September 13, 1994
The Members of the Community Development Agency of the City of
Rohnert Park rret this date immediately after the City Council
meeting at approximately 9: 30 p.m. in the City Offices , 6750
Commerce Blvd. , Rohnert Park, with Chairman Reilly presiding.
Call to Order-Chairman Reilly called the meeting of the Community Development
Agency of the City of Rohnert Park to order at approximately
9:30 p.m.
Roll Call Present: (5) Agency Members Eck, Gallagher, Hollingsworth,
Spiro and Chairperson Reilly
Absent: (0) None
Staff present for all or part of the meeting:
Executive Director/City tanager Netter, City Attorney Flitner,
Assistant City Manager Leivo, and Director of Public Works/City
Engineer Brust.
Approval Upon motion by Agency Member Hollingsworth, seconded by Agency
of Member Gallagher, the minutes of August 23, 1994 were unanimously
Minutes approved as submitted.
Approval Upon motion by Agency Member Hollingsworth, seconded by
of Agency Member Gallagher, the bills presented per attached list in
Bills the amount of $82,786.61 were unanimously approved.
Acknowledging
Exec.Dir.Sec. The Executive Director/Secretary's report on the posting of the
Report agenda was acknowledged.
Mortgage Credit Certificate Program contract amendment -
Executive Director Netter explained the small adjustment in this
Revised Cooperative Agreement based on MCC Committee approval.
Upon motion by Agency Member Hollingsworth, seconded by Agency
Member Gallagher, Agency concurrence with the MCC contract
amendment was unanimously approved.
Resolution A RESOLUTION OF THE COMMUNITY DEVELOPMENT AGENCY OF THE CITY OF
No.94-13 ROHNERT PARK AUTHORIZING AND APPROVING AMENDMENT NUMBER SEVEN TO
THE AGREEMENT WITH THE SONOMA COUNTY COMMUNITY DEVELOPMENT
COMNQSSION TO PROVIDE CERTAIN ADMINISTRATIVE SERVICES FOR A
HOUSING REHABILITATION PROGRAM
Executive Director Netter explained the resolution. He and
Assistant City Manager Leivo responded to Agency questions.
Upon motion by Agency Member Eck, seconded by Agency Member
Gallagher, and unanimously approved, reading of Resolution No.
94-13 was waived and said resolution was adopted.
CCNNUNITY DEVELOPMENT AGENCY/CITY OF ROHNERT PARK MINUTES (2) Sept. 13, 1994
Crossbrook Apartments bond refunding and proposed renovation loan -
Executive Director Netter shared contents of the referenced staff
report outlining attached letter request dated August 30, 1994
from Geoffrey L. Baker, Chief Operating Officer of Bay Apartment
Communities. Executive Director Netter and Assistant City Manager
Leivo responded to Agency questions confirming this item
represents two separate requests . ( 1 ) Approval of the bond
refunding would retain affordable rents for 46 of the 226 units
for at least another 10 years with bond extension possibilities.
Staff recommends advisability of this request , with the only
exception being preference to use of a bond counsel already
familiar to the City, whereas Bay Apartment Communities has
expressed preference to Kidder Peabody. (2) The Agency housing
set-aside funds could be used to provide the renovation loan
requested in the amount of $300,000. Staff does not recommend the
loan to repair the units.
Geoffrey Baker of Bay Apartment Communities, responded to Agency questions
including explanation to preference of bond counsel because of
substantial savings on legal costs for them to continue with
Kidder Peabody.
Ben Friedman, 655 Enterprise Drive, resident of Crossbrook Apartments, confiLited
that the units are well kept. As of last week, conversation with
the Manager, signified there were only two units vacant.
Linda Branscomb, 6585 Commerce Blvd. , #188, said she did not really care if the
City has not researched the bond company or the particular way
they do business, but it is very important for the City to
continue to commit to available, affordable housing . She
recommended the Agency continue with the bond refunding. Mb.
Branscomb reviewed provision comparisons of surrounding areas and
said this City does a good job compared to other communities. She
thought the $300,000 renovation loan would be a small price to pay
toward affordable housing.
Agency discussion followed including acknowledgment that the
choice of bond counsel was not a particular concern or issue with
Agency Members and should be a discretionary staff decision.
Upon motion by Agency Member Gallagher, seconded by Agency Member
Eck, to proceed with bond refunding for Crossbrook Apartments was
unanimously approved.
Upon motion by Agency Member Gallagher, seconded by Agency Member
Eck, and unanimously approved, u to proceed with authorization
of the renovation loan for Crossbrook Apartments.

Public Chairman Reilly asked if anyone in the audience wished to make an

Adjournment There being no further business, Chairman Reilly adjourned the
meeting at approximately 9:50 p.m.
