July 13, 1993
The Members of the Community Development Agency of the City of
Rohnert Park met this date during the City Council meeting at
approximately 7:58 p.m. in the City Offices, 6750 Commerce
Boulevard, Rohnert Park, with Chairperson Hollingsworth presiding.
Call to Order-Chairperson Hollingsworth called the meeting to order at approxi-
mately 7:58 p.m. , which was earlier than scheduled on the agenda,
as a courtesy to the representatives present in the audience for
related CDA budget matters.
Roll Call Present: (5) Agency Members Eck, Gallagher, Reilly,
Spiro and Chairperson Hollingsworth
Absent: (0) None
Staff present for all or part of the meeting: Executive
Director/City Manager Netter, City Attorney Flitner, Assistant to
the City Manager Leivo, Director of Public Works/City Engineer
Brust, Planning Director Skanchy, Finance Director Harrow and
Recreation Director Pekkain.
Chairperson Hollingsworth advised that specified 1993-94 budget
related items of the Community Development Agency would be
considered during this recess of the regular City Council meeting.
Petaluma People Services Center Homeless Prevention Program:
Assistant to the City Manager Leivo explained this program per
staff report with various attachments provided to the Agency.
He responded to various Agency questions regarding same.
Upon motion by Agency Member Reilly, seconded by Agency Member
Gallagher, the amount of $28,500 to Petaluma People Services
Homeless Prevention Program as requested for fiscal year 1993-94
budget, was unanimously recommended for approval in the CDA budget.
'Dosing Rehabilitation Program Draft Contract Amendment:
Executive Director Netter explained this program per copies
provided to the Agency of letter dated May 28, 1993 from Sonoma
County Community Development Commission with related attachments.
He responded to various Agency questions regarding same.
Upon motion by Agency Member Gallagher, seconded by Agency Member
Reilly, the amount of $400,000 for the Rohnert Park Community
Development Agency Housing Rehabilitation Program for the 1993-94
budget as recommended by staff, was unanimously recommended to be
included in the CDA budget.
A motion was made by Agency Member Spiro, seconded by Agency
Member Reilly, and unanimously approved, authorizing the Executive
Director to execute the Achninistrative Services Agreement with the
County Community Development Commission or pursue appropriate
alternatives for the administration of the rehab program.
A motion was made by Agency Member Gallagher, seconded by Agency
Member Reilly, and unanimously approved, to include the rental
rehabilitation program on a trial basis.

RECESS Chairperson Hollingsworth declared a recess at approximately
8: 10 p.m. to reconvene the regular City Council meeting for
continued review of the proposed 1993-94 City Budget.
RECONVENE Chairperson Hollingsworth reconvened the Community Development
Agency meeting during the regular City Council meeting at
approximately 9:54 p.m. , due to the lateness of the hour, in order
to review and/or defer CDA items as signified in these minutes.
Approval Upon motion by Agency Member Gallagher, seconded by Agency
of Memnber Reilly, the minutes of May 25, 1993 were unanimously
Minutes approved as submitted.
Approval Upon motion by Agency Member Gallagher, seconded by Agency
Mesmer Spiro, the bills presented per attached list in the amount
of $64,035.50 were unanimously approved.
Acknowledging The Executive Director/Secretary's report on the posting

Unscheduled Chairperson Hollingsworth stated that in compliance with State

CDA bond issue to transfer City/CDA loan to bond indebtedness:
Executive Director Netter confirmed this item could be deferred to
the next CDA meeting.
Rohnert Park Community Development Agency Housing Rehabilitation Program:
Executive Director Netter referenced this program as previously
reviewed earlier during this meeting. He explained the need for
authorization to execute the amendment to the agreement.
A motion was made by Agency Member Reilly, seconded by Agency
Member Gallagher, and unanimously approved, authorizing the
Executive Director to execute the Administrative Services
Agreement with the County Community Development Commission or
pursue appropriate alternatives for the administration of the
rehab program including a rental rehab program on a trial basis.
Petaluma People Services Center Homeless Prevention Program:
Executive Director Netter said this program was reviewed
previously during this meeting concluding in Agency approval of
funding in the amount of $28,500 as requested. Mr. Netter
explained the resolution for consideration regarding this program.
Resolution A RESOLUTION APPROVING AND AUTHORIZING EXECUTION OF AMENDMENT
No.93-04 NUMBER ONE TO THE AGREEMENT BY AND BETWEEN PETALUMA PEOPLE
SERVICES CENTER AND THE COMMUNITY DEVELOPMENT AGENCY OF THE CITY
OF ROHNERT PARK TO PROVIDE HOMELESS PREVENTION SERVICES FOR
RESIDENTS OF THE CITY OF ROHNERT PARK
Upon motion by AGency Member Reilly, seconded by Agency MAmrber
Gallagher, reading of Resolution No. 93-04 was waived and said
resolution was unanimously adopted.

Community Support Network Funding for Group Nome at 5627 Snyder Lane:
The Agency commented on the presentation made by representatives
of Community Support Network during the budget work session
earlier this evening. It wes the consensus of the Agency to hold
off on staff's recommendation of $25,000 seed money until Agency
Members have time to study this proposal in greater depth.
Nbrtgage Credit Certificate Program Among the County of Sonoma and the Cities of
Sonoma County - Executive Director Netter said copies were
provided to the Agency of letter dated May 27, 1993 with related
attachments from Sonoma County Community development Commission,
as well as staff report regarding this item for the Agency' s
review and information. Mr. Netter explained recent
communications with Janie Walsh, Executive Director of Sonoma
County Community Development Commission whereby she suggested the
Rohnert Park Community Development Agency join in the referenced
JPA without a dollar commitment. Therefore, the City of Rohnert
Park could be involved with the joint program at a future date.
Executive Director said staff recommends approval of same as
reviewed which would be at no cost to the City

Councilmember Spiro, and unanimously approved, authorizing the
Community Development Agency to participate in the Sonoma County
Joint Powers Agency to conduct a mortgage cLedit certificate
(NEC) program.

IA Bond issue to transfer City/CDA loan to bond indebtedness:
Executive Director Netter referenced staff report dated June 3,
1993 pertaining to this item and shared comments as reviewed in
the Council Meeting Memo explaining that since the state has
backed off on extracting additional funds from redevelopment
agencies, the emergency that existed previously has subsided.
Lengthy discussion ensued during which Executive Director Netter,
Director of Public Works/City Engineer Brust and Finance Director
Harrow responded to numerous Council questions regarding this
matter. Differing opinions were expressed related to the
conditions of the economy and how this would affect Agency
decisions on the pursuit of such bond indebtedness.
COMMUNITY DEVELOPMENT AGENCY/CITY OF ROHNERT PARK MINUTES (2) August 10, 1993
Discussion continued during which concerns were expressed about
the elimination of certain revenues from interest that is
otherwise transferred annually to the City' s General Fund,
especially while the City is in a budget short fall; whether or
not staff should be directed to set a public hearing for this bond
issue or should project priorities be established prior to setting
a public hearing so the public can be better informed about the
intended use of the funds ; concern was expressed about
infrastructure needs including schools, housing, etc. including
the need to consider taking local responsibility to fix the
Expressway overpass; and responding concern was expressed about
items 1 and 7 on the staff report list of possible uses of the
funds, specifically, the Expressway/101 overpass improvements and
the Snyder lane bike path when those projects are fairly high
priorities under state and federal MTC funds and there are only a
few such projects that fall into the ter= for the Congestion
Management Plan. It was the general consensus of the Agency to
schedule a public hearing the first meeting in September to
discuss the possible bond issue and project priorities.
1993-94 Budget: Executive Director Netter summarized the 1993-94 CDA budget as
reviewed in the Council Meeting Memo which explained the
resolution for consideration regarding same. He said a public
comment period had been scheduled at this time on the agenda.
Public Chairperson Hollingsworth opened the Agency meeting for public
Comments comments at approximately 7:40 p.m. There being no one desiring
to speak, he closed the public comment period.
Resolution A RESOLUTION OF THE CCM VITY DEVELOPMENT AGENCY OF THE CITY OF
No.93-05 ROHNERT PARK APPROVING A BUDGET FOR FISCAL YEAR 1993-94
Upon motion by Agency Member Spiro, seconded by Agency Member
Reilly, and unanimously approved, including changes as reviewed by
Executive Director Netter pertaining to Cash Flow Statement
referencing anticipated uses of cash of removing the $25,000 for
Community Support Network and including the Mobile Home Purchase
Program of $650,000, reading of Resolution No. 93-05 was
waived and said resolution was adopted.
Catholic Charities request for funds from Low/Moderate Housing Set Aside Funds:
Executive Director Netter referenced the letter of request dated
July 19, 1993 regarding this matter as reviewed in the Council
Meeting Memo. He introduced Nicholas Baker, Program Director for
the Catholic Charities' Homeless Service Center, who shared
contents of the above-referenced letter request and responded to
various Agency questions regarding same.
A motion was made by Agency Member Spiro , seconded by Agency
Member Reilly, and unanimously approved, to provide $5,000 to the
Catholic Charities Homeless Service Center which represents less
than 5% for Rohnert Park's portion. The motion included direction
to staff to prepare an appropriate contract and authorization for
the Executive Director to execute the agreement with appropriate
tent. and conditions.

COUNTY COMMUNITY DEVELOPMENT COMMISSION AND AUTHORIZING THE
EXECUTIVE DIRECTOR TO EXECUTE THE COOPERATIVE AGREEMENT
Upon motion by Agency Member Eck, seconded by Agency Member Reilly,
and unanimously approved, reading of Resolution No. 93-06 was
waived and said resolution was adopted.
Ynscheduled Public Appearances: Chairperson Hollingsworth asked if anyone in
the audience wished to make an appearance at this time.
Catherine Collins, 828 Lilac Way, asked if tonight's approval of funding for the
Homeless Service Center meant that police can now refer homeless
individuals and situations to the service center. Nicholas Baker,
Program Director for the Catholic Charities' Homeless Service
Center responded to the inquiry and explained that the basic
intent of the center is to provide an address and a starting point
for people looking for jobs and have no established address for a
contact point. The center is not in a position to provide actual
housing but is there to provide assistance as explained.
