborhoods A,B, and L in which some
homes were showing signs of aging, deterioration, foundation
problems, sagging roofs, cracked driveways and sidewalks, etc.
Mayor and Agency Chairman Eck queried if this is a "sneaky
way to increase taxes."
Mr. Tim Sabo, Sabo & Deitsch, explained that the adoption of
a redevelopment plan by itself cannot increase property taxes
and that no, no new taxes would be levied.
Mayor and Agency Chairman Eck advised that some residents
are fearful of condemnation of their properties and the
erection of highrise buildings.
Mr. Tim Sabo informed that as far as condemnation proceedings
are concerned the City must follow all procedures applying to
condemnation action and that it takes a number of steps and a
long period of time, and extensive negotiations between the
City and the property owner.
Mayor and Agency Chairman Eck said he wanted to emphasize the
ability of the Agency to redirect development monies back to
the neighborhoods for various improvements.
Further discussion followed.
City Manager and Executive Director Callinan stated that some
minor changes will be made to the original Redevelopment
Plan specifically in the list of proposed public
improvements. Mr. Callinan stated that on page 13 a sentence
would be added to include other sewer improvements
identified in the sewer master plan; page 14 will read
commercial or industrial park on the city owned land between
Labath and Redwood Drive; refurbish and renovate Benecia Park
and the Benecia Park Recreation Building; develop land
between Golf Course Drive and Roberts Lake; develop teen
centers; renovate Alicia Park lighting; and construct water
improvements contained in the water master plan.

Mayor and Agency Chirr,an Eck opened the public hearing on
the Redevelopment Plan for the Rohnert Park Community
Development Project and the proposed Draft Environmental
Impact Report for the Redevelopment Plan.
City Manager and Executive Director Callinan stated that a
letter had been received from Mr. Ron Kincaid, Principal of
Rohnert Park Junior High School , requesting that
consideration be given to using redevelopment monies to build
a gym/teen center at the junior high school .
Mary McKenzie, 747 Bernice Avenue, asked how the
Redevelopment Agency and the City Council can he one and
the same.
Attorney Tim Sabo explained that it is more practical to have
a consolidated City Council and Redevelopment Agency in a
city the size of Rohnert Park but that both entities' actions
are two separate functions.
Councilman and Agency Member Cochran asked if the initiative
and referendum process can be used to recall Agency members
as it can for Councilmembers. Mr. Sabo replied "yes."
Mary McKenzie also queried if the Redevelopment Agency would
function as a housing authority. Attorney Sabo replied "no. "
Mrs. McKenzie also asked if there will be any rezoning of
existing neighborhoods. Mayor and Agency Chairman Eck
replied "no."
Kathy Crebbs, 7982 Santa Barbara, commented on the term
"blighted" areas in the A, B, and L sections of the City ar
said she felt that was a very negative term.
Councilman and Agency Councilman/Agency Member Hopkins left the chambers at
Member Hopkins leaves approximately 7:55 p.m. and returned at 7:57 p.m.

Mr. John Davis, Agency Consultant, explained that the term
blight is used to refer to deteriorating conditions to the
infrastructure of certain neighborhoods and not necessarily
to the homes themselves in all cases. He explained that
blight could refer to walls, needed public improvements such
as sidewalk repairs, etc.

Elaine Balsacci , 4706 Country Club Drive, said she wanted to
emphasize the need for teen centers and queried when and
where they would be developed.
Tim Stonich, Assistant Principal of Rohnert Park Junior High
School , emphasized the need for teen centers in the area and
requested that this item be given a high priority.
Jane Wheeler, Principal of John Reed Elementary School ,
emphasized the community's need for teen centers and teen
activities, and said she feels they would help to avoid
substance abuse and that scheduled activities would give teens
some focus. She also advised that she has seen a marked
increase in the youth population in the A and B sections of
the city.
Mary Koschei , 7744 Santa Barbara Dr. , said she feels the
older sections of neighborhoods A,B, & L have been neglected.
She referred to some sections of the Redevelopment Plan that
reflected planned improvements in areas in the northern part
of the city rather than being concentrated in the A, B, and L
sections. She said the term "blight" is a negative
reflection on the residents in the A, B and L sections, and
urged the members to carefully consider the redevelopment
area.
Councilman and Agency Member Hopkins asked if the City is
limited to do only what is on the proposed project list as it
presently exists.
City Manager and Executive Director Callinan advised that
items can be added to the list of proposed projects. Other-
wise, projects could be added at a later time,d but only
with an amendment of the plan proper mailings, additional
costs, etc.
Mayor and Agency Chairman Eck added that no priority has been
given to the items which are presently on the proposed list
of projects.
Johanna Hoagland, 382 Bernice, queried about eventual
undergrounding of utilities in the "B" section of town and
asked if this project could be put on the redevelopment
project list. Mrs. Hoagland also inquired if the property
owners would be assessed more taxes if improvements are made
to their homes via the redevelopment project.

Attorney Tim Sabo advised that property owners would not be
assessed more taxes because the improvements would not be
considered as new constructions.
Mrs. Hoagland added that she would like to see monies given
towards the improvement of the animal shelter.
Glen Holland, 219 Alma, said he was doubtful if the
redevelopment would really bring about needed improvements
and that the city will remain the same in the long run
despite the hearings and the redevelopment plan. Mr. Holland
also stated that he feels the city should have a separate
City Council and Redevelopment Agency, and also said he does
not like the word "blight" referrred to in the redevelopment
plan.
John Webb, 373 Bonnie, said he feels undergrounding the wires
would be a great help to his neighborhood and also informed
of accumulated junk and cars in one of his neighbor' s yard at
7572 Blair.
Mike Tobin, 7210 Adele, said the wires in his neighborhood
should be undergrounded, that the trees are overgrown, weight
limits on streets following paving should be adjusted, and
that there are drainage problems in his area.
Alfred Truslow, owner of commercial property located at 93
Utility Court, asked what the difference in tax dollars to
the city would be if the proposed redevelopment plan was not
adopted.
Councilman and Agency Member Hopkins said he believes
the redevelopment project will benefit all the taxpayers
in Rohnert Park.
Maurice Fredericks, 242 Alden Ave. , expressed his concern
over the term "blight" being used to describe his
neighborhood, asked if there is a criteria regarding the use
of 1% of tax increment dollars for improvements as far as
restricting areas to be improved.
Attorney Tim Sabo advised that tax increments can be used for
areas outside the redevelopment area which improvements would
clearly be a benefit to those residing within the
redevelopment area.

Maurice Fredericks also expressed his opinion that monies for
the redevelopment plan should be used for the benefit of the
local school district.
Pat Mottard, 7259 Adrian, expressed his discontent with the
use of the word "blight" in the redevelopment plan and
queried if funding would be available for income properties,
and if improvements will be limited to the size of present
dwellings or can they be expanded.
Meredith Young, 7760 Santa Barbara Dr. , asked about the
disbursement of bonds to be used for the proposed projects.
City Manager and Executive Director Callinan explained that
the Agency fund debt service for bonds from tax dollar
increments.
Public Hearing Closed There being no one further wishing to speak, Mayor and Agency
Chairman Eck closed the public hearing.
Discussion followed.
Councilman and Agency Member Hollingsworth stated that he
wanted it clarified that those improvements suggested at
tonight 's public hearing will be added to the list of
proposed improvement projects in the redevelopment plan.
Councilman and Agency Member Cochran commented on some of the
items that were brought up in the public hearing and
explained that the majority of tax dollars distributed to the
redevelopment agency will be kept in mind for improvements in
the A, B, and L sections of the city.
Mayor and Agency Chairman Eck informed that this was the
second hearing he has attended on the redevelopment plan and
noted that the word "blight" had come up several times at both
hearings, but he is willing to live with the word if that is
what it takes to obtain the much needed improvements to the
A, B, and L sections and added that he lives in a "blighted"
area in the A section.
Further discussion followed wherein Mayor Eck queried if
the remainder of the items on the agenda were to be taken up
in separate sessions of City Council and Agency. Attorney
Sabo advised that the meeting need not be adjourned and
reconvened as long as the Agency items were acted upon as
separate Agency actions and the Council items were acted
upon as separate City Council actions.

Upon motion of Agency Member Hollingsworth, seconded by Agenc

REDEVELOPMENT PLAN REPORT: CERTIFYING THE ENVIRONMENTAL

Resolution No. 87-101 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK,
CALIFORNIA CONSENTING TO PAYMENT BY THE COMMUNITY DEVELOPMENT
AGENCY OF THE CITY OF ROHNERT PARK, CALIFORNIA FOR CERTAIN
PUBLIC IMPROVEMENTS PURSUANT TO HEALTH AND SAFETY CODE
SECTION 33445 AND MAKING CERTAIN DETERMINATIONS CONCERNING
SUCH IMPROVEMENTS INCLUDING MAKING FINDINGS WITH RESPECT TO

Discussion was held concerning Resolution No. 87-101 and it
was the consensus of the Council that the resolution be
amended to include those suggestions made at tonight ' s public
hearing.
