August 13, 1991
The Members of the Community Deve l opulent Agency of the
City of Rohnert Park met this date during the City
Council meeting at approximately 7:30 p.m. in the City
Offices , 6750 Commerce Boulevard, Rohnert Park, with
Chairman Eck presiding.
Call to Order Chairman Eck called the meeting of the Community
Development Agency of the City of Rohnert Park to
order at approximately 7:30 p.m.
Roll Call Present: (4) Agency Members Hollingsworth, Reilly, Spiro
and Chairman Eck
Absent: (1 ) Agency Member Hopkins
(out of town on business)
Staff present for all or part of the meeting: Executive
Director/City Manager Netter, City Attorney Flitner, and
Assistant to the City Manager Leivo.
Approval of Minutes Upon motion by Agency Member Hollingsworth, seconded by
Agency Member Reilly, with correction by Agency Nember
Spiro at bottom of page 2 regarding adoption of Reso-
lution No. 91-09 that motion was made by Agency
Member Hopkins, not Agency NE'rnber Hollingsworth, the
minutes of June 11 , 1991 and July 23 , 1991 were
unanimously approved as submitted.
Approval of Bills Upon motion by Agency Member Hollingsworth, seconded
by Agency Member Reilly, and unanimously approved, the
bills presented per attached list in the amount of
$458,779.58 were approved.
Acknowledging The Executive Director/Secretary's report on the posting
Exe.Dir./Sec.Report of the agenda was acknowledged.
Lhscheduled Public Chairman Eck stated that in compliance with State Law,

ary commitment of $250,000 to assist low to moderate
income first time home buyers to secure ownership in a
unit at the Windsong complex and reviewed conditions as
outlined in tonight's Council Meeting Memo. Mr. Leivo
said representatives of Northbay Ecumenical Housing were
present at this meeting to review this item and respond to
Agency questions.
Clark A. Blasdell , President of Northbay Ecumenical
Housing introduced himself and Loan Officer Marguerite
Kugler, and said Ms . Kugler was also a member of the
Housing Task Force. He reviewed contents of above-
referenced proposal package and responded to various
Agency questions regarding same.
Discussion followed during which concerns were expressed
regarding agreement terms and establishing priorities
pertaining to qualifying applicants in line with
restrictions and/or certain benefits from the use of
Community Development Agency increments as compared to the
more stringent requirements for the direct use of federal
or state funds.
A motion was made by Agency Member Reilly, seconded by
Agency Member Spiro, and unanimously approved, directing
staff to work out terms with Northbay Ecumenical Housing
to include first priority to applicants who are Rohnert
Park employees , then Rohnert Park residents , then
residents of Sonoma County, with amendment by Agency
Member Hollingsworth that staff provide financial
reporting to the Agency whenever any project is submitted
that impacts CDA funds and affects the budget.
Capital Project Executive Director Netter reviewed contents of copies
Priorities provided to Agency of report dated today, August 13, 1991
regarding Community Development Agency Redevelopment
Funding Priorities (copy attached to original set of
these minutes) .
Discussion followed during which Agency exchanged comments
regarding the above-referenced figures and priorities.
Executive Director Netter pointed out the projects on the
report that were recently awarded 5B140/300 funding and
said the City would probably receive closer to $200,000
rather than the estimated $300,000. Discussion continued
regarding the priorities in general and trading
possibilities dependent upon receipt of grant funds .
Comments included suggestion to combine bike path and
pedestrian crossing, and to add to a future project, the
U. S. 101 crossing at State Farm Drive.

A motion was made by Agency Member Hollingsworth, seconded
by Agency Mbmber Spiro, and unanimously approved, to adopt
the list of priorities, dependent upon aforementioned
flexibilities, as follows:
1-Public Safety West/Animal Shelter $650,000
2-Expressway Interchange ( interim widening project) 300,000
3-Rohnert Park Expressway widening 254,000
4-Commerce Blvd. Bike/Pedestrian Path 161,000
-To have the signal at Labath & Expressway
funding from Gas Tax (Budget page 47)
(trade off with traffic signal listed)
Further discussion followed regarding various future
projects including funding allocations and possibilities
for such as the State Farm overpass , additional bike
paths/walkways , etc . Mr. Netter indicated School
District's interest in pursuing the possibility of a joint
project for the new City Hall/School District employees.
One suggestion was that the School District could
construct the building with a lease back to the City, or
offset the cost with the City's contribution of the land,
or possibly a combination of these considerations such as
the School District buying half of the site. Agency
directed City Manager to brain storm some ideas with the
School District regarding possibilities of developing
a creative plan for construction and financing of a
joint facility.
Executive Director Netter said the list of priorities
as approved by the Agency would be on the next agenda in
order to review the figures involved mare thoroughly.
Burbank Housing Executive Director Netter referenced copies provided to
Proposed Note Agency of staff report and attached Non-Recourse
Promissory Note regarding proposed note with Burbank
Housing Development Corporation in the amount of $390,000
to assist in the land purchase for the East Cotati Avenue
Affordable Housing project and shared contents therein as
outlined in tonight's Council Feting iienri. Mr. Netter
confirmed that the interest rate is 8% and not the 3% rate
suggested by Burbank Housing and said this report was
provided to the Agency for informational purposes at
this time. Agency concurred with the terms of the note.
