1991/07/23 Community Development Agency Minutes Rohnert Park Community Development Agency Minutes Tuesday, July 23, 1991 Community Development Work Session The Agency Members of the Community Development Agency of the City of Rohnert Park met this date in a work session commencing at 5 o'clock to discuss the Community Development Agency' s projects, funding and priorities. Call to Order: Chairman Eck called the work session to order at approximately 5 : 00 p.m. Roll Call : Present : ( 5 ) Agency Members Hollingsworth , Hopkins , Reilly, Spiro and Chairman Eck. Absent: ( 0 ) None. Staff present for all or part of the work session: City Manager Netter, Assistant to the City Manager Leivo, Finance Director Harrow and Director of Public Works/City Engineer Brust. City Manager Netter handed-out to the Agency Members a work packet that included a summary of the Community Development Agency projects that have been completed to date and those that are in the process of being completed. The summary also included detail on the bonding as well as other project details . An orginal copy of this summary is attached to the original of these minutes. As the summary pointed out , the Community Development Agency has an estimated $575 , 000 balance after the first series of priorities have been completed. In addition to the $575 ,000 , City Manager Netter indicated that approximately 1 . 4 million is estimated to be available following completion of the Public Safety facility on City Hall Drive. This 1 . 4 million is a result of the recent 1991 Certificates of Participation issued, whereby the bonds that were sold were in excess of the construction bid on the project due to a very favorable contract with Wright Contracting Co . This 1 . 4 million would be available to be allocated for future projects . Therefore, 1 . 9 million is estimated to be available for future projects . The Agency Members were asked to review a list of second-phase projects to determine which projects they would like to establish as priority for this funding. 1 Community Development Agency Work Session Minutes July 23 , 1991 City Manager Netter reviewed the second round of priorities, of which he recommended the Commerce Boulevard Bike Path being one of the highest priorities. The Commerce Boulevard Bike Path is estimated to cost approximately $161 ,000 . As the Agency Members are aware, the north and south bicycle routes are limited and the Council has previously indicated this to be a very high priority. There was general discussion on other priorities as listed, which included the Civic Center Phase II Project, Purchasing Additional Sewer Capacity from Santa Rosa, Widening on Snyder Lane and the Public Safety Station on the West Side of U.S. Highway 101 . City Manager Netter indicated the Animal Shelter was also discussed, but indicated that an Animal Shelter per se (with the exception that an Animal Shelter is operated by the Public Safety Department ) was not included in the Redevelopment Plan. He did mention that the Public Safety West Station is in the Plan, and there is a possibility of a joint project of Animal Shelter/Public Safety Building. There was general discussion in regards to the Redevelopment Funding and what the growth may be in the upcoming years for the Redevelopment Tax Increments. City Manager Netter indicated that 1 . 9 million is the current estimated balance and that most of the new tax increments have already been planned to be set aside for the existing bonds' debt service, and that it may take four to five years before we see new tax increments for additional Redevelopment Agency projects. There was also brief discussion on the 20 percent set aside for housing, and Finance Director Harrow indicated that approximately 2 . 5 million is the current balance in the Community Development Agency's Housing Set-Aside Funds. Chairman Eck opened the meeting to citizen comment. Margaret Kugler Margaret Kulger , 214 Firethorn , representing FAIRE, indicated she would help raise funds for the Animal Shelter if the City would agree to put up the walls or the main structure. She indicated FAIRE would be able to raise the funds to furnish the interior. 2 Community Development Agency Work Session Minutes July 23 , 1991 Kathy Hinkle Kathy Hinkle, the veterinarian for the shelter, indicated that the current facility is very inadequate . It is too small , and it is very difficult to control disease of animals in such tight quarters. There are only eight dog runs for a City population of 35, 000 . She indicated that it is very difficult to decide which animals are to remain and which animals are to be euthanized. She indicated that City staff has done a fantastic job, and Rohnert Park and the Animal Shelter have a good reputation. Dr. Jerob Dr. Jerob, a Rohnert Park veterinarian, indicated the City desperately needs a new facility. In his opinion, because of the size of the facility, it is very difficult for the City staff to function. He indicated that there are not enough cages to house the number of animals in this size of a community. There was a comment from Agency Member Reilly about the cost of the facility and what it would cost to complete just the brick and mortar and not the interior. City Manager Netter indicated that approximately two-thirds of the cost would be for the basic structure . Chairman Eck suggested that the City complete the entire facility and not do it halfway . Agency Member Hopkins indicated caution for establishing a West Side Public Safety Station . He could see developing an Animal Shelter. City Manager Netter indicated that staff was currently reviewing the plans and re- evaluating the need for a West Side Public Safety Station or possibly sizing-down that facility. Agency Member Hollingsworth asked if there was anything that could be done to the existing facility to relieve the immediate problem. There was some suggestion, but generally speaking, most of the individuals felt that the facility was just unworkable for modification. Holly Blue Holly Blue indicated that she worked on the original task force and by reviewing the final report from the task force, indicated that this facility should be in operation as of this date. Agency Member Hollingsworth indicated that the task force completed its job but the funding has 3 Community Development Agency Work Session Minutes July 23 , 1991 not been available so the process has been delayed until funding is found. The Agency Members had general discussion on establishment of certain priorities of which the three projects that the Council mentioned as priorities included (not in priority order) : ( 1 ) Bike Path along Commerce Boulevard ( 2) Expressway Interchange - Widening of the Expressway Bridge ( 3) Public Safety West Station/Animal Shelter. Staff was directed to agendize this item for the next regular Community Development Agency meeting to be held on August 13 , 1991 .
