1992/04/14 Community Development Agency Minutes COMMUNITY DEVELOPMENT AGENCY OF THE CITY OF ROHNERT PARK MENLUES April 14, 1992 The Members of the Community Development Agency of the City of Rohnert Park met this date during the City Council meeting at approximately 7:40 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Chairperson Spiro presiding. Call to Order Chairperson Spiro called the meeting of the Community Development Agency of the City of Rohnert Park to order at approximately 7:40 p.m. Roll Call Present: (5) Agency Members Eck, Hollingsworth, Hopkins, Reilly, and Chairperson Spiro Absent: (0) None Staff present for all or part of the meeting: Executive Director/City Manager Netter, City Attorney Flitner, Planning Director Skanchy, Director of Public Works/City Engineer Brust, and Assistant to the City Manager Leivo. Approval of Minutes Upon motion by Agency Member Hopkins, seconded by Agency Member Reilly, the minutes of March 10 , 1992 were unanimously approved as submitted. Approval of Bills Upon motion by Agency Member Hopkins, seconded by Agency Member Reilly, and unanimously approved, the bills presented per attached list in the amount of $271,959.71 were approved. Acknowledging The Executive Director/Secretary's report on the posting Exe.Dir./Sec.Report of the agenda was acknowledged. Unscheduled Public Chairperson Spiro stated that in compliance with State Appearances Law, (The Brown Act) , anyone in the audience who wished to make a comment may do so at this time. No one responded. Owner Occupied Housing Rehabilitation program -Executive Director Netter shared contents of staff report provided to Agency requesting approval to allocate an additional $200,000 from the Low and Mbderate Income Housing Fund for the owner occupied housing rehabilitation program. He responded to various Agency questions confirming that this request is within the 20% set aside amount and that careful inspection of the work during construction is part of the program. A motion was made by Agency Member Hollingsworth, seconded by Agency Member Eck, and unanimously approved, to allocate the additional S200,000 for this rehabilitation program as recommended by staff. COMMJNITY DEVELOPMENT AGENCY/CITY OF RO*NERT PARK MINUTES ( 2.) April 14, 1992 Northbay Ecumenical Executive Director Netter referenced copies provided to Housing Program Agency of the City's Agreement with Northbay Ecumenical Housing, Inc. (NEH) , as well as copies of NEH News Release dated March 10, 1992, The Northbay Community Quarterly for Spring 1992, and recent newspaper article regarding this program entitled "RP plan would help in purchase of condo". Mr. Netter explained terms of the NEH Agreement with the City and stated that the City ' s contract is with NEH, that NEH has signed an exclusive agreement with Polley, Polley, Madsen (PP&M) , reviewed complexities of the program, and responded to various Agency questions regarding same. Discussion followed. COMMENTS NOTED from tonight's City Council meeting during unscheduled public appearances by Flo Gresty of Century 21 Classic Properties as follows: 'Flo Gresty, Broker, Century 21 Classic Properties, said she was here on behalf of brokers in the community. She referenced the provision of affordable home ownership loans through Northbay Ecumenical Housing and said this effort is needed and very comendable, however, it does not seem appropriate to give this provision exclusively to one broker. She reviewed the procedure to use licensed brokers, who would go to a packager to submit the request, who in turn would submit it to the required department. Petaluma just finished a similar plan wherein all brokers were able to participate. Ms . Gresty listed several brokers in the neighborhood who agreed they would like the City to reconsider this arrangement and include the other brokers for use of the referenced funds. ' Marguerite Kugler, representative for Northbay Ecumenical Housing introduced Harry Polley of Polley, Polley, Madsen and Rita Comstock, representative handling NEH sales transactions. Ms. Kugler and Rita Comstock responded to various Agency questions explaining the lengthy and numerous details involved in the NEH program, as well as the provision of office space and equipment by Polley, Polley, Madsen to accommodate their basic needs. Ms. Kugler said they selected Polley, Polley, Madsen because they knew of their ability to handle the program. She referenced concerns expressed by local realtors during unscheduled public appearances at tonight ' s regular Council meeting, and said she came prepared with extra business cards for those interested in the program, and that she would be more than happy to explain the program to see if there is further interest to participate in it. Discussion followed during which Agency Members complimented the intent of the NEH program and confirmed the need for open communications between the realtors regarding clarity of details for this particular matter. COMMUNITY DEVELOPMENT AGENCY/CITY OF ROHNERT PARK MINUTES (3) April 14, 1992 A motion was made by Agency Member Hollingsworth, seconded by Agency Member Eck, and unanimously approved, to proceed with the five (5) loans as planned, but after the five initial loans are initiated, develop a program with the other local brokers to participate in the program and not have such an exclusive plan with any one agency. Harry Polley of Polley, Polley , Madsen expressed appreciation for Agency's time and said their company _s now here in the Rohnert Park area and certainly wants to get off on the right foot. He hoped everyone knows and would find they are willing to participate as recommended. E.Cotati Avenue Executive Director Netter said Burbank Housing has Affordable submitted several suggestions for naming the affordable Housing Project housing project on E. Cotati Avenue, such as Bluebell Bliss, Water Tower, Tower Apartments, and asked if Agency wanted to consider naming the project at this time or think about it further. Assistant to the City Manager Leivo confirmed Burbank Housing ' s preference to Tower Apartments. He responded to Agency inquiry that Burbank Housing did not want to use "Burbank" in the name of this project. Agency concurred to name this affordable housing project on E. Cotati Avenue "Tower Apartments" as preferred and recommended by Burbank Housing. Redevelopment Impacts - Executive Director Netter referenced copies provided to on School Districts Agency of letter dated March 13, 1992 from Sonoma County Office of Education requesting redevelopment agencies to join school districts in a cooperative effort to address the increasingly difficult task of providing adequate schools in redevelopment communities. Mir. Netter said staff will respond to this letter by reviewing the City's participation through existing funds that meets the law to support local school districts, such as $750,000 to the Junior High for joint program with truancy, 50% of funds projected for crossing guards, etc. Agency agreed. Unscheduled Public Chairperson Spiro asked if anyone in the audience wished Appearances to make an appearance at this time. No one responded. Adjournment There being no further business , Chairperson Spiro adjourned the meeting at approximately 8 : 18 p.m. to resume presiding over the remainder of the regularly scheduled City Council meeting.
