The Members of the Community Development Agency of the
City of Rohnert Park met this date immediately after the
City Council meeting at approximately 10:02 p.m. in the
City Offices, 6750 Commerce Boulevard, Rohnert Park, with
Chairman Eck presiding
Call to Order Chairman Eck called the meeting of the Community
Development Agency of the City of Rohnert Park to order at
approximately 10:02 p.m.
Roll Call Present: (5) Agency Members Hollingsworth, Hopkins,
Reilly, Spiro and Chairman Eck
(0) None
Staff present for all or part of the meeting: Executive
Director/City Manager Netter, City Attorney Flitner, City
Engineer Brust, and Assistant to the City Manager Leivo.
Chairman Eck said the non-agendaed CDA item referred to at
the beginning of the immediately preceeding Council
meeting would be reviewed at this time.
Burbank Housing Executive Director Netter referenced copies provided to
Devel.Corp.Proposal Council of presentation received today from Burbank
re.781 E.Cotati Ave. Housing Development Corporation regarding application for
(Afford.Hsg.Project) State Rental Housing Construction Program (RHCP) funds
for proposed family rental housing in Rohnert Park at
781 East Cotati Avenue and introduced Nichols Stewart,
Housing Development Specialist of Burbank Housing who
highlighted the contents therein.
Discussion followed in which concerns were expressed
regarding the need for another appraisal because of the
widespread range between the appraised value and purchase
price of the property as directed at the May 14th CDA
meeting , as well as resolving the California
Constitution's Article 34 issue. City Manager Netter
said the information on this item was received today at
about 4:00 p.m. and the reason for bringing this item to
the Agency's attention tonight was because of request by
Mr. Nick Stewart of Burbank Housing who said there was a
funding deadline for State construction funds. Mr. Netter
indicated that the Council may want to defer this
item for two weeks in order to have time to read the
information provided.

City Attorney Flitner responded to Agency inquiry and
explained need to establish an emergency agenda item if
Agency desires to take action on an issue not previously
posted on agenda.
Arnold Sternberg, representative of Burbank Housing, said
Burbank Housing is not asking for a funding commitment
from the Agency to exceed the original $390,000 amount and
confirmed any amount beyond that would be Burbank
Housing ' s responsibility to obtain through other
resources. He reviewed elements other than the price of a
property that Burbank Housing must take into consideration
regarding any given project.
Further discussion followed during which Mr . Stewart
confiLned that Burbank Housing does not need Agency action
to proceed with its obligations regarding this matter,
that they can proceed with the funding application, and
that a two week extension of time tc purchase said site
could probably be secured. Referencing the request to
obtain another appraisal , Mr. Stewart said it would take
anywhere from an additional four to six weeks of time and
that a review appraisal has been provided. There was
general disucssion regarding the appraisal and the
purchase price of $550,000 . It was noted that the
Community Development Agency would only be giving
consideration to providing $390,000 of the $550,000 and
that CDBG funding would be providing the balance.
Chairman Eck said this item would be placed on the agenda
of the next scheduled CDA meeting.
