August 11, 1992
The Members of the Community Development Agency of the
City of Rohnert Park met this date immediately after the
City Council meeting at approximately 8:13 p.m. in the
City Offices, 6750 Commerce Boulevard, Rohnert Park, with
Chairperson Spiro presiding.
Call to Order Chairperson Spiro called the meeting of the Community
Development Agency of the City of Rohnert Park to
order at approximately 8: 13 p.m.
Roll Call Present: (3) Agency Miembers Hollingsworth, Reilly, and
Chairperson Spiro
Absent: (2) Agency Withers Eck (on vacation) and
Agency Member Hopkins (on vacation)
Staff present for all or part of the meeting: Executive
Director/City Manager Netter, City Attorney Flitner, City
Engineer Brust, and Assistant to the City Manager Leivo.
Approval of Minutes Upon motion by Agency Member Reilly, seconded by Agency
Member Hollingsworth, and unanimously approved, the
minutes of July 28, 1992 were approved as submitted.
Approval of Bills Upon motion by Agency Member Hollingsworth, seconded
by Agency Member Reilly, and unanimously approved, the
bills presented per attached list in the amount of
5491,062.54 were approved.
Acknowledging The Executive Director/Secretary's report on the posting
Exe.Dir./Sec.Report of the agenda was acknowledged.
Unscheduled Public Chairperson Spiro stated that in compliance with State
Appearances Law, (The Brown Act) , anyone in the audience who wished to
make a comment may do so at this time.
Linda Branscomb Linda Branscomb, 21 Anne, was recognized and asked the
Members to consider during the budget deliberation for the
Community Development Agency the possibility of funding a
staff person for the housing issues, either full or part
time, so this person can research innovative projects for
Rohnert Park, stay on top of affordable housing issues,
bring new sources of funding to Rohnert Park to pay for
that person's salary, increase citizen confidence in the
Council 's commitment to affordable housing in Rohnert
Park, and implement recommendations regarding housing
projects.

Agency Member Reilly stated it is a good idea to move in
that direction to take the workload off staff because it
sets an example of how we are moving in a certain
direction and perhaps have a joint agreement with Cotati
so that this person can be employed by multiple cities.
Executive Director/City Manager Netter stated this can be
considered in the work session, but recommends the
analysis of where we spend our money now and what
resources we have. He indicated that the Community
Development Commission of Sonoma County is currently
Rohnert Park's housing authority. He also cautioned the
Agency Members that the emphasis should be on spending
dollars on programs, not on administration.
Agency Member Hollingsworth indicated we should not look
at adding staff under these economic times and said
sufficient goals and programs have been outlined for
implementation.
Resolution No. A RESOLUTION OF THE COMMUNITY DEVELOPMENT AGENCY OF THE
92-07 CITY OF ROHNERT PARK AGREEING TO RESOLVE CERTAIN POTENTIAL
CLAIMS. RELATING TO PROPERTY TAX ADMINISTRATION FEES AND
CRIM[NAL JUSTICE ADMINISTRATION FEES
Executive Director/City Manager Netter explained the
resolution.
Upon motion by Agency Member Hollingsworth, seconded by
Agency Member Reilly, and unanimously approved, said
resolution was adopted.
Burbank Housing Executive Director/City Manager Netter referred to fax
Development transmittal dated August 6, 1992 from Burbank Housing
Corporation Development Corporation to consider a proposal regarding
construction of affordable housing on property owned by
Faith Presbyterian Church and stated he would like to do
some research on this proposal . Agency Members concurred.
City Manager Netter recommended working out an agreement
with Burbank Housing Corporation to provided services on
affordable housing projects and programs which may include
the Faith Presbyterian Church site. He indicated that an
agreement could be developed with certain flexibility
clauses giving the Agency control to a certain extent.
This agreement would protect the housing set aside
funds from State attack, because then the funds would
be committed.
Agency Members agreed to have staff draft an agreement
for review.

Resolution No. A RESOLUTION OF THE COMMUNITY DEVELOPMENT AGENCY OF THE
92-08 CITY OF ROHNERT PARK APPROVING A BUDGET FOR FISCAL YEAR
1992-93
Executive Director//City Manager Netter explained the
resolution.
Upon motion by Agency Member Hollingsworth, seconded by
Agency Member Reilly, and unanimously approved, said
resolution was adopted.
Rehabilitation Loan Executive Director/City Manager Netter referred to staff
Program report on 367 Bruce Avenue case and requested Assistant to
the City Mfanager Leivo to update the Agency Members
on the case.
M� . Leivo stated this was a case that the homeowner asked
that the contractor stop work and since that time there
have been continuing discussions. The most recent
development is the contractor has filed a claim against
the homeowner. The Agency is not liable for that claim
because the contract for rehabilitation was between the
homeowner and the contractor. The Sonoma County Community
Develop-rent, which administers the program for the City,
and the homeowner have met and reached a verbal settlement
prior to arbitration or going to small claims court. The
settlement will involve preparing a new scope of work
and putting it out to hid and get a new contractor
for the project.
Unscheduled Public Chairperson Spiro asked if anyone in the audience wished

Adjournment There being no further business , Chairperson Spiro
adjourned the meeting at approximately 8:35 p.m.
