The Members of the Community Development Agency of the
City of Rohnert Park met this date during the City Council
meeting at approximately 8:09 p.m. in the City Offices,
6750 Commerce Boulevard, Rohnert Park, with Chairman Eck
presiding.
Call to Order Chairman Eck called the meeting of the Community
Development Agency of the City of Rohnert Park to
order at approximately 8:09 p.m.
Roll Call Present: (5) Agency Members Hollingsworth, Hopkins ,
Reilly, Spiro and Chairman Eck
Absent: (0) None
Staff present for all of part of the meeting: Executive
Director/City Manager Netter, City Attorney Flitner,
Planning Director Skanchy, City Engineer Brust , and
Assistant to the City Manager Leivo.
Approval of Minutes Upon motion by Agency Member Hopkins, seconded by Agency
Member Hollingsworth, and unanimously approved, the
minutes of January 22, 1991 were approved as suh fitted.
Approval of Bills Upon motion by Agency Member Hopkins, seconded by
Agency umber Hollingsworth, and unanimously approved,
the bills presented per attached list in the amount of
$275,519.35 were approved.

affordable Housing Executive Director Netter said a public hearing was
?roject Proposal scheduled at this time regarding a proposal to construct
an affordable housing project on a 1.75 acre vacant parcel
located at 781 East Cotati Avenue on the north side of
East Cotati Avenue, 300 feet west of Beverly Drive. He
::hared contents of staff report as provided to Agency
Members in Council Meeting Merro dated February 22, 1991 .
He said copies were provided to Agency Members of Notice
of Public Hearing regardina this matter , letter dated
February 5 , 1991 from Nicholas Stewart , Housing
Development Specialist of Burbank Housing Development
Corporation, and resolution for consideration.

Executive Director Netter introduced Nicholas Stewart of
Burbank Housing Development Corporation who reviewed
contents of his letter as referenced above regarding
progress in obtaining a site for an affordable rental
project in Rohnert Park, responded to Agency Member
questions regarding same, and gave presentation which
included showing slides of Sebastopol project.
Public Hearing Chairman Eck opened the public hearing at approximately
8:10 p.m.
Don Gylfe Don Gylfe, 7961 Santa Barbara Drive, said his main concern
was in regard to parties and noise from college students
if this affordable housing project resulted in more
student housing. He said there is already a lot of college
students impacting the area and reviewed several incidents
of student recklessness such as throwing bottles that
cause concern for the safety of younger children in the
neighborhood. There would be a need for a safety/sound
barrier to divide the proposed project from his property
especially if the parking lot backs up to his fence. He
expressed appreciation for a good education but said
several students in one apArtment can create d ruckus and
asked if the proposed affordable housing units could
require one unit per family rather than several students
in one unit.
Tan Cwenkala Tim Cwenkala, 7977 7:cky Court , said he agreed with
previous speaker in that he did not care for the idea of
student housing and expressed preference to family housing
since this is a family neighborhood. He said there are
students on both sides of his home of which there are no
problems with one side but is necessary for police to be
called every week on the other side to tend to corm of i on
of visitors. He asked who would be responsible for
maintaining the proposed affordable housing project and
said consideration should be given to the need for
increased police patrols if this housing is for college
students.
Carolyn Madre r-arolyn Nbore, 7955 Santa Barbara Court, expressed concern
as a single parent for sixteen years in regard to
retaining the privacy and safety she has enjoyed in this
neighborhood. She requested that efforts be made to
preserve the landscaping and expressed appreciation for
one c?f the best neighborhoods in which to live and
requested Council to consider the families that are there.

There being no one further desiring to speak, Chairman Eck
closed the public hearing at approximately 8:21 p.m.
Discussion followed during which Council reviewed concerns
expressed during the public hearing and commented that
this project was never intended to be strictly student
housing with confirmation that the program for financing
cannot make it specifically for students . Nicholas
Stewart said the project will abide by fair housing laws
and be designed for low income families. Mr. Stewart said
there would be a twenty-four hour a day resident manager
via housing management firm and the project would be
tightly monitored by the State. Council expressed
appreciation to public hearing speakers in regard to
receptiveness of the affordable housing project for
families. Council agreed that a timetable of the project
should be provided to the residents in the neighborhood of
the project.
Resolution No. A RESOLUTION OF THE COMMUNITY DEVELOPNENI' AGENCY OF THE
91-06 CITY OF ROHNERT PARK AUTHORIZING EXPENDITURE OF LOW AND
MJDERATE INCOME HOUSING FUNDS FOR PROPERTY ACQUISITION AND
PREDEVEL.OPMENT COSTS FOR AN AFFORDABLE HOUSING PROTECT
LOCATED AT 781 EAST WI'ATI AVENUE, ROHNERT PARK
Executive Director Netter explained the resolution.
Utpon motion by Agency Member Hopkins, seconded by Agency
Member Spiro, and unanimously approved, reading of
Resolution No. 91-06 was waived and said resolution was
adopted with the addition to state that this affordable
housing project is not designated as student housing.
Further discussion followed daring which Council presented
the challenge that this project could be constructed more
economically by approaching people in the community who
have previously done business with the City.
A motion was made by Agency Member Hopkins, seconded by
Agency Member Spiro, and unanimously approved, instructing
that a formal letter be drafted under the Mayor ' s
signature encouraging the City of Cotati to review the
adjacent acre for a similar project that will tie into
this one.

Ca1if.Housing Rehab. Executive Director Netter said copies were provided to
Agency Members of letter dated February 11, 1991 from the
Department of Housing and Community Development and shared
the contents therein regarding California Housing
Rehabilitation Program for Cuner Occupied Housing (CHRP-O)
with grant approval to the City of Rohnert Park in the
amount of $250 , 000 in loan funds and $50 , 000 for
administration.
Adjournment There being no further business, Chairman Eck adjourned
the meeting at approximately 8:34 p.m.
